Book excerpt: The paper provides a detailed description of a novel dataset on education attainment in public administrations covering the period 1981-2011 for 178 countries. The dataset uses information extracted from CVs for over 130,000 mid to senior level officials from mainly central banks and ministries of economy and finance. Our main finding is that there is little heterogeneity across regions when considering a non quality-adjusted measure of education attainment in public administrations. Adjusting our measure for quality, using a country wide academic ranking, reveals important cross-regional heterogeneity differing from that of standard measures of education attainment for the general population. The dataset also allows us to uncover important patterns in public administrations' education attainment along gender and seniority across regions. We further use the dataset to explore a few applications which provide some evidence of (i) the importance of salary incentives in attracting highly educated staff and (ii) a positive association between education attainment in public administrations and government effectiveness (e.g. higher tax revenue mobilization, limiting corruption, better public finance management and private market support).

Book excerpt: This book explores the issue of international and comparative public administration and its role in the (Master of Public Administration) MPA program. The contents provide guidance for readers on how to effectively incorporate the perspectives into the classroom. Public administration is becoming an increasingly global field. Not only are scholars working across borders, but public service organizations that MPA graduates are extended to leave are increasingly required to work across multiple countries and cultures. A growing demographic within all MPA programs in the United States is that of international student, many of whom intend to return to their countries and become public servants after graduation. Historically, however, MPA programs have taken a national perspective to their curriculum, predominately focusing on administration within their own country. The national perspective has led to challenges for students as they begin their careers, particularly for students interested in working for the federal government, international nonprofits, and governments outside of the home countries. An international perspective increases cultural competency in our organizations and overall appreciation of diversity. This edited volume will be of great interest to upper-level students, academics, and researchers in public administration, public policy and education. The chapters in this book were originally published in Journal of Public Affairs Education.

Available in PDF, EPUB and Kindle. Book excerpt: Public affairs and nonprofit program administrators and directors interested in (or tasked with) implementing undergraduate programs require a resource where they can find information for recruiting and retaining the next wave of public and nonprofit workers. While similar to graduate public affairs programs, undergraduate programs may differ in curriculum design, recruitment targets, learning outcomes, and community engagement opportunities. Universities may have different motivations in creating an undergraduate program, from a need to generate additional resources, a clearer pathway to master’s education, or offering complete degrees in themselves that prepare students for employment in the public or nonprofit sector. This book is the first of its kind to offer concrete, experienced guidance, tips, and general best practices in public affairs and nonprofit undergraduate education from those who have "been there", with chapters written by current and former program administrators and directors. Exploring the variety of programs that are offered in public and nonprofit affairs/administration, the different degree components and specializations, types of experiential learning, different assessment and outcome practices, the value of accelerated degree programs, the current place of accreditation, and the appropriate resources available for program directors and administrators, this book will be of interest to faculty and advanced graduate students that will be teaching/developing curruicula in public and nonprofit degree programs that have undergraduate students.

Book excerpt: A once-in-a-generation event held every twenty years, the Minnowbrook conference brings together the top scholars in public administration and public management to reflect on the state of the field and its future. This unique volume brings together a group of distinguished authors—both seasoned and new—for a rare critical examination of the field of public administration yesterday, today, and tomorrow. The book begins by examining the ideas of previous Minnowbrook conferences, such as relevance and change, which are reflective of the 1960s and 1980s. It then moves beyond old Minnowbrook concepts to focus on public administration challenges of the future: globalism, twenty-first century collaborative governance, the role of information technology in governance, deliberative democracy and public participation, the organization of the future, and teaching the next generation of leaders. The book ends by coming full circle to examine the current challenge of remaining relevant. There is no other book like this—nor is there ever likely to be another—in print. Simply put, the ideas, concepts, and spirit of Minnowbrook are one-of-a-kind. This book captures the soul of public administration past, present, and future, and is a must-read for anyone serious about the theory and practice of public administration.

Available in PDF, EPUB and Kindle. Book excerpt: Providing an in-depth look at the lives of women and girls in approximately 150 countries, this multivolume reference set offers readers transnational and postcolonial analysis of the many issues that are critical to the success of women and girls. For millennia, women around the world have shouldered the responsibility of caring for their families. But in recent decades, women have emerged as a major part of the global workforce, balancing careers and family life. How did this change happen? And how are societies in developing countries responding and adapting to women's newer roles in society? This four-volume encyclopedia examines the lives of women around the world, with coverage that includes the education of girls and teens; the key roles women play in their families, careers, religions, and cultures; how issues for women intersect with colonialism, transnationalism, feminism, and established norms of power and control. Organized geographically, each volume presents detailed entries about the lives of women in particular countries. Additionally, each volume offers sidebars that spotlight topics related to women and girls in specific regions or focus on individual women's lives and contributions. Primary source documents include sections of countries' constitutions that are relevant to women and girls, United Nations resolutions and national resolutions regarding women and girls, and religious statements and proclamations about women and girls. The organization of the set enables readers to take an in-depth look at individual countries as well as to make comparisons across countries.
