Book excerpt: The number of school students undertaking vocational education and training (VET) in Australia's publicly funded VET sector has grown rapidly in the last 5 years. It is estimated that in 1998, at least 80,000 secondary school students were also studying within Australia's publicly funded VET sector. The vast majority (88%) of these students are aged 15-19 years or about 1 in 10 of 15- to 19-year-old school students in Australia. Other estimates are that 40,400, or 37.3 percent, of VET students at secondary schools in 1998 were enrolled in the initial vocational operatives stream of study, courses that provide initial education and training at a level below that of a tradesperson. For VET students who still attended school in 1998, the major field of study was services, hospitality, and transportation followed by business, administration, economics, engineering, and surveying. For VET students not at secondary school in 1998, the major field of study was business, administration, and economics, followed by VET multifield education, engineering, and surveying. Forty-eight percent of VET students still at school are enrolled in Australian Qualification Framework level I or II courses. The proportion of module enrollments successfully completed in 1997 by students still attending school is 64.8%--close to the rate for all VET students (63.0%). In 1998, 336,900 qualifications in the publicly funded VET sector have been reported as being issued, 15,700 of them to students still attending secondary school. (YLB)

Book excerpt: In 1998, recreation, leisure, and personal enrichment education and training programs continued to play an important role in the total education and training undertaken in Australia. Depending on the state or territory, programs were delivered by community providers, technical and further education (TAFE) and other government providers, private providers, and schools and higher education providers. A reported 360,000 students undertook personal enrichment programs, an apparent decline of 5.7 percent from 1997; 7.8 percent of them also participated in vocational education programs. More than 70 percent of the personal enrichment students were enrolled with registered community providers; the remainder participated in courses provided by TAFE and other government training institutions. About 75 percent of personal enrichment program participants were female. The age distribution of participants was flat and broad; the median age was 39 years, almost 5 years more than the median age of the Australian resident population. Personal enrichment programs accounted for 8.2 million annual hours of training, an average of 23 hours per student. The majority of training activity was funded on a fee-for-service basis with the remainder subsidized by governments. (Thirteen tables and 10 figures are provided. The strategy includes the following mission: to ensure that the skills of the Australian labor force are sufficient to support internationally competitive commerce and industry and to provide individuals with opportunities to optimize their potential. Five objectives underlie the mission statement: (1) equipping Australians for the world of work; (2) enhancing mobility in the labor market; (3) achieving equitable outcomes in vocational education and training; (4) increasing investment in training; and (5) maximizing the value of public vocational education and training expenditure. The strategy analyzes economic, industrial, and social forces for change and their implications for vocational education and training over the next 5 years. It sets out a vision for vocational education and training, aligned with the key objectives and strategies to ensure that these objectives are achieved. The national strategy will be used to guide vocational education and training in Australia into the new millennium. This report analyzes the five objectives and provides strategies for achieving them, along with a call for putting the national strategy into action. (An appendix explains key performance measures.) The book draws upon Roy Bhaskar’s theory of Critical Realism to demonstrate how Indigenous people have agency and can take control of their own emancipation. Sarra shows that it is important for Indigenous students to have confidence in their own strength and ability to be as "able" as any other group within society. The book also compares and contrasts White perceptions of what it is to be Indigenous and Indigenous views of what it is to be an Aboriginal Australian. The book calls for Indigenous Australians to radically transform and not simply reproduce the identity that Mainstream White Australia has sought to foster for them. Here the book explores in what ways Aboriginal and Torres Strait Islander people are "othered" by White Australians. Sarra seeks to advance the novel position that it is OK to be other to White Australia. The question becomes, "which other?" The Indigenous Student should not be treated as the Feared and/or Despised Other, nor should they be coerced into wholly assimilating into White culture.
