Since education frames a people’s identity, the nature of the education system affects how Palestinians relate to their state. Through education the Palestinian Authority (PA) transforms the parameters of identity to serve the requirements of state-building and the peace process. International assistance to the PA affects all of these processes through the disbursal of political rent, whose primary function is to bolster the PA and to keep the peace process going. The new Palestinian Authority has assumed two seemingly contradictory functions: state building and resistance, and the dynamic tensions between the two raise key questions for political and policy analysis. A stone when struck resists. If its resistance is greater than the force of the blow struck, it remains outwardly unchanged. Otherwise, it is shattered into smaller bits. Never does the stone attempt to react in such a way that it may maintain itself against the blow, much less so as to render the blow a contributing factor to its own continued action. While the living thing may easily be crushed by superior force, it none the less tries to turn the energies which act upon it into means of its own further existence. If it cannot do so, it does not just split into smaller pieces (at least in the higher forms of life), but loses its identity as a living thing. As long as it endures, it struggles to use surrounding energies in its own behalf. It uses light, air, moisture, and the material of soil. To say that it uses them is to say that it turns them into means of its own conservation. As long as it is growing, the energy it expends in thus turning the environment to account is more than compensated for by the return it gets: it grows. Understanding the word "control" in this sense, it may be said that a living being is one that subjugates and controls for its own continued activity the energies that would otherwise use it up. Life is a self-renewing process through action upon the environment.

Book excerpt: The creation of Afghanistan in 1880, following the Second Anglo-Afghan War, gave an empowering voice to the Pashtun people, the largest ethnic group in a diverse country. In order to distil the narrative of the state's formation and early years, a Pashtun-centric version of history dominated Afghan history and the political process from 1880 to the 1970s. Alternative discourses made no appearance in the fledgling state which lacked the scholarly institutions and any sense of recognition for history, thus providing no alternatives to the narratives produced by the British, whose quasi-colonial influence in the region was supreme. Since 1970, the ongoing crises in Afghanistan have opened the space for non-Pashtuns, including Tajiks, Hazaras, and Uzbeks, to form new definitions of identity, challenge the official discourse and call for the re-writing of the long-established narrative. At the same time, the Pashtun camp, through their privileged position in the political settlements of 2001, have attempted to confront the desire for change in historical perceptions by re-emphasising the Pashtun domination of Afghan history. This crisis of hegemony has led to a deep antagonism between the Pashtun and non-Pashtun perspectives of Afghan history and threatens the stability of political process in the country.

Among the earliest and most radical of the Meiji reforms was a plan for a centralized, compulsory educational system modeled after those in Europe and America. Meiji leaders hoped that schools would curb mounting social disorder and mobilize the Japanese people against the threat of Western imperialism. The sweeping tone of this revolutionary plan obscured the fact that the Japanese were already quite literate and had clear ideas about what a school should be. In the century preceding the Meiji restoration, commoners throughout Japan had established 50,000 schools with almost no guidance or support from the government. Consequently, the Ministry of Education’s new code of 1872 met with resistance, as local officials, teachers, and citizens sought compromises and pursued alternative educational visions. Their efforts ultimately led to the growth and consolidation of a new educational system, one with the imprint of local demands and expectations. This book traces the unfolding of this process in Nagano prefecture and explores how local people negotiated the formation of the new order in their own communities. "

In Asia education systems have their origins in processes of state formation aimed either at bolstering 'self-strengthening' resistance to the encroachments of Western and/or Asian imperialism, or at furthering projects of post-colonial nation-building. State elites have sought to popularise powerful visions of nationhood, to equip these visions with a historical 'back-story', and to endow them with the maximum sentimental charge. This book explores all of these developments, emphasising that education is seen by nations across Asia, as elsewhere, as more than simply a tool for economic development, and that issues of national identity and the tolerance - or lack of it - of ethnic, cultural or religious diversity can be at least as important as issues of literacy and access.
