An international group of scholars critically address the state of civic and citizenship education in the four Nordic countries that participated in the IEA International Civic and Citizenship Education Study (ICCS) in 2009 and 2016. The findings are of particular relevance to educators at all levels, from school education through to teacher education. Nordic countries have long traditions of democracy and their students have performed relatively well in the ICCS assessments. Nonetheless, citizenship education continues to evolve and has received increasing attention in recent educational reforms, indicating policymakers understanding that schools play an important role in establishing democratic values among future citizens. Data from ICCS can be used to analyze, discuss, and reflect on the status of civic and citizenship education and can contribute to the discourse on the potential role of education in contributing to sustainable democracies for a common future. However, teaching citizenship and learning democracy are two different things. While young people can be taught about democracy in school, it is vital that schools work together with the wider community in which youth operate to strengthen civic understanding and values for all young people regardless of their social and economic background.

It provides country cases and thematic chapters that give nuanced insights into the influence of transnational agencies on national governance and discourses. It describes how national discourses and regulation influences school leadership values, culture and practice, in competition with traditional values. The transnational and global discourse on educational leadership is mostly formed according to Anglo-American thinking and tradition. Pivotal foundations of this discourse are strong hierarchical societies/class societies with liberal democracies, and clearly streamed education systems. The Nordic discourse, however, builds on a more equal society and flat hierarchies with participatory democracy, and on comprehensive schooling with strong local community roots. Leadership thinking and practices are formed by the culture and context they are part of: they are primarily shaped by the national/local values, traditions and practices, and only partially shaped by politics, discourses and literature. Due to the fact that a great deal of the literature that is being used in the Nordic contexts is of Anglo-American origin and many of the research projects have Anglo-American foundations, it is difficult to distinguish the sources for leadership thinking and practice. This book distinguishes the Nordic from the Anglo-American thinking and presents important findings and arguments for leadership practitioners inside as well as outside the Nordic countries.

Of special concern is how the inherent contradiction between democracy and rule of law - the principle of the Rechtsstaat - has affected the development. For historical and geopolitical reasons, the balance between these principles has been different in Sweden and Finland. Swedish democratic development has been society-oriented rather than individual-oriented, without any real counterweight against the popularly elected politicians' influence over society, including the school system. In Finland, the powers of government have been limited by the mechanisms of the Rechtsstaat, with a decentralized state and more independent civil servants, including teachers. These differences in political culture have profoundly influenced the realm of education. Sweden has experienced continuous reforms, gives priority to democracy in the value bas of curricula, and emphasizes the schools function as a transmitter of values. Finland has experienced rare but revolutionary bursts of reforms, emphasizes human rights in the value base of curricula, and gives priority to the school's role as a transmitter of knowledge.

Book excerpt: This book thematizes the tension between education, politics, and religion in Norway after the Second World War, with an emphasis on the years between 1945 and 1970, and throws a new light on Norwegian school and education in the post-war period. The Norwegian educational landscape in the years after the Second World War must be seen against the development of the welfare state, and it appears as a part of the social democracy project typical for Norway at that time. The Labour Party, which held a prominent position in the educational landscape in the post-war decades, is normally regarded to have been an important driving force behind secularization of schools in Norway, not least because the total number of weekly lessons in religious education gradually was reduced. This book problematizes this thesis and enlightens how important politicians and policymakers within the Labour Party defended religious education. A central point is that this defense must be seen within the frames of a liberally oriented protestant theology. Thus, the study highlights the diversity of ideas in Norwegian politics in the post-war period and demonstrates how important impulses in Norwegian politics can be viewed against a wider international background.
