Book excerpt: Excerpt from Citizenship and the Schools It would be extremely useful if the teachers of any school system, through reading circles or otherwise, could arrange their subjects harmoniously with this end in view, each making his own subject teach citizenship from its own view-point, so that the work of each teacher would supplement that of every other. In the higher grades where special teachers of separate subjects are employed, those teaching arithmetic, for example, would do well to work out a series of lessons adapted to local economic and social conditions, so that, while suited to the teaching of arithmetical principles, the lessons would also contribute to the work in history, geography, literature and science. The teachers in geography, in the same way, should prepare a series of lessons that would be of service to the classes in history, literature, and mathematics, while the teachers of history, liter ature, and science should so plan their work as not only to bring out the full value of those subjects from the social point of view, but also, by so doing, make each subject supplement the others. Adaptability to human service is the element in each case which will unify them. In the lower grades where all classes are taught by one teacher, such harmonious working of the different subjects can readily enough be planned, provided due care is taken and each subject is considered from the point of view of its relations to social life. If this book can contribute in even a slight degree towards giving our teachers the view-point of social and political betterment as their chief aim in teaching, I shall be content. Representative form of government was almost unknown in India. From immemorial this country has been ruled by autocratic and irresponsible monarchs. It is true that before the advent of the English, each village was independent, self-sufficient, autonomous and had very little to do with the central government. The village community, was, until recently, a self-contained, self-sufficient, economic unit. Practically all of its economic needs, the need for clothing, 00d and shelter, were met from.within its boundaries. There was very little exchange between it and the outside world. A little salt, some brassware and silver were nearly all that was obtained from.outside, and the exports were no bigger than the imports. Each village was a little world in itself, a world more or less self-contained.2 The central government controlled by an.absolute monarch did not bother with the village as long as it sent the yearly revenues regularly. G. Fraser. The report of the commission, published in October 1920, under the title 'Village Education in India, ' has been recognized by the highest authorities as furnishing valuable guidance not only to the missionary societies, but to all interested in the education of the villages of India. Professor D. J. Fleming was a member of the commission, and in the course of its investigations he gathered personally a large amount of material relating to the work of the different schools that were visited. The present volume contains a selection from that material. While, as Professor Fleming points out, it is published on his own responsibility and not with the authority of the commission, it is an important supplement to the report, supplying a body of concrete experience which illustrates the arguments and conclusions of the commission. The schools here described are selected from among the best in India. They cannot be regarded as typical of Indian educational institutions as a whole. The Chairman of the Commission was the Rev. A. G. Fraser Principal of Trinity College, Kandy. The justification for British imperial rule had stressed the impossibility of Indian self-government. At the heart of India's founding moment, in which constitution-making and democratization occurred simultaneously, lay the question of how to implement democracy in an environment regarded as unqualified for its existence. India's founders met this challenge in direct terms-the people, they acknowledged, had to be educated to create democratic citizens. A stone when struck resists. If its resistance is greater than the force of the blow struck, it remains outwardly unchanged. Otherwise, it is shattered into smaller bits. Never does the stone attempt to react in such a way that it may maintain itself against the blow, much less so as to render the blow a contributing factor to its own continued action. While the living thing may easily be crushed by superior force, it none the less tries to turn the energies which act upon it into means of its own further existence. If it cannot do so, it does not just split into smaller pieces (at least in the higher forms of life), but loses its identity as a living thing. As long as it endures, it struggles to use surrounding energies in its own behalf. It uses light, air, moisture, and the material of soil. To say that it uses them is to say that it turns them into means of its own conservation. As long as it is growing, the energy it expends in thus turning the environment to account is more than compensated for by the return it gets: it grows. Understanding the word "control" in this sense, it may be said that a living being is one that subjugates and controls for its own continued activity the energies that would otherwise use it up. Life is a self-renewing process through action upon the environment.
