Yet here, as in other Western democracies, diversity policies are being called into question by developments such as the growing salience of identity, race and religion. Do minorities really feel they belong to the country? Is discrimination still a reality? Is social cohesion being strained? In this volume, leading scholars from Canada, Europe and the United States explore two broad policy agendas: first, the multicultural agenda, which focuses on recognizing cultural differences, helping minorities express their distinct identities and practices, and building more inclusive conceptions of citizenship; and second, the integration agenda, which seeks to bring minorities into the mainstream, strengthen the sense of mutual support and solidarity, and reinforce the bonds of a common community. The authors of these 15 chapters and 8 commentaries examine these questions from a range of perspectives, with a focus on ethnocultural minorities and indigenous peoples. Tightly focused on methodological aspects, both quantitative and qualitative, the volume features the work of authors from numerous countries, from differing disciplines, and approaches. A key addition in a corpus of literature which has until now been restricted to studying the childhood, adolescence and youth of the children of immigrants, the material includes analysis of longitudinal and transnational efforts to address challenges such as defining the population to be studied, and the difficulties of follow-up research that spans both time and geographic space. In addition to perceptive reviews of extant literature, chapters also detail work in surveying the children of immigrants in Europe, the USA, and elsewhere. Authors address key questions such as the complexities of surveying each generation in families where parents have migrated and left children in their country of origin, and the epistemological advances in methodology which now challenge assumptions based on the Westphalian nation-state paradigm. The aim of this collection of texts is to propose a number of specific measures member states can take to help adult migrants become acquainted with the language of the host country. The main focus is on organising language courses that meet migrants’ real communication needs. It is not enough for authorities simply to consider the technical aspects of such courses, they should also design and conduct them in accordance with the fundamental values of the Council of Europe. A number of issues concerning the linguistic integration of adult migrants are presented here, beginning with the notion of linguistic integration itself. Family reunion, the nature of citizenship and the function of language tests, among others, are dealt with from the point of view of language and language use. Readers are invited to reflect on the type of language competences that need to be acquired as well as an appropriate use of the Common European Framework of Reference for Languages. The collection also sets out approaches and instruments designed to assist in implementing effective policies.

This book offers a nuanced critique of these debates by questioning liberal multiculturalism’s preoccupation with culture and, just as important, its unintended consequences. Identity/Difference Politics switches the focus from culture to power. Issues of power are examined through accounts of meaning-making – those processes through which meanings of difference are produced, organized, and regulated. Other forms of identity/difference such as whiteness, ableism, gender, and heteronormativity establish the analytic and normative value of Dhamoon’s alternative theoretical framework, and reveal that an exclusive preoccupation with culture can dissolve into essentialism – which too often provides a rationale for state regulation of groups deemed to be too different. Using a methodology rooted in an Indigenous world view, Fiola interviews eighteen people with Métis ancestry, or an historic familial connection to the Red River Métis, who participate in Anishinaabe ceremonies, sharing stories about family history, self-identification, and their relationships with Aboriginal and Eurocanadian cultures and spiritualities.
