Book excerpt: The purpose of this contributed volume is to examine the links among research, policy, and change in education in Latin America in the context of the relationships between the economy, politics, and the state in the 1980s. The case analyses will discuss the challenges these societies face in education in their progression towards the twenty-first century. In its various sections, the book addresses the following questions: How did education respond during the 1980s to the major sociopolitical and economic changes that affected these countries? How did the changes in the 1980s affect the relationships between education, society, and the state, and what lessons can be learned from the interaction between research and policy that may help in understanding the developmental role of education in the 1990s? And is educational research and policy helping to improve the social condition of minorities in Latin America? This volume will be of interest to scholars and policymakers in Latin American studies, educational research, education policy, and educational planning.

Book excerpt: It was in a context of unprecedented economic growth that educational planning developed in the 1960s. At the time, educational planners were entrusted with orchestrating the tremendous expansion of schooling, with the aim of both universalizing education and providing national economies with the qualified manpower needed. Such rigid mandatory planning is not suited to today's world, but other forms of planning such as policy analysis, policy dialog, labor market analysis, and strategic management are still valid.

Book excerpt: Towards a System of Lifelong Education: Some Practical Considerations focuses on the need to create a sound system of lifelong education, taking into consideration the processes, conditions, and factors involved. The book starts by defining lifelong education; how learning is done throughout an individual’s lifetime; and the relationship of lifelong education with educational practices and services. These topics are followed by the discussion of ideologies of lifelong education; the implementation of educational policies; and the methodologies involved in education practices. The book discusses as well the legislation related to lifelong education. The role of government, institutions, and international cooperation in promoting lifelong education is then highlighted. The book ends by stressing the role of educational administration in the advancement of lifelong education. This topic covers the relationship of bureaucracy and education; the complexity of the process of administration; and the problems that arise. The alternative financing arrangement for lifelong education is also emphasized. This selection is valuable to those who are interested in conducting studies on lifelong education, particularly how it is planned, implemented, and assessed.

Book excerpt: This reissue examines the crucial question of how the education systems of Third World countries continue to be influenced by the former colonial powers, arguing that decisions and views made early in the twentieth century cannot always be so readily condemned from the standpoint of the 1980s. The study begins by placing the problem in its historical context and goes on to examine different regions of the Third World influenced by colonialism. It concludes with a contemporary global overview of current colonial dependency and provides a detailed and comprehensive bibliography on different facets of education and colonialism.

Available in PDF, EPUB and Kindle. Book excerpt: In the 1960s and 1970s, El Salvador's reigning military regime instituted a series of reforms that sought to modernize the country and undermine ideological radicalism, the most ambitious of which was an education initiative. It was multifaceted, but its most controversial component was the use of televisions in classrooms. Launched in 1968 and lasting until the eve of civil war in the late 1970s, the reform resulted in students receiving instruction through programs broadcast from the capital city of San Salvador. The Salvadoran teachers' union opposed the content and the method of the reform and launched two massive strikes. The military regime answered with repressive violence, further alienating educators and pushing many of them into guerrilla fronts. In this thoughtful collaborative study, the authors examine the processes by which education reform became entwined in debates over theories of modernization and the politics of anticommunism. Further analysis examines how the movement pushed the country into the type of brutal infighting that was taking place throughout the third world as the U.S. and U.S.S.R. struggled to impose their political philosophies on developing countries.

Book excerpt: This book discusses current market-based educational discourses and how they have undermined the notion of “the public” in public education by allowing private visions of education to define the public democratic imagination. Against this discouraging background, this text embraces Freire’s understanding of hope as an ontological need and calls for finding new public grounds for our public imagination. It further articulates Freire’s mandate to unveil historically concrete practices to sustain democratic educational visions, no matter how difficult this task may be, by (1) presenting an indepth description of the pedagogies and curriculums of eleven schools across historical and geographical locations that have worked or are still working with disenfranchised communities and that have publicly hoped for a better future for their students, and by (2) reflecting on how the stories of these schools offer us new opportunities to rethink our own pedagogical commitment to public visions of education. To promote this reflection, this book offers the notion of publicly imagined public education as a conceptual tool to help understand the historical and discursive specificity of schools’ hopes and to (re)claim public schools as legitimate sites of public imagination.
