Rather than tax their richer subjects directly, French kings preferred to sell them privileged public offices, which further payments allowed them to sell or bequeath at will. By the eighteenthcentury there were 70,000 venal offices, comprising the entire judiciary, most of the legal profession, officers in the army, and a wide range of other professions - from financiers handling the king's revenues down to auctioneers and even wigmakers. Though now yielding diminishing returns to theking, offices were more in demand than ever for the privileges and prestige, profit and power, that they conferred; and although it was widely accepted that selling public authority was undesirable, nobody imagined that those who had invested in offices could ever be bought out. The Revolutionbrought an unexpected opportunity to do so, but the legacy of venality has marked French institutions down to our day. William Doyle, one of the foremost historians of early modern Europe, has written the first comprehensive history of the last century of venality. He traces the evolution and dissolution of a system which was fundamental to the workings of state and society in France for over threecenturies.

The history of this prestigious court of law bears directly on the broader issue of the growth of "royal absolutism." Few historians have examined the resurgence of royal authority after the Fronde from the vantage point of traditional institutions, and no other scholarly work deals extensively with the activities of Parlement during this controversial period. This study reveals the methods, achievements, and limitations of absolutism associated with the Sun King. The book investigates the impact of royal policies on the way the judges acquired and transmitted their posts, the sources of their wealth, the social composition of their court, and their judicial and administrative authority. Parlement's political activities and its conflicts with the crown over issues of judicial, financial, and religious importance also receive thorough treatment.The author's extensive archival research indicates that many widely held assumptions about declining importance of Parlement after the civil war are unwarranted. Although Parlement's political activities gradually declined, this transformation was neither as complete nor as irreversible as historians have asserted. Parlement retained some voice in affairs of state, and most of the administrative machinery it could employ to oppose royal policy remained intact. Moreover, the crown failed to attack the sources of parlementaire wealth, and the judges freely enhanced their court's status as a social corporation.

What precisely were those difficulties? In this book, Professor Bosher shows that the monarchy was financed by a chaotic system of private enterprise which proved increasingly unmanageable and wasteful. Hundreds of profit-seeking accountants - 'capitalists', in the language of the time - stood in the way of reform and even of clear accounting until governments of the French Revolution eventually nationalized the financial system and changed it 'from capitalism into a bureaucracy'. From his close study of the administrative changes Professor Bosher concludes that the National Assembly planned to guard the public finances by bureaucratic organization. This is the first scholarly study of the political and economic relationship between Louis XIV and the parlements of France, the Parlement of Paris and all the provincial tribunals. The author explains how the king managed to impose strict political discipline for which this reign, and only this reign, is known. Hurt shows that the king built upon that discipline to extract large sums of money from the judges in the parlements, thus damaging their economic interests. When the king died in 1715, the regent, Philippe d’Orléans, after a brief attempt to befriend the parlements through compromise, resorted to the authoritarian methods of Louis XIV and perpetuated the Sun King’s political and economic legacy. This study calls into question current revisionist understanding of Louis XIV and insists that absolute government had a harsh reality at its core. Based upon extensive archival research, this remarkable book will be of interest to all students of the history of early modern France and the monarchies of Europe.

Book excerpt: This study of Cardinal Richelieu's career as chief minister to Louis XIII of France presents the original research of eight experts in the field. Linking their work is the belief that Richelieu's ministry was a significant moment in the history of early modern France. The authors reject the traditional picture of Richelieu as the single-handed creator of the French absolute state and the original exponent of Realpolitik. Instead they paint a collective portrait of a statesman politically astute but none the less devout. The Richelieu who emerges is in many respects a conservative figure, but one driven by a genuine desire to establish a more just and peaceful society (both in France and in Europe). The emphasis here, then, is more on Richelieu the Cardinal than on Richelieu the secular statesman. The tragedy and irony of his ministry, as the authors also show, was that to maintain himself in power, Richelieu had to behave more like a Renaissance prince than a Counter-Reformation prelate.
