Book excerpt: This publication describes "race-neutralprograms being implemented across the United States to work toward diversity in higher education without granting preferences based on race and ethnicity. Educational institutions will find that there are dozens of race-neutral options available and that the early results of these programs are promising. The publication does hot endorse any particular program but does aim to foster innovative thinking about using race-neutral means to produce diversity among educational institutions. Race-neutral programs can be divided into two categories. Most attention is focused on admissions plans, but a large category of race-neutral efforts encompasses those designed to develop the skills, resources, and abilities of students who might not otherwise apply to and succeed in college. Descriptions of these developmental approaches include descriptions ( 1 ) expansion of advanced placement courses; (2) partnerships between colleges and low-performing schools; (3) partnerships between the College Board and educational institutions; (4) expansion of online course offerings; (5) expansion of financial aid; (6) recruitment and outreach; (7) College Summit; and (8) federal efforts (GEAR UP, TRIO Programs, and the State Scholars Initiative. Admissions approaches are also described, including socioeconomic approaches, targeted class-rank approaches, and the state programs of Texas, Florida, and California.

Approaches that focus exclusively on the admissions process, without regard to student development both prior and subsequent to admission, can never provide more than partial remedies. The goal of the report is to provide a catalogue of both developmental and admissions-oriented race-neutral approaches, and it highlights some of the promising strategies. The purpose behind providing this catalogue is to set out as much information as possible for institutions that are considering what best suits their individual circumstances in light of their own goals.
