Book excerpt: This Selected Issues paper takes stock of poverty in the Democratic Republic of the Congo (DRC). Poverty has receded in the DRC over the last decade on the back of gradual stabilization in the security and political situation, strong economic growth, and sharp decline in inflationary pressures. Most social indicators also improved during the period. However, poverty remains pervasive with a level still among the highest in sub-Saharan Africa, and DRC will likely not achieve any of the Millennium Developments Goals by 2015. Policy actions should focus on fostering the development of labor-intensive sector, increasing social spending, and redirecting public resources to the poorest regions of the country.

Book excerpt: The development of an effective state, a reliable infrastructure, and a dynamic private sector has long been hampered by political economy obstacles in the Democratic Republic of Congo. Resilience of an African Giant identifies these obstacles, which prevent the country from realizing its economic potential as the second-largest country in Sub-Saharan Africa, and outlines how they can be—and in some cases have been—overcome. Four instruments that have been used to boost economic development in the past and that can contribute to more development in the future are explored in the book: coordination among those who control or influence policy, application of new technologies, leveraging of external anchors, and development of social accountability networks. This book pulls together an impressive body of research on the exemplary transition of a country from a state of conflict to a post-conflict situation, and from there toward becoming a country with legitimate institutions created by free, democratic, and transparent elections.… I therefore wholeheartedly recommend it to all who are interested in development, particularly to policy makers in my country, as well as its partners.

It encompasses mining and petroleum companies, both those carrying out commercial, large-scale extraction operations, and junior exploration and development companies. Book excerpt: This Poverty Reduction Strategy Paper on the Democratic Republic of Congo discusses economic policies and development. The macroeconomic and budget framework has been developed to take into account the effects of sectoral policies to maintain macroeconomic stability, a necessary condition for laying the foundation of economic growth and poverty reduction. It is based on the profile of public spending, the assessment of costs for achieving the Millennium Development Goals by 2020, and the sector-based economic growth theories taking into account the uncertainties of the international environment and the real potential of the Congolese economy. It is found that it allows for a realistic programming of public spending while highlighting the main budgetary choices proposed by the government.

Available in PDF, EPUB and Kindle. Book excerpt: The paper looks at the challenges of conducting monetary policy in a context of high dollarization of the banking system and weak institutions in the Democratic Republic of the Congo. The empirical analysis confirms the limited effectiveness of the Central Bank of Congo in controlling inflation, despite a rapid policy response to inflation shocks. Options available to enhance the effectiveness of monetary policy are limited. After exploring the pros and cons of different exchange regimes we conclude that strengthening the current monetary policy framework remains the first-best option, given the country’s exposure to frequent terms-of-trade shocks.

Available in PDF, EPUB and Kindle. Book excerpt: The Democratic Republic of Congo (DRC) has enormous economic potential thanks to its rich mineral deposits and vast tracts of arable land. Historically, these resources have been exploited by predatory leaders and a host of subregional actors. The time is now ripe for DRC to put years of war and economic underdevelopment behind it. The business community has an important part to play in promoting sustainable peace in the DRC. Business communities in Bukavu and Lubumbashi have managed to remain profitable in very trying years following the signing of the 1999 Lusaka peace accord by showing great resilience and versatility, primarily outside formal channels. Congolese businesses face serious obstacles, including poor infrastructure, high taxes, extortion, and market distortions. However, respondents expressed relatively little concern about insecurity and violence, suggesting that these costs have been internalized or that other obstacles impose much greater costs. DRC businesses neither want nor expect handouts. Respondents would prefer assistance in removing barriers to trade, improving infrastructure, and reducing corruption. Respondents are broadly optimistic about the future and their economic prospects, and have a strong sense of being stakeholders in shaping society. This bodes well for the future of the DRC, provided public policy can harness this energy and not impede it.

Progress in implementing the program has been affected negatively by the continuation of conflict. Fiscal policy aims at reducing government recourse to central bank financing. Structural reforms in revenue mobilization and public financial management (PFM) are critical for achieving the fiscal policy objectives. Pressing ahead with structural reforms is required for higher economic growth. Executive Directors suggest adoption of the Lending into Arrears Policy.

Part II examines those states and groups that worked to support the Kaliba regime; Part III examines the rebel groups working to overthrow Kabila and those intervening on their behalf. Also Crime committed during War and other Crises, including Rape and Routing this Book has the entire details on DRC. The macroeconomic environment in the Democratic Republic of the Congo (DRC) has improved markedly in recent years, yet the lives of most Congolese have not. According to the International Monetary Fund, from 2010-2015 real GDP growth averaged 7.3 percent, well above the Sub-Saharan African average of 4.6 percent. However, the difficult external environment and increased political uncertainty have depressed the near-term economic outlook. Economic growth is expected to fall from almost seven percent in 2015 to less than four percent in 2016-17. According to the 2015 Human Development Index, the DRC continues ranks among the poorest countries in the world (176 out of 187 countries ranked), with one of the highest rates of extreme poverty in the world. Child malnutrition is widespread, and most of the population lives in conditions of moderate to serious food insecurity

This book was released on 2017-12-13 with total page 128 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Democratic Republic of Congo has the third largest urban population in sub-Saharan Africa (estimated at 43% in 2016) after South Africa and Nigeria. It is expected to grow at a rate of 4.1% per year, which corresponds to an additional 1 million residents moving to cities every year. If this trend continues, the urban population could double in just 15 years. Thus, with a population of 12 million and a growth rate of 5.1% per year, Kinshasa is poised to become the most populous city in Africa by 2030. Such strong urban growth comes with two main challenges †“ the need to make cities livable and inclusive by meeting the high demand for social services, infrastructure, education, health, and other basic services; and the need to make cities more productive by addressing the lack of concentrated economic activity. The Urbanization Review of the Democratic Republic of Congo argues that the country is urbanizing at different rates and identifies five regions (East, South, Central, West and Congo Basin) that present specific challenges and opportunities. The Urbanization Review proposes policy options based on three sets of instruments, known as the three 'I's †“ Institutions, Infrastructures and Interventions †“ to help each region respond to its specific needs while reaping the benefits of economic agglomeration The Democratic Republic of the Congo is at a crossroads. The recent decline in commodity prices could constitute an opportunity for the country to diversify its economy and invest in the manufacturing sector. Now is an opportune time for Congolese decision-makers to invest in cities that can lead the country's structural transformation and facilitate greater integration with African and global markets. Such action would position the country well on the path to emergence.
