Book excerpt: "The Sultanate of Oman is known for its internal peace, tranquility and political harmony. The country has long been a success story of growth and development in the region. The past few decades of development have not only brought about developmental transformation but have also improved the governance, standards of living and prosperity of its population. However, the recent economic globalization and technological changes have posed a number of challenges for the depleting resources of the Sultanate of Oman. Policy makers are compelled to confront these challenges by adapting the traditional development paths and striving to diversify the economy in an attempt to wean the country from its dependence on natural resources. The earlier development trajectory of the country was based on state-led development models with an important role being envisaged for the public sector. However, the diversification strategies that have been adopted recently are based on the proactive role of the private sector. These include creating an enabling business environment, attracting direct foreign investment and increasing the investment on human capital. The development vision is largely focused on strengthening the tourism, logistics and infrastructure sectors to create job opportunities for the fast growing young and educated population. The development of human capital is also a key challenge which needs to be addressed to reduce knowledge and educational deficits; the country's labour market imbalances in terms of mismatch of skills needs to be corrected through the policies of Omanization of its national work force. The country is facing new set of regional peace and security challenges in changing regional political dynamics. This book contains original research contributions which largely address these issues and challenges in recent times. The researchers have traced the development and diversification paths in Oman's historical context including the investigation of trade patterns, energy and water consumption uses and the socio-economic impact of trade with the rest of the world. Key issues of Omani culture and identity, peace and security that are linked to the preservation of the Omani national heritage and language identity are also explored. The book has explored the developmental trajectories in recent decades with its limitations and has provided in detail the answers to the use of scarce resources such as oil, gas, water and energy resources, their consumption patterns, as well as the impact of climate change in these changing and uncertain economic times. The book has also addressed the Arabic language issue and the Omani and other dialects which are very important to the Omani identity. The book debates the factors that have contributed to the growth as well as threatened the very survival of Omani dialects. The book has further investigated the significant performance challenges to Omani SMEs. The challenges of development and diversification and the barriers to diversification efforts, the composition and direction of trade flows, peace and security and the trading patterns of Oman and its attendant complexities are also discussed. The book is an original narration of the developmental and transformational journey Oman has taken to maintain inclusive development, diversification and high standards of living in this unpredictable economic climate"--

Available in PDF, EPUB and Kindle. Book excerpt: This volume addresses the historical structures and current dynamics of Oman’s regionalization processes and their political, economic and social dimensions. It is based on an interdisciplinary and trans-regional dialogue between scholars from different social sciences and area studies such as political science, economics, management, economic and social geography, history, social anthropology and linguistics as well as Middle East/West Asian, gulf and African studies, and develops four major axes of research: - Oman’s integration into global and regional flows of goods, capital, people and ideas; - The multi-scaled political negotiation of such integration (or disintegration) processes; - Consequences of suchlike processes and forms of regionalization for (translocal) actors; - Ideas and strategic communication of regional belonging and the constitution of regions. Each chapter deals with one or more of these issues. Part I deals with concepts of regionalisation and region-building and presents different approaches that accentuate certain dimensions of these processes and come from different disciplinary backgrounds. Part II focuses on the translocal, transnational and (trans)regional movement of people, their practices and imaginations, be they contemporary labour in- and out-migrants, returnees from Eastern Africa or nomadic tribal members. Part III takes a closer look particularly at economic issues and regionalisation processes that are mainly based on multiple trade links, regional development policies or politics of regionalism. Part IV analyses political and socio-cultural issues in regional and global perspectives.

Available in PDF, EPUB and Kindle. Book excerpt: Until the 1970s Oman was an isolated, almost medieval kingdom, virtually unknown to the outside world. The 1970 palace coup that brought Sultan Qaboos b. Sa’id Al-Sa’id to power also brought Oman into the twentieth century. Development programmes made modernization a rapid process, and Oman’s location at the entrance to the Straits of Hormuz gave the country an increasing importance to US security interests in the Gulf region. Yet despite modernization, Oman remains an unknown land. This book, first published in 1987, dispels some of the mystery by focusing on the land, the people and the history. It explores the influences on events of trade, foreign involvement in Omani affairs, and Ibadism (the principal sect of Islam in Oman). It also emphasizes the role of the Sultan in contemporary Oman. The architect of Oman’s ‘new age’, Qaboos has overseen significant changes in the country’s political system and rapid economic growth financed by oil exports.

Book excerpt: Underpinned by Vision 2040, Oman aims to reduce its economic reliance on the hydrocarbon sector by diversifying its economy. Reforms are targeted to develop a well-diversified, private-led, sustainable, and inclusive economy where innovation and knowledge play a more prominent role. This requires the existence of a well-developed, inclusive, and stable financial sector that can navigate the country’s transformation and fund the new economy. As the economic transformation gains traction and entrepreneurship and innovation take center stage, Oman’s financial sector will face a more complex environment where it needs to develop innovative financial and risk management solutions to cater for the emerging and expanding financial needs of the different players in the economy. Against this background, this note provides an assessment of the development of Oman’s financial sector, identifies areas for potential improvement, and proposes policy actions to foster further financial development and inclusion.

Book excerpt: Sultan Haitham ascended to the throne in January 2020 and has committed to implementing strong fiscal and structural reforms to address longstanding vulnerabilities. In addition to persistent fiscal deficits arising from incomplete adjustment to lower oil prices since 2015, Oman faced twin shocks from the COVID-19 pandemic and a collapse in oil prices in 2020 that amplified fiscal and external vulnerabilities. The authorities moved rapidly to contain the spread of COVID-19 infections and provided broad-based policy measures to limit its impact on the economy. In addition, frontloaded fiscal consolidation has been implemented in the 2021 budget as part of the authorities’ Medium-Term Fiscal Plan (MTFP) which aims to eliminate the fiscal deficit over the medium term. Banks have high capital buffers and liquidity, but credit risk is a concern going forward. Structural reforms have been accelerated under Oman Vision 2040 to boost non-oil private sector growth and facilitate job creation.
