Cette thèse propose, à travers l'étude de l'importance de la défense économique dans les décisions publiques, d'analyser et de justifier par la combinaison de l'économie politique à la conception de l'Etat national de F. List, ce bloc d'interventionisme que constitue les prérogatives de l'Etat en matière de gestion des flux économiques pour le temps de crise. La première partie porte sur le rôle de l'Etat dans la vie économique et les interrelations entre les contraintes politiques de la puissance et les exigences économiques de la richesse ou du bien-être. La seconde partie présente les dépendances énergétiques françaises et démontre, à travers l'ambivalence du pétrole entre une logique économique et des enjeux stratégiques, la nécessité d'une défense économique active fondée sur la prévention et les stocks stratégiques, la nécessité d'une défense économique active fondée sur la prévention et les stocks stratégiques pétroliers, mais dépassant le simple cadre national.
