The oldest part of the work is the Yugoslav case study, which began as my doctoral dissertation. I received funding from the International Research and Exchanges Board (IREX), which allowed me to spend an all-too-brief but productive five months in z&greb in 1982. During this time, I was greatly aided by the advice and criticism of Professor Vladimir Stipetic of the University of Zagreb. Book excerpt: This book looks at agriculture and the environment, placed within the dynamic context of post-communist societal change and entry into the European Union (EU). Scrieciu explores developments in eleven Central and Eastern European (CEE) countries and argues for agriculture’s natural place in these societies. The history of these countries is significant in how it has shaped the institutions and influenced the outcomes. In many cases, during communism, agriculture was not considered a strategically. An ecological consciousness did not figure high on the agendas of authoritarian regimes. After 1990, some post-communist farm economies progressed slower than others, and environmental pressures mostly diminished with agricultural restructuring. In parts of CEE, increases in numbers of low-input small farms have resulted in some, though largely unintended, ecological benefits. A dual environmental challenge has nevertheless surfaced. On one hand, environmentally unsustainable practices have been attributed to some low-input farming. On the other hand, risks of farm over-intensification and resource overexploitation are on the rise. Also, environmental regulatory and institutional frameworks are not always effectively in place. EU membership is not creating the anticipated benefits for farm growth. There are a number of systemic structural barriers preventing many farmers from drawing on Common Agricultural Policy incentives and support. The presence of many vulnerable poor farms is clearly problematic, particularly economically. However, small-scale farms could be made more acceptable and profitable by ensuring EU policies acknowledge their value and by building institutions to support alternative farm growth strategies, aside from the traditional European model of individual corporate farm expansion. The voluntary uptake of grassroots rural cooperation and farm associations may represent such an alternative. Future European farm policy reforms need to reach the small and vulnerable, and better tackle issues of farm equity, poverty, and agricultural sustainability in the new Europe. This is a timely contribution as this type of "transition" has just begun. This book should be of use to students and researchers looking at agricultural and environmental economics, post-communist rural societal change, European integration and the Common Agricultural Policy.

In May 1996 the Department of Economics of the University of Crete organ ized an international conference on European Agriculture in the light of the recent WTO agreement and the need for sustainable develop ment. The conference was sponsored by the European Commission (DG XII, contract no ENV4-CT-96-6514), the Economic and Social Research Council (ESRC, contract no L320263049), the Hellenic Ministries for Agriculture and for the Environment, and the University of Crete. While summarizing the conclusions of the conference, sev eral speakers felt that the issues relating to the Southern EU would de serve separate coverage. The conference directors judged that cover age of the issues for a single Southern EU country might have an ad vantage, regarding detail, over a cross country analysis which would certainly be welcome at a later stage. Responding to this call, the University of Crete generously reallo cated all of its infra-structural costs covered by DG XII, ESRC, and the other sponsors above, in the form of a new grant to host a follow-up conference aiming to explore the issues for Greece.

Book excerpt: This edited volume evaluates recent EU quality policy, focusing on the structure, governance, technical specifications and performances – economic, environmental and social – of Food Quality Schemes (FQS) in the European Union and South East Asia. The intended benefits of FQS include generating a fair return for farmers and producers, and enabling consumers to make better‐informed purchasing choices through effective labeling. In addition, policy makers now consider FQS as a means of guaranteeing not only quality in food production, but also sustainability. Despite these potential benefits, the economic performance of the FQS (e.g. PDO, PGI, organic) has been variable. While some support significant value‐added production, with substantial benefits to producers, consumers and wider economies, many others have failed to become economically sustainable. In addition, the environmental and social performance of FQS remains largely unexamined, with the exception of the environmental performance of organic products. The editors examine these discrepancies and offer a nuanced evaluation of the effectiveness of such policies. Several unique features make this volume a key resource for those interested in FQS and in the sustainability of food products. The editors provide a concise description of the value chain, the governance and the technical specifications of 27 FQS in Europe and South East Asia. The editors also provide a sustainability assessment of each of these FQS, and support or question the view that FQS are moving from “quality” to “sustainability.” Finally, the volume serves as a repository of key data on these FQS.
