First, is the problem of the marginalization of indigenous Papuans, and the discriminatory impacts on them resulting from the economic development of, political conflicts in, and mass migrations to Papua since 1970. To respond to this problem, an affirmative policy of recognition must be developed to empower indigenous Papuans. The second issue is the failure of development, particularly in the fields of education, health, and people's economic empowerment. This requires a new paradigm of development, focused on improving public services for the welfare of indigenous Papuans in the villages. The third main problem is the contradictions that exist between Papuan and Jakartan constructions of political identity and history. This problem can only be settled through dialogue, along the lines of the dialogue that was conducted for Aceh. The fourth issue is accountability for past state violence toward Indonesian citizens in Papua. For this, a road to reconciliation must be cleared, on which courts of human rights and the disclosure of the truth are the means of choice for law and justice to be upheld in Papua, for the victims and their families in particular, and all Indonesian citizens of Papua in general. The above four issues and agendas can be woven together to form a mutually interrelated policy strategy for comprehensive long-term resolution of the Papuan conflict. The atmosphere of Reformasi, and the existence of the accommodative Law No. 21/2001 on Special Autonomy (UU Otsus), a responsive central government, as well as the very large size of Papua's budget, lead the LIPI team to have faith that the problems of Papua can be resolved with justice, peace and dignity.

Book excerpt: Papuan nationalism is young, evolving, and flexible. It has adapted to and reflected the political circumstances in which it has emerged. Its evolution as a political force is one of the crucial factors in any analysis of political and cultural change in Papua, and the development of relations between the Indonesian government and Papuan society. This study examines the development of Papuan nationalism from the Pacific War through the movement?s revival after the fall of President Suharto in 1998. The author argues that the first step in understanding Papuan nationalism is understanding Papuan history and historical consciousness. The history that so preoccupies Papuan nationalists is the history of the decolonization of the Netherlands Indies, the struggle between Indonesia and the Netherlands over the sovereignty of Papua, and Papua?s subsequent integration into Indonesia. Papuan nationalism is also about ethnicity. Many Papuan nationalists make strong distinctions between Papuans and other peoples, especially Indonesians. However, Papuan society itself is a mosaic of over three hundred small, local, and often isolated ethno-linguistic groups. Yet over the years a pan-Papuan identity has been forged from this mosaic of tribal groups. This study explores the nationalists? argument about history and the sources of their sense of common ethnicity. It also explores the possibility that the Special Autonomy Law of 2001, if implemented fully, might provide a framework in which Papuan national aspirations might be realized.This is the fourteenth publication in Policy Studies, a peer-reviewed East-West Center Washington series that presents scholarly analysis of key contemporary domestic and international political, economic, and strategic issues affecting Asia in a policy relevant manner.

Indonesian, Dutch, US, Soviet, Australian and British involvement is discussed, but particular emphasis is given to the central part played by the United Nations in the implementation of this agreement. As guarantor, the UN temporarily took over the territory's administration from the Dutch before transferring control to Indonesia in 1963. After five years of Indonesian rule, a UN team returned to West Papua to monitor and endorse a controversial act of self-determination that resulted in a unanimous vote by 1022 Papuan 'representatives' to reject independence. Despite this, the issue is still very much alive today as a crisis-hit Indonesia faces continued armed rebellion and growing calls for freedom in West Papua.

Since the surrender of the territory of Papua to Indonesia in 1962, a low-intensity military conflict has been building. Most Papuans believed that their right to self-determination was sacrificed on the altar of geopolitics. Later, when East Timor seceded peacefully from Indonesia, Papuans expected the same right. When this did not happen, the conflict intensified. In this pivotal work, Bilveer Singh examines the history of the Papuan struggle, and approaches to conflict resolution through the framework of its geopolitical implications. Asserting that the Papuans were treated unjustly by Indonesia and the international community, it is not surprising that many have come down squarely on the side of Papuan independence as a way out of the imbroglio. While to some extent the Papuan's case cannot be denied, definite political and strategic realities should not be ignored. Unfortunately for the Papuans, their territory has immense geopolitical, geostrategic, and economic significance - not only for Indonesia, but also for others such as the United States, China, Australia, and a number of European countries. Papua is wealthy, under-populated and backward in terms of human resource development. Its future as a distinct entity is in real danger as the Papuans are becoming the minority in their own homeland. Due to the asymmetry of power, the Papuans' struggle has not made a breakthrough that would force Indonesia to rethink the future of the territory in any fundamental way. In order to unravel the dynamics involving Papuan separatism, this study describes the Papuan political landscape. The Papuan case lends support to the current conception of elite theory, which considers the influence of actors and dynamics beyond power elites in the decision-making process. The failure of the policy implementation as a conflict reduction strategy in the Papuan case can be attributed to the dynamics of elite configurations during the negotiation and early implementation stages. Chairullah presents two significant new findings for research on Papuan Special Autonomy. Firstly, that secret negotiations were held between Papuan and national elites during Abdurrahman Wahid’s presidency, and these were crucial in reducing separatist sentiment in Papua. Secondly, that the United States, through Freeport McMoRan, strongly influenced the Special Autonomy negotiation process. The actions of national elites in Jakarta led to widespread disappointment about the policy at all levels in Papua and the subsequent escalation of separatist sentiment based on Papuan ethnic identity. However, concerns are raised over the fact that the Minister responsible for human rights issues is also the Minister of State for Trade, roles which are often contradictory. The decision to subsume human rights work into the more general category of sustainable development is also criticised, since it would suggest that human rights issues are not being given sufficient strategic priority within UK foreign policy.
