Book excerpt: The study builds on lessons from Tanzania's development experience of the past four decades, with emphasis on the period following the 1996 Country Economic Memorandum, which focused on the challenge of reforms, in particular the impact of reforms on growth, incomes, and welfare in the country. The study assesses Tanzania's current development status against the country's ambition, since independence, to rid the nation of three archenemies: poverty, ignorance, and disease. Structural transformation has been extremely limited, with agriculture still dominating the economy, a non-diversified economy that hampers flexibility to withstand shock occurrences. Nonetheless, the country intensified macroeconomic policy reforms, significantly stabilizing the economy, with falling inflation levels, climbing foreign exchange reserves, and an overall fiscal balance. But the main factors identified behind the slow development progress, are primarily inadequate capital accumulation, and productivity growth; poor support for the transformation of agriculture; disrupted progress in building human capital; and, delayed demographic transition. However, the steady progress in reorienting its economy to a market-based operation, is creating space for exploiting the large potential of private sector initiative. It is emphasized that growth will only be sustainable, if firmly rooted in exploiting the domestic resource base, international competitiveness, and an aggressive pursuit of new export opportunities. -- Publisher description.

Book excerpt: Poverty and destitution continue to be pervasive in development. Recent surveys have revealed that in Tanzania, over fifty percent of the population still live in poverty and about one-tenth of the households are severely undernourished. In response to the world-wide growing concerns about poverty and since sustainable poverty reduction continues to be one of Tanzania's major development goals, a long term research programme in Tanzania is proposed. A workshop, as a first step, was held in 1994, intended to establish consensus over the selected theme and sub-themes and to discuss and establish a broad-based but focused research agenda. The seven papers from the workshop form this book.

Book excerpt: Since 1995, Tanzania has made major progress in economic reform and macroeconomic stabilization, resulting in strong growth and low inflation. This paper reviews Tanzania's growth performance and prospects and assesses the impact of growth on poverty. It finds that growth has been increasingly driven by higher factor productivity and that a continuation of recent policies should allow Tanzania to grow above 5 percent a year over the medium term. Furthermore, it finds that growth since 1995 has resulted in a significant decline of poverty and that prospects are favorable for Tanzania to attain its objectives for reducing income poverty by 2015.

Available in PDF, EPUB and Kindle. Book excerpt: Far reaching macro-economic and structural reforms combined with increases in government spending have been the primary drivers of Tanzania's growth acceleration. As growth in government spending slows, the locomotive for growth will need to shift to increased demand for exports and domestically produced goods, requiring Tanzania to strengthen substantially its international competitiveness, accelerate structural change, and safeguard the environment while maintaining macroeconomic stability. For Tanzania's poor to be able to participate and benefit from important growth, a greater focus on rural development, improved governance of the management of Tanzania's natural resources, and better targeting of social services to the poor is suggested. Successful design and implementation of a shared growth strategy will also require a strengthening of policy management and coordination in Tanzania to ensure that scarce human and financial resources are effectively deployed.

Available in PDF, EPUB and Kindle. Book excerpt: This book, the third in the Africa: Policies for Prosperity series, is concerned with the challenges of securing economic prosperity in Tanzania over the coming decades. Building on widespread economic reforms in the early 1990s, Tanzania has recorded steady economic growth over the last two decades, despite the downturn in global economic fortunes since 2008. The process of reform is continuous, however, and the challenge facing the current generation of policymakers is how to harness these favourable gains in macroeconomic stability and turn them into a coherent strategy for labour-intensive, inclusive growth over the coming decades. The next twenty years offer huge opportunity but also huge challenges to Tanzania. The pace of economic transformation and integration into the regional and global economy is picking up; society is becoming much more urban and with population growth remaining high, the need for high-quality employment, especially amongst the young, has never been so pressing. At the same time, the discovery of large natural gas reserves and a programme of heavy investment in transport and communications infrastructure creates the opportunity for Tanzania not just to exploit its natural locational advantage, but to finance the investment in this transformation. This volume brings leading international and national scholars into the policy arena to examine these challenges and to lay out, in a rigorous but accessible manner, economic policy options facing policymakers in Tanzania.

They encouraged the authorities to fight corruption, enhance governance, and stressed the need to maintain fiscal consolidation and accelerate structural reforms. They agreed that Tanzania has successfully completed the sixth review under the PRGF Arrangement, and granted waiver.

He understands Tanzanian poverty in the context of dominant social relations of inequality and not in terms of poverty lines. Lugalla's main argument is that adjustment policies are intensifying these relations in Tanzania rather than reducing or eliminating them. He concludes that adjustment policies are not able to solve but create and even intensify poverty in Tanzania.

Available in PDF, EPUB and Kindle. Book excerpt: This Volume XIV analyses the New Growth and Poverty Alleviation Strategies for Africa. Institutional issues and perspectives in designing new growth and poverty alleviation strategies are considered in various case studies (Cote d'Ivoire, Nigeria, Botswana and Tanzania). Other studies deal with institutional problems of resource-rich countries after conflict (Sudan), and with the institutions to enhance environmental protection parallel with economic growth and poverty reduction (Niger). Further studies deal with institutions to bridge the gap between formal and informal entrepreneurial sectors in Kenya and Tanzania. Local issues and perspectives for designing new growth and poverty alleviation strategies are considered in case studies on rural-urban development gaps in Tanzania, and on microfinance as an instrument for new growth and poverty alleviation strategies (Tanzania and Eritrea). A study on small farmers in Ghana provides information on the role they can play in value chains. Two studies on Nigeria highlight the local and the sub-regional health and poverty alleviation programmes and the relation to growth. Book Reviews and Book Notes on the theme are part of the volume. This Volume builds the foundation for a comprehensive strategy of policy reforms in Africa so as to integrate new growth and poverty alleviation strategies. Complementary to Volume XIV is Volume XIII on New Growth and Poverty Alleviation Strategies for Africa - International and Regional Perspectives. Both Volumes are of importance for all those who work in African countries as officials, executives, managers, researchers, and policy-makers, but also for all those who actively support Africa's development concerns at the international, regional, country, local and project levels. They will experience this Volume XIV and also the complementary Volume XIII as indispensable sources of insight, reference and inspiration.
