Book excerpt: Many migrations are temporary -- a fact that has often been ignored in the economic literature on migration. Such omission may be serious in that expected migration temporariness can impart a distinct dynamic element to immigrants' economic behavior, generating possible consequences for non-migrants in both home and host countries. In this paper we provide a thorough examination of the various aspects of temporary migrations that matter for the analysis of economic phenomena. We demonstrate the extent of temporary migrations in population movements. We show how temporariness can affect the various economic choices and how better data have improved both the measurement of nonpermanent migrations and the analyses of various aspects of migrant behavior. We propose a general theoretical framework for modeling temporary migration decisions, based on which we outline the various motives for temporariness while simultaneously reviewing related literature and available data sources. We discuss the possible consequences of migration temporariness for non-migrants in both home and host countries

Part I, Theoretical Models, contains first "A Microeconomic Zlmm.r-mann VI Model of Migration" by Siegfried Berninghaus and Hans-GUnther Seifert-Vogt. Book excerpt: In discussions of how population growth affects the growth of per captia income, studies are often cited which show that the two variables are uncorrelated cross-sectionally. Sometimes it is then inferred that the Malthusian scenario, according to which rapid population growth reduces economic welfare, is mistaken. This paper reviews the simple cross-sectional correlations between population growth and per capita income growth appearing in earlier studies, and uses both old and new data sets to obtain soem more correlations. It is concluded that for periods during the last forty years, the correlations among low-income countries tend to be zero, while those among high-income countries and among all countries combined tend to be negative. The limitations of simple correlation for inferring causal linkages between population growth and per capita income growth are also discussed.

Book excerpt: This thesis uses individual level data to analyse the potential impacts of temporary migration in Eastern Europe. The empirical analysis looks at: (i) the patterns of selection into migration and return, (ii) the labour market returns to return migration and (iii) the impact of a change in natives' attitudes on the intended duration of stay abroad. The analysis commences by presenting cross-country evidence on the labour market outcomes of recent return migrants in Eastern Europe (Chapter 2). It addresses both the income premia received by returnees and their occupational choices upon return. The rest of the thesis goes into more details by analysing the wage earning ability and the selection of Romanian migrants and returnees (Chapters 3 and 4). The results suggest that the selection and sorting of migrants by skills is driven by different returns in countries of destination. These findings are consistent with a model of rational choice in migration decisions. They imply that for a source country like Romania relatively high rates of temporary migration might have positive longrun effects on average skills (schooling) and wages. These effects crucially depend on the magnitude and selection of return migration flows. The last part of the thesis (Chapter 5) addresses therefore one widespread consequence ofrecent East-West migration in the aftermath of economic recession: the anti-immigrant backlash sweeping across major destination countries in Europe. A widely documented crime in Italy provides a quasi-experimental setting to identify the impact of natives' attitudes on the return plans of Romanian migrants. Our results suggest a significant effect of anti-immigrant attitudes on the intended duration of stay in the host country. The impact is more pronounced for low-skilled migrants. This in turn has important consequences for how migration affects the long run convergence between sending and destination countries.

Using a national migration survey (ENEFNEU), three determinants of the propensity for individual temporary migration from Mexico to United States are examined: individual characteristics, structural characteristics of the region of origin, and historical migration patterns. The levels and changes in patterns of temporary migration during the 1974-78 period are investigated, including consideration of the development of new source regions in Mexico. Previously developed migration networks are found to play a key role in explaining more current patterns of temporary migration.

This paper examines one proposed government intervention to increase cereal production: the application of a one-time basal dressing using phosphates fertilizers. This intervention may provide a means of raising production to keep pace with increasing cereal demand; it may also augment soil fertility in the short run. This evaluation presents a preliminary economic analysis and suggests areas for further work towards a phosphate basal dressing scheme. In order to simplify the analysis, the scheme is only considered for millet production in the Niamey Department. Sections II and III examine the technical issues of a phosphate basal dressing scheme, and derive the assumptions concerning the effects of such a scheme which are made for the base case analysis. Section IV presents the economic evaluation; and Section V draws conclusions and recommendations from the analysis.
