However, the growth of Chinese civil society does not necessarily present an adversarial or confrontational relationship between state and society, but rather it is a cooperative relationship based on common interests and mutual benefits between industrial associations and local governments. The findings of this research confirm that, in contrast to the conventional civil society model in Western and Eastern Europe, where civic organizations are independent of the state, challenging the state hegemony, Chinese civic organizations, however, still lack autonomy and even remain closely linked to the state, but they are growing and expanding their public space and important role in public affairs through active participation. This non-western path for civil society development is a precise reflection of reality that is profoundly shaped and constrained by Chinese institutional, sociological, and cultural context. Through close investigation into the industrial, organizational, and social governance of industrial associations in Wenzhou and in-depth analysis of their challenges and developments within the institutional context, this book provides fresh empirical evidence and insightful analysis of how industrial associations have actively participated in local industrial governance and conduct of public affairs, gained greater space for their development, and become indispensable partners of local government in social governance.

This book develops three theoretical themes of assemblage, functionality, and power as enrolment. These themes challenge approaches that treat financial power as emanating from a single location or force. Whilst existing approaches tend to treat TFAs as irrelevant or as merely transmitting power originating elsewhere, this book argues that power must be created by painstakingly assembling actors, networks, and objects that are often quite autonomous and working at cross purposes to one another--a process in which TFAs play a central role. The book explores these themes in chapters examining the roles of TFAs in interacting with public authorities, constructing global financial markets, and creating financial communities. The authors additionally analyse the roles of TFAs in the European Union, in the Global South, and in promoting goals other than profitability, including Islamic finance, microfinancing, savings banks and cooperatives. It identifies the ways in which decentralization can promote rural development. And it names the goals which decentralization will probably not help achieve.

Brazil, Russia, India, and China-also called BRICs-have become important creditors to developing countries. However, how will their loans affect economic development and democracy in recipient countries? We need to understand why governments accept Chinese over Western loan offers before we can predict their likely consequences. In Raise the Debt, Jonas B. Bunte systematically explains how governments choose among competing loan offers. Using statistical analyses and extensive interview data, he shows that the strings attached to loans vary across creditors. Consequently, one domestic interest group may benefit from Chinese credit but not U.S. loans, while the opposite is the case for other groups. Bunte provides evidence that governments cater to whichever domestic interest group is politically dominant when deciding between competing loan offers. Combining a comparative politics approach with international political economy methods, Raise the Debt shows how a deeper understanding of governments' borrowing decisions is critical for gaining insights into how these loans could impact growth and democracy on a global scale.
