Policy makers have tried to develop greater support for the European Union by such steps as creating pan-European political institutions. Yet significant opposition remains to policies such as the creation of a single currency. What explains continued support for the European Union as well as opposition among some to the loss of national control on some questions? Has the incremental process of integration and the development of institutions and symbols of a united Europe transformed public attitudes towards the European Union? In this book, Matthew Gabel probes the attitudes of the citizens of Europe toward the European Union. He argues that differences in attitudes toward integration are grounded in the different perceptions of how economic integration will affect individuals' economic welfare and how perceptions of economic welfare effect political attitudes. Basing his argument on Easton's idea that where affective support for institutions is low, citizens will base their support for institutions on their utilitarian appraisal of how well the institutions work for them, Gabel contends that in the European Union, citizens' appraisal of the impact of the Union on their individual welfare is crucial because their affective support is quite low. This book will be of interest to scholars studying European integration as well as scholars interested in the impact of public opinion on economic policymaking. In this book, part of the Integrating National Economies series, Stephen Haggard examines the position of the developing countries in the international trade regime. Focusing on the nations of East and Southeast Asia and Latin American, Haggard explores the cause of economic liberalization policies in the developing nations. He argues that various international constraints, such as economic shocks and political pressures from the economically advanced nations, pushed developing countries to open up to internatioal competition and to pursue economic relations with advanced industrial states. Haggard addresses such central questions as: Will developing countries benefit from the deep integration agenda? Will they instead join closed regional blocs that fragment the international economy? Book excerpt: Today's China is governed by a new economic model that marks a radical break from the Mao and Deng eras; it departs fundamentally from both the East Asian developmental state and its own Communist past. It has not, however, adopted a liberal economic model. China has retained elements of statist control even though it has liberalized foreign direct investment more than any other developing country in recent years. This mode of global economic integration reveals much about China’s state capacity and development strategy, which is based on retaining government control over critical sectors while meeting commitments made to the World Trade Organization. In China's Regulatory State, Roselyn Hsueh demonstrates that China only appears to be a more liberal state; even as it introduces competition and devolves economic decisionmaking, the state has selectively imposed new regulations at the sectoral level, asserting and even tightening control over industry and market development, to achieve state goals. By investigating in depth how China implemented its economic policies between 1978 and 2010, Hsueh gives the most complete picture yet of China's regulatory state, particularly as it has shaped the telecommunications and textiles industries. Hsueh contends that a logic of strategic value explains how the state, with its different levels of authority and maze of bureaucracies, interacts with new economic stakeholders to enhance its control in certain economic sectors while relinquishing control in others. Sectoral characteristics determine policy specifics although the organization of institutions and boom-bust cycles influence how the state reformulates old rules and creates new ones to maximize benefits and minimize costs after an initial phase of liberalization. This pathbreaking analysis of state goals, government-business relations, and methods of governance across industries in China also considers Japan’s, South Korea’s, and Taiwan’s manifestly different approaches to globalization.

Book excerpt: This book analyses the discourses of economic liberalization reform in six Western European countries – Germany, France, the United Kingdom, the Netherlands, Switzerland and Austria. It provides systematic empirical evidence that policy-related discourses are much more than noise; rather, they are detailed expressions of institutional complementarities and political struggles. The author posits that the more open a discourse, the broader the range of perceived interests, which, in turn, increases the intensity of conflicts. Similarly, the more public discourse centres on coordination, the more intense actors need to engage with opposite interests, which most probably intensifies political disputes as well. Moreover, Wueest argues that the formation of a consensus within the political mainstream has left a vacuum for outsider parties such as Syriza in Greece and Podemos in Spain to feed on the contentiousness of economic liberalization policies.
