It says the UK is 'exceptionally fortunate' to have substantial shale gas and oil resources and that exploration and appraisal is urgently needed to establish their economic potential. However the exploratory drilling with hydraulic fracturing ("fracking") needed for shale gas development has hardly begun. Since the lifting of a moratorium on hydraulic fracturing in 2012, the Environment Agency has not received or approved a single application for the permits necessary for exploratory drilling. This report calls for a simplified and clear regulatory regime to encourage development of shale and reassure communities that risks of harm to the environment or human health are low. The Committee expresses concern that complex regulation may be causing unnecessary delays. The benefits cannot be quantified however until exploratory drilling and appraisal establishes the UK's economically recoverable reserves of shale gas and paves the way for development. The Committee also welcomes the community benefit schemes announced by the industry for localities where fracking takes place. The positive contribution of shale gas development would also help achieve the UK's commitments on climate change. The carbon footprint of shale gas extraction and use is estimated to be around half that of coal and lower than that of liquefied natural gas (LNG). Although some concerns such as earth tremors have been much exaggerated, legitimate concerns raised by opponents of fracking about possible harm to the environment and health should be taken seriously. The Committee concludes, however, that with appropriate regulation, the risks are low.

Both the UK and Welsh Governments must consider environmental risks, including the traffic and noise caused by commercial shale gas operations as well as the visual impact and other environmental risks associated with fracking. The issue of treatment, transportation and disposal of wastewater is a growing concern: toxic and radioactive water must not be allowed to contaminate water courses. The Government forecasts that nearly 70% of the UK's gas supply will be imported by 2025. It is vital that the UK identifies new sources of gas if it is to safeguard the UK's security of supply. Shale gas production across the UK is currently at the exploratory stage and there is no good data yet on the amount of shale gas in Wales. Should considerable reserves of shale gas be present-as industry representatives predict-it could be a decade before a viable shale gas industry is created in Wales. The UK Government and the Welsh Government should work with commercial companies and others to provide a reliable range of estimates of shale gas available in Wales and assess the overall impact of shale gas supply on the level and mix of energy produced in Wales and the UK. The Welsh Government should also begin to consider how the employment opportunities presented by shale gas production could be maximised

Book excerpt: This report examines the impact shale gas drilling in the UK could have on water supplies, energy security and greenhouse gas emissions. The inquiry found no evidence that the hydraulic fracturing process involved in shale gas extraction - known as 'fracking' - poses a direct risk to underground water aquifers provided the drilling well is constructed properly. The MPs, nevertheless, urge the Department of Energy and Climate Change (DECC) to monitor drilling activity extremely closely in its early stages in order to assess its impact on air and water quality. Shale gas extraction could reduce the UK's dependence on imported gas, but it is unlikely to have a dramatic effect on domestic gas prices. The UK's onshore and, particularly, offshore shale gas resources could be substantial and the development of the offshore shale gas industry in the UK should be encouraged. Greenhouse gas emissions from gas are lower than from coal, but are still much higher than many low-carbon technologies. The presence of methane in shale gas, a greenhouse gas far more potent than carbon dioxide, has raised concerns. However, methane would only be released through leaks from the well or pipelines and the MPs are confident that this can be easily minimised through regulation and enforcement. Shale gas could reduce carbon dioxide emissions globally by encouraging a switch from coal to gas for electricity generation, but it will not be sufficient to meet long term emissions reductions targets and avoid the worst effects of global climate disruption.

Virtually nonexistent a decade ago, the development of shale resources has boomed in the United States, producing about 3.5 million barrels of tight oil per day and about 9.5 trillion cubic feet (Tcf ) of shale gas per year. Those amounts equal about 30 percent of U.S. production of liquid fuels (which include crude oil, biofuels, and natural gas liquids) and 40 percent of U.S. production of natural gas. Shale development has also affected the federal budget, chiefly by increasing tax revenues. The production of tight oil and shale gas will continue to grow over the next 10 years"by about 30 percent and about 60 percent, respectively, according to a recent projection by the Energy Information Administration (EIA). Another EIA estimate shows that the amount of tight oil and shale gas in the United States that could be extracted with todays technology would satisfy domestic oil consumption at current rates for approximately 8 years and domestic gas consumption for 25.

Federal subsidies, a favourable regulatory regime, low population density, and mineral rights for landowners, allowed the shale gas industry to flourish in the US. However shale drilling in the UK faces a very different set of factors. The extent of recoverable resources in the UK is also unknown and it remains unclear what impact what impact shale gas will have on gas prices, internationally and domestically. It would, thereforem be wrong for the Government to base policy decision at this stage on the assumption that gas prices will fall in the future. Rising global demand for gas, particularly from Asia, could limit any potential price reductions. If developed on a substantial sale shale gas could also challenge the ability of the UK to meet its statutory climate change targets. The government needs to make developing commercial scale carbon, capture and storage a priority as this will be critical in determining what role gas can play in the UK's future energy mix
