Book excerpt: This book identifies ways in which the U.S. trade and aid policy can most help the Caribbean Basin. A number of impediments to future development in the Caribbean, including the small size of the countries and companies in the region, limited infrastructure development and trade policies that feature government reliance on tariff revenue are reviewed. Furthermore, a number of policies are identified and discussed in this book that could help speed development by increasing the scale of markets for Caribbean countries. To address problems faced by small economies and enterprises, this book examines the ways in which the U.S. could increase regionally focused assistance, such as through the creation of educational programs designed to facilitate understanding of export opportunities and trade benefits, as well as through programs to improve understanding and compliance with international regulations regarding port security and food safety. Infrastructure improvements, along with skilled and educated work force, have been identified as the crucial factors for investors in the Caribbean, particularly in higher wage sectors. This book suggests that, to address limitations in port infrastructure, the U.S. could improve co-ordination on shipping and security issues with Caribbean countries to increase shipping reliability and to reduce time to market. The U.S. could also support training programs to increase the number of skilled workers in the region.

Available in PDF, EPUB and Kindle. Book excerpt: Although science has unlocked the secrets of the human genome, the causes of social and economic development remain stubbornly enigmatic. Why do some countries adopt new technologies more readily than others? Why does income inequality persist in some regions--even in the face of rapid economic growth? Why do some societies welcome the challenges of globalization while others attempt to turn back the tide? Honoring the Past, Building the Future examines these and many related questions through the experience of Latin America and the Caribbean. In an accessible, journalistic style, author Ricardo Ávila explores a tumultuous half-century in which the region went from backwater to breadbasket, from dictatorship to democracy, and from economic basket case to emerging power.

It is done in the context of political and economic difficulties that these countries have faced since the 2007-2008 economic crash and how successful they have been in moving their economies in a different direction. The contributors use very distinct levels of analysis in order to provide a nuanced view of diversification efforts in Trinidad and Tobago, Jamaica, Cuba, the French Antilles, and the Dutch Antilles. The book will appeal to academic researchers, practitioners, policy makers, and everyone who is interested in the politics and development of the Caribbean region.

Book excerpt: First published in 1996, this insightful and informative text examines the post-emancipation and recent economic history of the Commonwealth Caribbean. Jay R. Mandle offers an explanation of the region’s continuing underdevelopment. Through the use of an analytical framework derived from the works of Marx and Kuznets, the book focuses attention on technological change as the driving force behind economic modernization. Persistent Underdevelopment begins by exploring how plantation agriculture had a limiting effect on industrial growth. Ultimately, plantation dominance receded; technological stagnation continued, however, and, under British colonial policy the Caribbean failed to modernise. The post-World War II era brought new efforts at modernisation through the economic policies of the left regimes of Manley, Burnham and Bishop. The concluding chapters point the way to policies that would enable the Caribbean to escape its current poverty and become an effective participant in world markets, finally achieving the goal of modern economic development.

Available in PDF, EPUB and Kindle. Book excerpt: A Brookings Institution Press and Economic Commission for Latin America and the Caribbean (ECLAC) publication In the last ten to fifteen years, the Latin American and Caribbean region has undergone the most significant transformation of economic policy since World War II. Through a series of structural reforms, an increasing number of countries have moved from closed, state-dominated economies to ones that are more market oriented and open to the rest of the world. Policymakers expected that these changes, in conjunction with lower rates of inflation and increased spending in the social area, would speed up economic growth, increase productivity, and lead to the creation of more jobs and greater equality. Have those expectations been fulfilled? Analyzing the impact of the reforms in nine countries (Argentina, Bolivia, Brazil, Chile, Colombia, Costa Rica, Jamaica, Mexico, Peru), this study provides a detailed picture of progress to date. At the overall regional level, the book suggests, the reforms have had a surprisingly small impact: a small positive impact on investment and growth, and a small negative impact on employment and income distribution. But at the country, sectoral, and microeconomic levels, it finds evidence of strong effects, with some units doing very well and others falling behind.

Available in PDF, EPUB and Kindle. Book excerpt: The Caribbean is made up of a complex, enigmatic region, characterised by great disparities in size, population, geography, history, language, religion, race and politics. This is a region in which harmony and discord work in tandem, trying to link economic logic with political logic. This book is a useful tool not only for those specialists and students of regionalism but for all those putting their hands to the task of nation-building and those interested in the development processes of small states and economies. At the same time, this book is a comprehensive historical record especially highlighting hindrances to development in this region. This study raises two important issues: the ’political imperative of convergence’ and the need for ’appropriate correcting mechanisms’ that align the needs of the local with the regional. It is a volume that underlines the need for a change in strategy and makes proposals as to how to go about making those changes.
