Book excerpt: Over the past decade, the global economy has been on a dynamic path that is clearly unsustainable, with ever-increasing current account deficits in the United States, financed by surpluses in emerging market economies. In its latest report, the authoritative CEPS Macroeconomic Policy Group explores the link between the U.S. deficits and the global savings-investment equilibrium. They find that the U.S. deficit is likely to be even larger than officially reported and that policymakers do not seem willing to undertake the necessary policy adjustments to reduce it. Nevertheless, a reduction in the global supply of savings may force an increase in global interest rates and thus a slowdown in U.S. domestic demand--thus initiating a gradual reduction in deficits. The authors argue that a key responsibility of U.S. policymakers is to allow this process to happen, thereby avoiding the risk of a disruptive adjustment later.

Available in PDF, EPUB and Kindle. Book excerpt: “The crisis has deeply impacted virtually every economy in the world, and although growth has returned, much progress in the fight against poverty has been lost. More difficult international conditions in the years to come will mean that developing countries will have to place even more emphasis on improving domestic economic conditions to achieve the kind of growth that can durably eradicate poverty. —Justin Yifu Lin, Chief Economist and Senior Vice President The World Bank 'Global Economic Prospects 2010: Crisis, Finance, and Growth' explores both the short- and medium-term impacts of the financial crisis on developing countries. Although global growth has resumed, the recovery is fragile, and unless business and consumer demand strengthen, the world economy could slow down again. Even if, as appears likely, a double-dip recession is avoided, the recovery is expected to be slow. High unemployment and widespread restructuring will continue to characterize the global economy for the next several years. Already, the crisis has provoked large-scale human suffering. Some 64 million more people around the world are expected to be living on less than a $1.25 per day by the end of 2010, and between 30,000 and 50,000 more infants may have died of malnutrition in 2009 in Sub-Saharan Africa, than would have been the case if the crisis had not occurred. Over the medium term, economic growth is expected to recover. But increased risk aversion, a necessary and desirable tightening of financial regulations in high-income countries, and measures to reduce the exposure of developing economies to external shocks are likely to make finance scarcer and more costly than it was during the boom period. As a result, just as the ample liquidity of the early 2000s prompted an investment boom and an acceleration in developing-country potential output, higher costs will likely yield a slowing in developing-country potential growth rates of between 0.2 and 0.7 percentage points, and as much as an 8 percent decline in potential output over the medium term. In the longer term, however, developing countries can more than offset the implications of more expensive international finance by reducing the cost of capital channeled through their domestic financial markets. Chapter 1 focuses on macroeconomic developments, highlighting the factors driving the economic recovery and summarising the upside and downside risks to the economic outlook. Chapter 2 explores the positive contribution of macroeconomic policies to the euro-area's economic recovery and the need for an adjustment in the macroeconomic-policy setting in view of the improved outlook. Chapter 3 discusses the importance of well-functioning product, labour and capital markets for a dynamic and smooth functioning EMU and their contribution to dealing with unwarranted cross-country growth and inflation differences. Chapter 4 describes the emergence of the euro as a global currency, the euro-area's developing role in international financial institutions and fora and the challenges posed to the world economy by unsustainable current-account imbalances. Communication from the Commission to the Council, the European Parliament, the European Economic and Social Committee, the Committee of the Regions and the European Central Bank. COM(2006)392 final. The first Annual Statement on the Euro Area calls for a prudent macroeconomic policy mix delivering price stability and reduced fiscal imbalances in view of the more positive economic outlook for the euro area, coupled with structural reforms to improve the functioning of product, labour and capital markets and measures to deepen the Internal Market. On external issues, the need for the euro area to project a strong voice on the world economic stage is emphasised in view of the growing importance of the euro as a global currency and the challenges posed by, inter alia, global imbalances.

Available in PDF, EPUB and Kindle. Book excerpt: How have Malta and Cyprus - both EU members – transitioned from colonial island states to independent democracies? With the assistance of primary documentation this book traces the difficult path of these two states to becoming independent liberal democracies by using the pathway of democratization through decolonization. Using socio-economic and political data, analysed through the microscope of political science and international relations theories, Isabelle Calleja Ragonesi charts the progress of the two islands in the context of a number of four distinct phases. Firstly decolonization, independence and achieving the status of procedural democracies; secondly post-colonial independence consolidating democracy and regime breakdown; thirdly sovereign nation-state status and second attempts at consolidating democracy and finally attempting to reach substantive democracy status and EU membership. The study of these two states is contextualized within the context of democratization in Southern Europe and the cases of Malta and Cyprus provide new insights on the region for scholars of political science and international institutions.
