Book excerpt: A large scale project was carried out in brazil between 1975 and 1981 to develop vehicle operating cost and pavement deterioration models for the economic evaluation of alternative highway investment strategies. the project was funded by the brazilian government and the united nations development program (undp), with the world bank as the executing agency. data collected and analyzed in the study were incorporated into the highway design and maintenance standards model (hdm-iii), a program which is intended to meet the needs of highway authorities, particularly in developing countries, for evaluating policies, standards and programs of road construction and maintenance. phase 1 of the present rtac study involved four major objectives: 1) to review the results of the brazil study and other subsequent work in the areas of vehicle operating cost, road deterioration and highway investment analysis, 2) to assess canadian government and industry needs in these areas, 3) to determine the applicability of the brazilian research to canadian needs, and 4) to formulate the terms of reference to modify existing models or develop new models that will be suitable for canadian needs and conditions. results of the study indicate that the hdm-iii model has the potential to be a useful network road policy analysis tool, but that a good deal of work will be required to adapt and calibrate the model to accurately reflect canadian conditions. in particular, further research is recommended in two major areas: 1) the relationship between road deterioration and vehicle operating costs, and 2) the development and calibration of a common road roughness scale for canada.

Book excerpt: This paper analyses the impacts of the implementation of a transportation infrastructure project over the regional and national economic growth and its contribution to the decrease of the regional disparities in Brazil, as far as accessibility is concerned. This paper takes, as an illustrative case, the impact of the partial duplication of the highway BR-116, which is the main route between the Northeast region and the Center-South of the country. The methodological framework consists in the integration of a transportation model with the MIBRA model, an interregional applied equilibrium model of the Brazilian economy. The transportation model measures the change in the interregional distance and the accessibility to transport investment, while the MIBRA model estimates the spatial economic effects of the projects on the variables described above. The benchmark year is 1999. The model was constructed for six Brazilian regions, North, Northeast, Southeast, Center-West, South and São Paulo, and has details for twenty nine industries. In the simulation, the BR-116 highway has being duplicated by a total of 1,724 km. Overall the results show an increase in Brazilian GDP. In the short run, the change of the main economics indicators (GDP, demand of families and employment) is positive to almost all of the regions, with the Northeast region, the poorest one, being the more beneficiated, considering the GDP change. However, in the long run, in spite of positive changes in the GDP, the negative change in the employment level in the Northeast region persists. Despite the employment result, it is possible to verify that the duplication of BR-116 is capable of generate a propitious trade flow to the poorest regions of the country and to contribute to an increase in the production level, mainly in the Northeast region. As far as accessibility is concerned, it is possible not only to have access to cheaper inputs, but also to expand the production of more competitive products either to the domestic or to the external market.

Book excerpt: The aim of this paper is to provide feedback on the question of socioeconomic benefits from rural road development and the impact of transport infrastructure on the poor, particularly the poorest and the bottom 20 percent of the population. This paper relies on impact evaluation methodologies, which are traditionally used in social sectors but less so in the transport sector. The study, including first surveys, was launched in 2003 under the Tocantins Sustainable Regional Development Project. The paper highlights the context that led to the project's design, which included an impact evaluation of the works envisaged under the project. The paper also highlights some of the main challenges faced by this impact evaluation and how these challenges were addressed for the present study. It then provides details about the data collected during the surveys and the key relevant characteristics of the population targeted by the surveys. It discusses the possible estimation methods envisioned to undertake the study and provides the main results of the assessment based on these methods. The analysis shows that improved rural roads changed people's transport modal choice. People used more public buses and individual motorized vehicles after the rural road improvements. The paper also finds that the project increased school attendance, particularly for girls. Although the evidence is relatively weak in statistical terms, it indicates that the project contributed to increasing agricultural jobs and household income in certain regions.
