One is the widespread concern with the quality of the natural environment-the quality of air, water, land, and wilderness areas-which has expressed itself in the passage and implementation in recent years of a variety of environmental laws and regulations. A second debate concerns the adequacy of energy resources to meet the requirements of a growing economy. The requirement that industries must abate environmental pollution leads to increased costs of production and, in turn, to higher prices, falling output in those industries, and reduced employment and income in the region where such industries are located. There may be, at the same time, growth in indus tries that supply pollution abatement equipment and services in those or other regions. Over time, the health and economic benefits of higher envi ronmental quality express themselves in changing patterns of consumption.

Book excerpt: Although there has been substantial progress in our understanding of institutions in development generally, less emphasis has been placed on the relevance of institutions to environment, particularly in developing countries like Nigeria. No wonder, most public policies have failed to promote sustainable development due to weak and inefficient institutional framework. Strong and efficient institutional framework will not only promote economic development but also ensure institutionally and environmentally sustainable development. Against this background, therefore, this paper is aimed at providing, not only a model of interaction between economic growth and environment but developing, an analytical framework that links institutions with environment. Relevant institutional and environmental factors are also identified and discussed. The policy implications of the model include the following. First, it is observed that when a country is faced with an initial low level of environmental quality due to poverty, the optimal strategy for promoting economic growth would be environmentally unsustainable. Second, the framework for analyzing interaction between institutions and environment stresses the fact that institutions cannot be isolated but are erected on a local setting influenced by formal and informal rules and regulations, social, economic, political and legal factors. The paper concludes that environmental sustainability can be achieved with a clear and well-defined institutional framework.

In Part III three types of time irreversibility are developed, and these concepts are used to show how time has been treated in the natural sciences, also typifying various schools of economic thought. Part IV is concerned with the economic modelling of these concepts. It extends and adapts neo-Austrian capital theory to provide a basis for the modelling of long-run economy-environment interactions. A heuristic simulation model is described, and its simulation results discussed. Part V draws some lessons from the earlier discussion and analysis. It also stresses the role and the importance of interdisciplinary work for the understanding of relationships between economic activity and the natural environment.

Book excerpt: This book sheds new light on the relationship between economy and the environment by approaching the issue from evolutionary and institutional economics. Building a framework of theory and empirical analysis, it provides an in-depth perspective on how economic growth and environmental policy interact and historically evolve. Orthodox environmental economics usually understands environmental issues under the rules of market economy, while environmental sciences subordinate economy to physical constraints of the environment. Instead of these hierarchical visions, this book recognizes economy and the environment as co-evolving systems. The theoretical framework is elaborated based on the régulation and post-Keynesian theories combined. An idea of three-dimensional factors—capital, labor, and the environment—leads to conceptual and mathematical models, which will be applicable to wider analyses. Using this framework, Japanese history is analyzed as a typical example of environmental policy development. Historical transformations of environmental policies and growth regimes are explained using indices and econometric analysis. Experiences of strict regulations with positive economic impacts are also identified. These works lead to some interesting implications, which include mechanisms, the possibility, and conditions of "green growth''. This book proposes a new approach by bridging the gap between evolutionary–institutional economics and environmental economics, which should be stimulating to them both and possibly open the door for a new research avenue.

Book excerpt: ZhongXiang Zhang (East-West Center, Honolulu) uses a global model based on marginal abatement cost curves for 12 world regions to estimate the contributions of the three flexibility mechanisms under the Kyoto Protocol, i. e. emissions trading, joint implementation, and the clean development mechanism. He shows how the reduction in compliance costs of industrialized regions depends on the extent to which the flexibility mechanisms will be available. Not surprisingly, the fewer the restrictions on the use of flexibility mechanisms will be, the greater the gains from their use. These gains are unevenly distributed, however, with industrialized regions that have the highest autarkic marginal abatement costs tending to benefit the most. Restrictions on the use of flexibility mechanisms not only reduce the potential of the industrialized regions' efficiency gains, but are also not beneficial to developing countries since they restrict the total financial flows to developing countries under the clean development mechanism. Christoph Bohringer (ZEW, Mannheim), Glenn W. Harrison (University of South Carolina, Columbia), and Thomas F. Rutherford (University of Colorado, Boulder) evaluate the welfare implications of alternative ways in which the EU could distribute its aggregate emission reduction commitment under the Kyoto Protocol across member states. Using a large-scale CGE model, they compare a uniform proportional cutback in emissions and the actual EU burden sharing agreement with an equitable allocation scheme derived from an endogenous burden sharing calculation. The latter equalizes the relative welfare cost across member states.

This collection of papers was originally prepared for an international symposium titled Economic Modelling of Sustainable Development: Between Theory and Practice, which was hosted by the Vrije Universiteit in Amsterdam, on December 20th 1996. The main motivation for this symposium was that the usefulness of the concept of sustainable development for theoretical and applied modelling is still being debated; growth theorists, resource economists, ecological economists, policy makers and many others are trying to deal with the concept in various, and sometimes conflicting, ways. The aim of the symposium was to bring together different theoretical and implementational perspectives on modelling for sustainable development. We hope that this volume will inform a wide audience about the perspectives and progress in this important area of research, as well as stimulate further research, notably on applied modelling and practical methods for the analysis of sustainable development at various (spatial) scales. Although life expectancy and survival rates in the United States have improved dramatically over the past century, Americans live shorter lives and experience more injuries and illnesses than people in other high-income countries. The U.S. health disadvantage cannot be attributed solely to the adverse health status of racial or ethnic minorities or poor people: even highly advantaged Americans are in worse health than their counterparts in other, "peer" countries. In light of the new and growing evidence about the U.S. health disadvantage, the National Institutes of Health asked the National Research Council (NRC) and the Institute of Medicine (IOM) to convene a panel of experts to study the issue. The Panel on Understanding Cross-National Health Differences Among High-Income Countries examined whether the U.S. health disadvantage exists across the life span, considered potential explanations, and assessed the larger implications of the findings. U.S. Health in International Perspective presents detailed evidence on the issue, explores the possible explanations for the shorter and less healthy lives of Americans than those of people in comparable countries, and recommends actions by both government and nongovernment agencies and organizations to address the U.S. health disadvantage.

Economists, environmentalists, and development theorists have so far been unable to agree on the most successful prescriptions to address problems. To understand, contrast and compare alternative understandings of economic, environmental and development issues, we need to be aware why theorists conceptualise the process of social experience so differently.
