Book excerpt: While sharing some characteristics with other middle-income countries, South Africa is a country with a unique economic history and distinctive economic features. It is a regional economic powerhouse that plays a significant role, not only in southern Africa and in the continent, but also as a member of BRICS. However, there has been a lack of structural transformation and weak economic growth, and South Africa faces the profound triple challenges of poverty, inequality, and unemployment. Any meaningful debate about economic policies to address these challenges needs to be informed by a deep understanding of historical developments, robust empirical evidence, and rigorous analysis of South Africa's complex economic landscape. This volume seeks to provide a wide-ranging set of original, detailed, and state-of-the-art analytical perspectives that contribute to scientific knowledge as well as to well-informed and productive discourse on the South African economy. While concentrating on the more recent economic issues facing South Africa, the handbook also provides historical and political context. It offers an in-depth examination of strategic issues in the country's key economic sectors, and brings together diverse analytical perspectives.

Book excerpt: Examines the need and prospects for a UBI As jobs disappear and wages flat-line, paid work is an increasingly fragile and unattainable basis for dignified life. This predicament, deepened by the COVID-19 pandemic, is sparking urgent debates about alternatives such as a universal basic income (UBI). Highly topical and distinctive in its approach, In the Balance: The Case for a Universal Basic Income in South Africa and Beyond is the most rounded and up-to-date examination yet of the need and prospects for a UBI in a global South setting such as South Africa. Hein Marais casts the debate about a UBI in the wider context of the dispossessing pressures of capitalism and the onrushing turmoil of global warming, pandemics and social upheaval. Marais surveys the meaning, history and appeal of a UBI before even-handedly weighing the case for and against such an intervention. The book explores the vexing questions a UBI raises about the relationship of paid work to social rights, about prevailing notions of entitlement and dependency, and the role of the state in contemporary capitalism. Along with cost estimates for different versions of a basic income in South Africa, it discusses financing options and lays out the social, economic and political implications. This incisive new book advances both our theoretical and practical understanding of the prospects for a UBI.

Book excerpt: This 2004 Article IV Consultation highlights that economic growth in South Africa slowed in 2003 to 1.9 percent, from 3.6 percent in 2002, despite strong domestic demand. Fuelled by low interest rates, a more expansionary fiscal stance, and the wealth effects from strong commodity and property price increases, domestic expenditures rose strongly in 2003. Developments in 2004 point to a rebound in growth. Real GDP grew by 3.9 percent in the second quarter and a range of indicators, such as retail sales and consumer and business confidence measures, point to an acceleration in activity.

Available in PDF, EPUB and Kindle. Book excerpt: In 2011 the World Bank—with funding from the Bill and Melinda Gates Foundation—launched the Global Findex database, the world's most comprehensive data set on how adults save, borrow, make payments, and manage risk. Drawing on survey data collected in collaboration with Gallup, Inc., the Global Findex database covers more than 140 economies around the world. The initial survey round was followed by a second one in 2014 and by a third in 2017. Compiled using nationally representative surveys of more than 150,000 adults age 15 and above in over 140 economies, The Global Findex Database 2017: Measuring Financial Inclusion and the Fintech Revolution includes updated indicators on access to and use of formal and informal financial services. It has additional data on the use of financial technology (or fintech), including the use of mobile phones and the Internet to conduct financial transactions. The data reveal opportunities to expand access to financial services among people who do not have an account—the unbanked—as well as to promote greater use of digital financial services among those who do have an account. The Global Findex database has become a mainstay of global efforts to promote financial inclusion. In addition to being widely cited by scholars and development practitioners, Global Findex data are used to track progress toward the World Bank goal of Universal Financial Access by 2020 and the United Nations Sustainable Development Goals. The database, the full text of the report, and the underlying country-level data for all figures—along with the questionnaire, the survey methodology, and other relevant materials—are available at www.worldbank.org/globalfindex.

Available in PDF, EPUB and Kindle. Book excerpt: The term BRICS (Brazil, Russia, India, China and South Africa) is gaining global attention both in scholarly and popular discourse. BRICS countries are crucial in terms of their vast areas, huge population and have massive economic potential. These countries are also categorized as developing countries and are aspiring to be considered as developed countries. There is commonality among these countries in that they have similar issues and problems, which may require common solutions. Science, Technology and Innovation in BRICS Countries examines whether more emphasis on Science Technology and Innovation (STI) capability building could be the solution to these countries’ economic upgradation and poverty reduction. This book is a collection of various Science Technology and Innovation (STI) issues of BRICS economics, and will be of interest to general readers, scholars working in this field, as well as policy makers all over the globe. The contributions come from various scholars across the globe who have published their BRICS economics research in a special issue of the African Journal of Science, Technology, Innovation and Development.

Book excerpt: Africa is confronted with the triple burden of malnutrition; it is also faced with the triple challenges of poverty, inequality and unemployment. In many African countries, large proportions of the population rely on agriculture not only for their food - but also for their livelihoods. A transformed agricultural and food system is thus a necessary condition for addressing this double-triple challenge. Additionally, post harvest and food waste and losses reduce the availability of sufficient quantities of safe, edible and preferable foods. At least one third of food produced at farm level is lost due to inappropriate storage, infrastructure and agro-processing technologies in developing countries; and one third of food purchased is wasted at household and retail level.

Available in PDF, EPUB and Kindle. Book excerpt: In 1994 South Africa saw the end of apartheid. The new era of political freedom was seen as the foundation for economic prosperity and inclusion. The last two decades have seen mixed results. Economic growth has been volatile. While inequalities in public services have been reduced, income inequality has increased, and poverty has remained stagnant. As the twentieth anniversary of the transition to democracy approaches in 2014, the economic policy debates in South Africa are in full flow. They combine a stocktake of the various programs of the last two decades with a forward looking discussion of strategy in the face of an ever open but volatile global economy. Underlying the discourse are basic and often unresolved differences on an appropriate strategy for an economy like South Africa, with a strong natural resource base but with deeply entrenched inherited inequalities, especially across race. This volume contributes to the policy and analytical debate by pulling together perspectives on a range of issues: micro, macro, sectoral, country wide and global, from leading economists working on South Africa. Other than the requirement that it be analytical and not polemical, the contributors were given freedom to put forward their particular perspective on their topic. The economists invited are from within South Africa and from outside; from academia and the policy world; from international and national level economic policy agencies. The contributors include recognized world leaders in South African economic analysis, as well as the very best of the younger crop of economists who are working on the study of South Africa, the next generation of leaders in thought and policy.
