Available in PDF, EPUB and Kindle. Book excerpt: This book analyzes the common set of obstacles to the development and integration of government Information and Communication Technology (ICT) projects and effective e-government initiatives in developing countries. It draws on the expertise and experience of more developed states in the Pacific, notably Australia and New Zealand, both highly rated in global rankings for e-government and active in a variety of e-government development projects across the region. There has been a general failure to identify priorities and align projects with local needs in ICT/e-government projects. Small Island Developing States (or SIDS) present a unique problem in terms of e-government. Not only do they suffer from a common set of barriers to ICT development such as their remoteness, geographical dispersion, moist tropical climates, largely rural populations, and lack of ICT capacity and infrastructure, but are also dependent on external agencies for investment, and must negotiate with powerful donors who have conflicting agendas. E-government is widely regarded as 'transformational', increasing efficiency, productivity, accountability, economic growth, and citizen involvement. But while the governments of SIDS are committed to harnessing ICTs for effective government and economic development, they face major challenges in establishing successful e-government initiatives, due to the problems outlined above, coupled with a lack of HR capacities and appropriate strategies and policies. Drawing on the experience of the states mentioned above, as well as regional quasi-governmental bodies, nongovernmental organizations (NGOs), aid agencies, and the private sector, the book will be of interest to researchers and students in the fields of e-government, public administration, political science, communication, information science, and social media.

Book excerpt: Pacific Island countries are undergoing fundamental political and economic changes due to the process of globalisation. Many of them are struggling to come to grips with the global economic challenges of participating in a world of freer trade. Their smallness, distance from the major markets and vulnerability to natural disasters presents special challenges. Globalisation, however, also provides a window of opportunity for some of them to improve their economic growth performance through increasing exports, investment and technological advancement and labour mobility. This book deals with a number of important issues relevant for improving the economic growth performances of the Pacific Island countries. Good governance, developing appropriate and quality institutions to promote investment and exports are major challenges for most of them. In addition, the volume also provides case studies discussing the role of foreign aid, remittances and labour mobility, role of the agricultural sector, role of the informal sector, management of public finances, and the state of the public sector reform.

Book excerpt: New policies are needed if the Pacific is to realise its potential as a peaceful, prosperous region, where the Pacific's citizens enjoy good standards of health and education, long lives and many opportunities; where Pacific economic growth is constantly improving, driven by environmentally sustainable service industries; where coups, civil conflict and the dangers of failed states have been relegated to the past; where the Pacific is integrated into the wider region, and is an influential voice in world affairs. Argues that Pacific countries including Australia, need to embrace regional integration to realise this vision. The book sets out a comprehensive plan for realising a Pacific regional community dedicated to promoting sustainable development, security, human rights, the rule of law and democracy.

Book excerpt: "French and Australian collaborative research in the humanities and the social sciences in the South Pacific has grown and intensified significantly over the past two decades, beginning with the international symposium Changing Identities in the Pacific at the Dawn of the Twenty-First Century held at the Australian Embassy in Paris in 1997 ... In April 2006, another French-government sponsored international symposium, AGORA (Ateliers Gouvernance et Recherche Appliquée) was held at IRD (Institut de Recherche pour le Développement), Noumea, New Caledonia, major themes being governance and economic development, again bringing together Francophone and Anglophone scholars from France and the Pacific region. This was followed in October 2009 by two conjoint Francophone/Anglophone conferences, held at the IRD Centre in Noumea, Stability, Security and Development in Oceania, preceded by AGORA-2, an international conference on Anglophone research in the humanities and the social sciences in the Francophone Pacific, sponsored by the French Government and the Government of New Caledonia. The first of these conferences was sponsored by the French Fonds Pacifique and the State, Society and Governance Program at The Australian National University. An edited selection of presentations from this symposium constitutes the present volume."--Preface.

Book excerpt: This volume brings together business, government and academic representatives from the United States, Pacific and Asian nations to address issues of regional economic cooperation in the Pacific Basin. The contributors focus particularly on cooperation in five areas: development, commodities, technology, human resources, and issues and directions. Their papers explore both the broad questions of cooperation in regional economic development and more practical concerns such as appropriate technology, political constraints, and foreign aid. Invaluable supplemental reading for courses in economic development and comparative economics, Pacific Cooperation and Development provides important new insights into the dynamics of economic development in an increasingly critical global market.

Available in PDF, EPUB and Kindle. Book excerpt: Small Island Developing States are often depicted as being among the most vulnerable of all places to the effects of climate change, and they are a cause celebre of many involved in climate science, politics and the media. Yet while small island developing states are much talked about, the production of both scientific knowledge and policies to protect the rights of these nations and their people has been remarkably slow. This book is the first to apply a critical approach to climate change science and policy processes in the South Pacific region. It shows how groups within politically and scientifically powerful countries appropriate the issue of island vulnerability in ways that do not do justice to the lives of island people. It argues that the ways in which islands and their inhabitants are represented in climate science and politics seldom leads to meaningful responses to assist them to adapt to climate change. Throughout, the authors focus on the hitherto largely ignored social impacts of climate change, and demonstrate that adaptation and mitigation policies cannot be effective without understanding the social systems and values of island societies.

Since then it has received 12 loans for 11 projects, totaling $78.1 million, and 49 technical assistance programs and projects totaling $18.8 million. The publication tells the story of how a country strategy was formulated to help government and civil society respond to the development challenges of a Pacific island's fragile state. By consistently focusing on identifying and building on the ownership and effective demand for change through consultative and participatory processes, the strategy reveals how the operations of a fragile state can be strengthened.
