Book excerpt: The potential benefits of the ITS/CVO technologies to states and motor carriers are identified and discussed. A methodology is developed to accurately quantify all benefits and costs relating to the implementation of electronic credentialing, electronic screening and electronic border crossing in the corridor states. The research analyzed current data collected from states on credentialing, permitting and enforcement activities. In addition, current data were collected concerning the international port at Laredo, Texas. The research used these data to determine the potential costs and benefits associated with the technologies. Benefit-cost ratios were developed for motor carriers, state agencies, each technology and the corridor. While some of the individual analysis had benefit-cost ratios less than one, the overall implication for the corridor was that benefits exceed costs for all of the technologies.
