Book excerpt: To guide economy-wide modeling efforts to identify specific public investments under Tanzania’s second Agricultural Sector Development Programme (ASDP II), this report provides an analysis of the performance of the rural economy of mainland Tanzania over the period 2008 through 2015, with a focus on the agriculture sector. More broadly, we seek to assess the nature and extent of any structural transformation in the rural economy by understanding trends in various components of it. The insights gained will then be used in the economy-wide modeling work to propose portfolios of public investments to foster both agricultural development in the short term—in alignment with the ASDP-II—and, in the longer-term, a sectoral transformation of the rural economy in which far fewer households rely solely on agriculture for their livelihoods.

Available in PDF, EPUB and Kindle. Book excerpt: Recent studies on rural Africa increasingly reveal a pattern of development which is more complex than that proposed in earlier unilinear theories. The researchers have recently located intricate systems of patronage, local networks of cooperation, indigenous social safety nets but also alarming rates of differentiation. This study extends the analysis of local complexity to the labour sphere, showing how rural producers tend to diversify into multiple sources of income resulting in innovative straddling between them. The diversification which is a necessity for the poorest households provides the means for risk aversion and accumulation for the wealthier ones. Diversification and Accumulation in Rural Tanzania is a thought-provoking and theoretically challenging work showing how cultural issues penetrate economic practices and modify the outcome of any economic interventions.

Available in PDF, EPUB and Kindle. Book excerpt: Ponte (Centre for Developmental Research, Denmark) analyzes farmers' livelihood strategies during the upheavals of economic policy reforms in Tanzania. He argues that much of the debate on deregulation and market liberalization has been on a macro-level bases and has been based on aggregate data of dubious value, thus missing the realities of the farmer on the ground. He relates continent-wide information to the specificities of agricultural change, exploring agricultural change from colonial rule to the current day. Agricultural input and credit distributions systems at the district level are investigated and the implementation of liberalization policies are explored at the regional and district levels. Finally, the impact of liberalization on livelihood diversification, poverty, and inequality are portrayed. Annotation copyrighted by Book News, Inc., Portland, OR

Arguing that rural differentiation is systematically reinforced by the socialist state, the authors offer a critique of government intervention and discuss alternative, more effective forms of policy.

Book excerpt: This study analyzes two related aspects: households' participation in off-farm employment as a livelihood strategy and the effects of participation in off-farm employment on households' adoption of labor intensive soil conserving technologies. Several factors are significant but spatial econometric analysis reveals that model parameters vary substantially across space. In addition, households supplying labor off-farm are generally associated with reduced adoption of terraces, hedgerows and cut-offs. The negative impact of supplying labor off-farm can be moderately cushioned when households also hire labor to work on the construction or maintenance of soil conserving structures. However, it is shown that hired labor is not a perfect substitute for households' own labor and does not fully off-set the effect of a household's off-farm labor supply.

Available in PDF, EPUB and Kindle. Book excerpt: Tanzania's Pilot Rural Investment Climate Assessment (RICA) measures the economic environment of non-farm entrepreneurs. The pilot assessment has three key objectives: it aims to better understand the rural non-farm economy in Tanzania, shed light on rural enterprise dynamics and business constraints, and reflect on areas where government policies are readily directed to help promote rural non-farm enterprise activity. The RICA is based on an analysis of a unique survey data set collected by the National Bureau o f Statistics (NBS) during January and March 2005, covering enterprises, households, and communities in all seven geographical zones of the country. Some of the main findings of the study are: 1) Rural non farm enterprises matter; 2) Tanzanian rural non farm enterprises differ from their urban counterparts; 3) Rural trade dominates; 4) Labor productivity is low; 5) Registration is associated with higher labor productivity; 6) The rate of new firm creation appears to be lower than in other African countries; 7) A minority of enterprises propels employment growth; and 8) Due to relatively rapid agricultural growth in recent years, demand exists for more rural non-farm economic activity. However, entrepreneurs are now constrained mainly from the supply-side in their response to this increased demand.
