Methods for selecting pavement rehabilitation, recycling and maintenance alternatives are presented together with a method for determining thickness requirements for overlay on airport pavement facilities. Guidelines are presented to allow the engineer to select an appropriate discount rate, analysis period and salvage values for use in the life cycle cost calculations. Prices and costs of pavement rehabilitation and recycling maintenance techniques are given and are suggested for use if costs of these operations are not available from historical records. Cost updating procedures are also defined. Two example problems are included in the manual to illustrate the techniques of present worth life cycle costing. (Author).

Book excerpt: The objective of this study is to quantify energy and environmental sustainability of asphalt and concrete runway pavements using Life-Cycle Assessment (LCA). The design alternatives include runway rehabilitation/reconstruction designs considered in the constructability study at the John F. Kennedy (JFK) airport and new runway pavement designs conducted using the Federal Aviation Administration (FAA) pavement design methodology. Life-cycle inventory data were compiled from literature and field surveys to contractors. The data variations in the material-related energy and emission rates were considered for sensitivity analysis. The impact assessment focused on the cumulative energy demand (CED) and greenhouse gas (GHG) emission in the material, construction, and maintenance phases of pavement life-cycle. Both direct energy consumption and GHG emission and their corresponding upstream components related to process fuels were considered in the impact assessment. The results indicate that the expected pavement service life and maintenance treatments significantly affect the comparison between hot-mix asphalt (HMA) and Portland cement concrete (PCC) pavements. The consideration of energy and emissions associated with the production of process fuels and electricity in the upstream process cannot be neglected in the LCA. Although there are no general conclusions on pavement type selection, the comparison of energy consumption and GHG emission due to upstream, construction and maintenance stages brings awareness to the airport engineer on the differences between HMA and PCC pavements. The project-level analysis should be conducted for selecting the sustainable design alternatives in the airport planning process.

PAVER is a field-tested, validated pavement maintenance management for airports, cities, counties, and military installations which is designed to optimize the funds allocated for pavement maintenance and rehabilitation (M & R). This report discusses the development of the Micro PAVER program and its capabilities in the areas of pavement network inventory, project prioritization, inspection scheduling, determining present and future network condition, determining maintenance and rehabilitation needs, budget planning, and economic analysis. The Micro PAVER technology is based on the Pavement Condition Index (PCI) survey and rating procedure developed at USA-CERL. The PCI, which is a numerical index from 0 to 100, is a measure of the pavement's structural integrity and operational condition and is computed as a function of distress type, severity, and quantity. The PCI provides an objective and consistent measure of pavement condition. Micro PAVER provides data and procedures for practical decisionmaking to identify cost-effective maintenance and rehabilitation needs for roads, streets, parking lots, and airfield pavements. The Micro PAVER system shows the effects on the pavement network of performing no major rehabilitation, allows the determination of life cycle costs for various M & R alternatives, and provides a rational and objective basis for evaluating pavement condition and determining M & R needs and priorities.
