As Accordino explains, at the federal level, the Iron Triangle comprised of the Pentagon, defense contractors, and a conservative Congress maintained defense spending at Cold War levels, encouraging contractors to stay focused on defense. When some procurement cutbacks and base closures occurred, growth interests recruited lower-wage branch plants, sports, and entertainment facilities, rather than supporting the hard work of defense conversion that creates higher-paying jobs. Nevertheless, some defense contractors and community interests did embrace conversion, showing remarkable potential. The Cold War began as a competition between capitalist and communist governments to expand their social contracts as they raced to deliver their people a better life. But the economic shocks of the 1970s made promises of better living untenable on both sides of the Iron Curtain. Energy and financial markets placed immense pressure on governments to discipline their social contracts. Rather than make promises, political leaders were forced to break them. In a sweeping narrative, The Triumph of Broken Promises tells the story of how the pressure to break promises spurred the end of the Cold War. In the West, neoliberalism provided Western leaders like Ronald Reagan and Margaret Thatcher with the political and ideological tools to shut down industries, impose austerity, and favor the interests of capital over labor. But in Eastern Europe, revolutionaries like Lech Walesa in Poland resisted any attempt at imposing market discipline. Mikhail Gorbachev tried in vain to reform the Soviet system, but the necessary changes ultimately presented too great a challenge. Faced with imposing economic discipline antithetical to communist ideals, Soviet-style governments found their legitimacy irreparably damaged. But in the West, politicians could promote austerity as an antidote to the excesses of ideological opponents, setting the stage for the rise of the neoliberal global economy.

The events of that period were both positive and negative for economic stability, but our concern was weighted towards the negative side. Dur charge and sponsorship was scholarly, and the papers from the learned contributors to the symposium and this resulting volume used the many tools of economic analysis to try to understand the ongoing developments. In the intervening period, while this volume was being prepared and edited, we did not cnange our viewpoints in any fundamental way, and we can take satisfaction in the way our symposium either relates to the unfolding sequence of events in a substantive sense or provides a framework in which to study these events.

This paper finds that the easing of (1) international tensions, (2) regional tensions, and (3) the existence of IMF-supported programs are related to lower military spending and a higher share of nonmilitary spending in total government outlays. These factors account for up to 66 percent, 26 percent, and 11 percent of the decline in military spending, respectively. Furthermore, fiscal adjustment has implied a larger cut in military spending of countries with IMF-supported programs.
