But, when facing an illiberal and totalitarian regime, how closely did Italian economists collaborate with government in shaping its economic and political institutions, or work independently? This edited book completes a gap in the history of Italian economic thought by addressing in a comprehensive way the crucial link between economics and the fascist regime, covering the history of political economy in Italy during the so-called “Ventennio” (1922-1943) with an institutional perspective. The approach is threefold: analysis of the academic and extra-academic scene, where economic science was elaborated and taught, the connection between economics, society and politics, and the dissemination of scientific debate. Special attention is given to the bias caused by the Fascist regime to economic debate and careers. This Volume II looks at the role that economists played in society and in politics, and how this was played. In exploring the public side of the profession and the “fascistisation” of institutions, this book also examines academic epuration and emigration, and the post-WW2 purge of fascist economists. Volume I (available separately) explores how the economics profession was managed under fascism, the restructuring of higher education, the restriction of freedom in teaching and of the press, and various fascist cultural and propaganda initiatives.

Even the eighteenth century had its “socialists,” but unlike those of the nineteenth, they paradoxically sought to make the world safe for “capitalists.” The word “socialists” was first used in Northern Italy as a term of contempt for the political economists and legal reformers Pietro Verri and Cesare Beccaria, author of the epochal On Crimes and Punishments. Yet the views and concerns of these first socialists, developed inside a pugnacious intellectual coterie dubbed the Academy of Fisticuffs, differ dramatically from those of the socialists that followed. Sophus Reinert turns to Milan in the late 1700s to recover the Academy’s ideas and the policies they informed. At the core of their preoccupations lay the often lethal tension among states, markets, and human welfare in an era when the three were becoming increasingly intertwined. What distinguished these thinkers was their articulation of a secular basis for social organization, rooted in commerce, and their insistence that political economy trumped theology as the underpinning for peace and prosperity within and among nations. Reinert argues that the Italian Enlightenment, no less than the Scottish, was central to the emergence of political economy and the project of creating market societies. By reconstructing ideas in their historical contexts, he addresses motivations and contingencies at the very foundations of modernity.

The second section has papers looking at them in pairs, as it were, and revolves around the theme of their collaboration in various intellectual achievements. In particular, the opening piece makes the rather bold point that the road to the General Theory was not a solitary path. In other two papers much is said of Sraffa’s intellectual isolation in Cambridge and the difficulty of communication with Joan Robinson. The chapters in the third section take up aspects of their theories and approaches which justify the importance and relevance of the Cambridge tradition in economics. This book should be of interest to students and researchers within the history of economics and economic thought, particularly those focussing on the Cambridge or Keynesian traditions.
