This book was released on 2007-03-15 with total page 176 pages. Available in PDF, EPUB and Kindle. Book excerpt: This Round Table examined the basic case for liberalisation of the taxi industry, and reviewed experiences with taxi (de-)regulation in OECD and ECMT member countries. There are a number of aspects to regulation of the taxi industry: regulation of entry into the industry, price regulation and service quality regulation. The discussions of these aspects concluded that little empirical evidence supported the argument that entry restrictions improved capacity utilisation. On the contrary, the case could be made that increased entry and associated economies of density, as well as shorter passenger waiting times, warranted subsidies for entry. The need for price regulation depends on the type and structure of the taxi market. Consumers face search and switching costs when they require taxi services, which gives taxi operators considerable price-setting power. The abuse of that market power is greater in unfamiliar geographic environments and in the cruising market. In markets dominated by dispatch centres, firms may earn a reputation for high or low service prices, which opens up the possibility of some price competition. A similar argument applies to service quality. The more anonymous the market, the greater the need for regulation. Again, dispatch centres enhance the self-regulatory role of competition for repeat customer relations by building a good reputation. Experiences with deregulating the taxi industry have had mixed results. Where the taxi industry has been liberalised, there has generally been massive entry, leading to consumer benefits in the form of shorter waiting times. Background papers were presented by Catherine Liston-Heyes from Holloway University, London, Jon-Terje Bekken from the TOI, Norway, Peter Bakker from the AVV, The Netherlands and Denis Cartier, from the Quebec Ministry of Transport, Canada.

This book was released on 2012-05-10 with total page 258 pages. Available in PDF, EPUB and Kindle. Book excerpt: This consultation paper presents the Law Commission's provisional proposals for reform of the legal framework relating to taxis and private hire vehicles. Taxis and private hire vehicles (PHVs) are an important part of local transport. They operate in highly regulated markets where safety and quality control are paramount. Licensing covers key areas such as the quality of services, the fitness of drivers, fare regulation and restrictions on the number of licenses issued. The current law on taxis and PHVs has been criticised for being complex and outdated. These proposals retain the important distinction between taxis - which can "ply for hire" on the street or a cab rank - and private hire vehicles which can only be pre-booked. But all vehicles would be subject to national minimum safety standards and, for private hire vehicles, these would replace more than 340 sets of local regulations. This will reduce the burden on business because, once appropriately licensed, a private hire firm could work freely across the country, without geographical restrictions. This would contribute to widening consumer choice and to making services cheaper and more competitive. The Commission also makes suggestions covering a wide range of issues, including improving provision for persons with disabilities, quantity restrictions and enforcement. [Law Commission website]

Book excerpt: Road safety is generally a mixture of three components, namely, the road, the vehicle and the driver, or, as also referred to by the ECMT, the infrastructure, the vehicle and human behaviour. Promotion of road safety is more and more possible only through a larger scope of interest -- environment, sustainability, and quality of life. In the future, an efficient road transport system should provide a safe and sustainable accessibility. The idea of organising a seminar came from a presentation by a Swedish representative of the "Vision Zero" programme, adopted by the Swedish Parliament in autumn 1997. The basic idea of "Vision Zero" is that no person should be killed or seriously and permanently impaired in a road traffic accident. At the invitation of the Czech authorities, the seminar was held in March 2002 in Prague. Many governmental and non governmental organisations responsible for road safety policies and work participated in the event.

This Round Table set out to clarify this issue by analysing the arguments for and against the presumed linkage between "transport infrastructure" and "economic development".

Available in PDF, EPUB and Kindle. Book excerpt: This new edition of the seminal textbook The Economics of Urban Transportation incorporates the latest research affecting the design, implementation, pricing, and control of transport systems in towns and cities. The book offers an economic framework for understanding the societal impacts and policy implications of many factors including congestion, traffic safety, climate change, air quality, COVID-19, and newly important developments such as ride-hailing services, electric vehicles, and autonomous vehicles. Rigorous in approach and making use of real-world data and econometric techniques, the third edition features a new chapter on the special challenges of managing the energy that powers transportation systems. It provides fully updated coverage of well-known topics and a rigorous treatment of new ones. All of the basic topics needed to apply economics to urban transportation are included: Forecasting demand for transportation services under various conditions Measuring costs, including those incurred by users and incorporating two new tools to describe congestion in dense urban areas Setting prices under practical constraints Evaluating infrastructure investments Understanding how private and public sectors interact to provide services Written by three of the field’s leading researchers, The Economics of Urban Transportation is essential reading for students, researchers, and practicing professionals in transportation economics, planning, engineering, or related disciplines. With a focus on workable models that can be adapted to future needs, it provides tools for a rapidly changing world.

Book excerpt: Developing countries are urbanising rapidly, and it is estimated that within a generation more than 50 per cent of the developing world's population will live in cities. Public transport policy can contribute to reducing urban poverty both directly, by providing access and mobility for the poor, as well as by facilitating economic growth. This publication examines the nature and magnitude of urban transport problems in developing and transition economies, particularly with respect to the needs of the poor. It also suggests way the World Bank and other development agencies can best support the development of sustainable urban transport policies.

Available in PDF, EPUB and Kindle. Book excerpt: Car ownership is set to triple by 2050, trucking activity will double and air travel could increase fourfold. This book examines how to enable mobility without accelerating climate change. it finds that if changes are made to the way people travel, adoption of technologies to improve vehicle efficiency and a shift to low-CO2 fuels, it is possible to move onto a different pathway where transport CO2 emissions by 2050 are far below current levels, at costs that are lower than many assume. the report discusses the prospects for shifting more travel to the most efficient modes and reducing travel growth rates, improving vehicle fuel efficiency by up to 50% using cost-effective, incremental technologies, and moving toward electricity, hydrogen, and advanced biofuels to achieve a more secure and sustainable transport future. If governments implement strong policies to achieve this scenario, transport can play its role and dramatically reduce CO2 emissions by 2050.
