Book excerpt: Afin de mieux comprendre le rôle que joue la sécurité du régime foncier applicable à l’eau dans la garantie de moyens d’existence durables, dans une gouvernance juste des ressources, dans la protection de l’environnement et dans le développement économique durable, l’Organisation des Nations Unies pour l’alimentation et l’agriculture (FAO) a relancé un débat qui a commencé en 2012 avec l’adoption des Directives volontaires pour une gouvernance responsable des régimes fonciers applicables aux terres, aux pêches et aux forêts (Directives volontaires) et qui a culminé en 2016 avec la publication d’une étude qui fait référence «Exploring the concept of water tenure». Reprenant là où son étude s’était arrêtée, la FAO a organisé à Rome, en décembre 2019, une Table ronde d’experts sur le régime foncier de l’eau pour entamer un travail d’élaboration du concept de régime foncier applicable à l’eau, dans le but de définir un concept commun et d’en cerner la portée, dans le contexte plus général de la gouvernance des régimes fonciers et des ressources en eau. L’idée de renforcer la position des individus et des communautés dans l’économie politique de la gouvernance de l’eau, en particulier la position des pauvres des zones rurales, dont les moyens de subsistance et la sécurité alimentaire dépendent d’un accès sûr et équitable à l’eau et à la terre, était au centre des débats. La présente publication comprend deux parties – une note d’orientation et un résumé de la Table ronde – qui explorent l’approche fondée sur un faisceau de droits pour éclairer le concept de régime foncier applicable à l’eau et ses ramifications pratiques. Elle s’appuie sur des études et des analyses récentes qui ont contribué à mettre en évidence les principaux éléments constitutifs du régime foncier de l’eau, à partir d’un examen des régimes fonciers tels qu’ils sont juridiquement reconnus au niveau national et de la manière dont ils fonctionnent dans différents pays.

Voices of the Poor marks the first time such an exercise has been undertaken in so many developing countries and transition economies around the world. Each of the three volumes demonstrates the importance of voice and power in poor people's definition of poverty.
