After World War Two, self-determination into international law was as an essential principle and guaranteed independence again for many states subsequent follow of decolonization. However, colonization is not ending, and independence movements are continuing today, including ethnic minorities' secession movements that were excluded or did not mention in UN self-determination law. This paper assesses the historical and current political trends of East Turkistan, China's colonized region, the beyond the natural and logical boundary of its "Greet wall," with examples of international self-determination law and Chinese regional autonomy law to evaluate its justification for self-determination claim. Finally, the paper examines the importance of East Turkistan's independence to prevent China's total extermination of more than 11 million Uyghur and other Turkic Muslims and the importance of protecting international law principles.

Since the mid-1990s, however, when it became aware of the international aspects of this problem, Beijing has begun to pressure Turkey to limit its support for Uyghur activism. Aimed not only at cultural preservation but also at Eastern Turkestan independence, Uyghur activism remained unnoticed until the 1990s, despite the establishment in 1971 of Sino-Turkish diplomatic relations. Possibly less concerned about the Uyghur threat than it suggests, Beijing may simply be using the Uyghurs to intimidate and manipulate Turkey and other governments, primarily those in Central Asia.

For Russia there has always been more than one ‘Asia’: after the collapse of the Soviet Union, there were those in the Russian elite who saw Asia as implying the economic dynamism of the Asia-Pacific, with Japan as the main player. However there were others who saw the chance for Russia to reassert its claim to be a great power, based on Russia’s geopolitical and geoeconomic position as a Eurasian power. For these, China was the power to engage with: together China and Russia could control both Heartland and Rim, both Eurasia and Asia-Pacific, whereas accepting Japan’s conception of Asia implied regional fragmentation and shared sovereignty. This book argues that this strand of thinking, mainly confined to nationalists in the El’tsin years, has now, under Putin, become the dominant discourse among Russian policymakers. Despite opportunities for convergence presented by energy resources, even for trilateral cooperation, traditional anxiety regarding loss of control over key resource areas in the Russian Far East is now used to inform regional policy, leading to a new resource nationalism. The operative term here is adjustment rather than renovation because there has not been a fundamental transformation of Chinese foreign policy or "setting up of a new kitchen" in foreign affairs. Several continuities in Chinese diplomacy are still evident. The People’s Republic of China (PRC) has not wavered from its overarching strategy of rising through peaceful development. The PRC is still an active participant and leader in, or shaper of, global and regional regimes even as it continues to push for reforms of the extant order, towards an arrangement which it thinks will be less unjust and more equitable. It seeks to better "link up with the international track", perhaps even more so under Xi’s stewardship. Yet amidst these continuities, it is clear that there have been some profound shifts in China’s foreign policy. From the enunciation of strategic slogans such as the "Asian security concept" and "major country diplomacy with Chinese characteristics"; the creation of the China-led and initiated Asian Infrastructure Investment Bank; the pursuit of Xi’s signature foreign policy initiative, the One Belt One Road; to a purportedly more assertive and resolute defense of China’s maritime territorial interests in East Asia—examples of these foreign policy calibrations (both patent and subtle) abound. In short, this has not been a complete metamorphosis but there are real changes, with important repercussions for China and the international system. The burning questions then are What, Where, How and Why: What are these key foreign policy adjustments? Where and how have these occurred in Chinese diplomacy? And what are the reasons or drivers that inform these changes? This book seeks to capture these changes.
