Partial explanations have been made of the attempts of the Adams administration in 1827 and the Jackson administration in 1829 to acquire peaceably by purchase the whole or a part of Texas. Hostility to Poinsett because of his relations with Mexican officials and his connection with the organization of lodges of York Masons has been frequently mentioned, to be bitterly condemned by many, enthusiastically praised by others, and mildly excused by a few, but adequately explained by none. Practically no attention has been paid to the difficulties and consequent delays in the establishment of a permanent representation of Mexico in Washington, or the much longer and much less excusable delays in the selection and sending of a United States minister to Mexico. On the American side the war has been treated in histories of the United States as a mere episode in an all-embracing struggle over slavery, which it was not. Mexican historians have treated it as the unescapable result of American aggression in Texas, which it was not. But each of these views embodies a sort of half-truth, and it becomes therefore both difficult and important to disentangle the whole truth. Until very recently a thorough study of the relations between the two countries from the time Mexican independence was achieved down to the treaty of Guadalupe Hidalgo, was not possible. In the first place, the mere fact of the existence of negro slavery in the United States imparted an element of intense bitterness into every discussion of the subject in this country. The North hated and dreaded the extension of slavery, and even before the Mexican War was over the fear that the newly acquired territories - New Mexico and California - might becomes slave states, gave rise to passionate debates which continued until the breaking out of the Civil War. Thereafter the prejudices and passions which were awakened or inflamed by four years of murderous warfare prevented an impartial view until the generation which had so effectually dealt with slavery had nearly passed away. But the possibility that a war between the two countries might grow out of the controversy had a material influence in determining the course of successive Mexican governments toward the United States, and, to a less extent, the policy of President Polk's administration in reference to Mexico, so that the main outlines of the dispute must necessarily be sketched. The first discoverers of the Pacific coast of America, north of the present limits of California, appear to have been the Spaniards - although Sir Francis Drake, in 1579, visited the coast and spent some time in a harbor which appears to have been that which is now known as Drake's Bay, a little north of San Francisco. But it was not until almost the end of the eighteenth century that the Spanish government made any serious efforts to explore the northwest coast. At about the same time the Russians, starting from the Asiatic coasts, were exploring toward the south and east, and seem to have examined the shores of the American continent to a point south of Sitka, overlapping the Spanish discoveries; and Captain Cook, who sailed on his third and last voyage of discovery from England in July, 1776, also visited the coast between California and Alaska. For either to yield, would be to submit, without a struggle, to all the consequences of an unsuccessful war, and to abandon every ground which has been deliberately and publicly as sumed. The American government cannot retrace its steps. It cannot annul the compact by which Texas has become bone of our bone, and flesh of our ﬂesh. It cannot admit that its conduct merits the harsh epithets which have been applied to it by Mexico and her friends. As little can she retract what she has so repeatedly urged on the subject of the claims of her citizens for remuneration and indemnification. She has proclaimed that, in the perpetration of the outrages of which she com plains, Mexico has violated our just rights, and that it is the paramount duty of the government to afford ample protection to her citizens, and to enforce, if necessary, with all the power of the nation, full compensation for the wrongs they have sustained from a foreign power. She has sanc tified and solemnized the obligation growing out of the relation of govern ment and citizen, by the most deliberate assurances that this obligation is recognized, and the most distinct pledges that his duty shall be fulfilled. In this posture of things, it seems vain to expect that specific relations can long subsist between the two nations. Each professes to have grounds of complaint against the other, which it asserts to be just and reasonable; and each has pledged itself to maintain its rights at every hazard. Temporary causes may intervene, and prevent an immediate resort to arms by either power; but the causes of war cannot be removed, and they must continue to increase in number and to augment in strength, till they bear down every barrier which wisdom or policy may interpose to prevent the final catastrophe. The whole period has as its absorbing feature our sincere, though often dubiously managed, effort to assist Mexico to obtain a stable, honorable, and effective government, first to the end that American lives and property may be secure south of the Rio Grande, and second, that our neighbor may for her own sake become peaceable and prosperous, so that we may mutually enjoy the reasonable intercourse which should be the portion of civilized nations. During the entire period, then, there has been but the one question of policy on the part of the American people and government. Numerous incidents have, however, served to punctuate that policy in ways which have pre vented the desired success. The most significant episode of the period, so far as diplomatic tradition goes, entrain ing as it does events of deepest import in our relations with Mexico, Was the refusal to accord recognition to General Huerta and the persistent and successful effort to procure his downfall. Upon the grounds of morality this refusal was eminently justifiable. Huerta's coup was effected by a small part of the armed forces, which did not represent the majority opinion in the Republic; his betrayal of Madero was treacherous in the extreme; his hands were stained with the blood of useless victims of street fighting; he was certain to benefit by, if he was not cognizant of, the proposed murder of Madero and Pino Suarez; there was little ground upon which to commend the professed patriotism of his followers, or to suggest that President Wilson was not within the bounds of propriety in prevent ing the success of his Revolution.
