The share of online transactions in total consumption increased more in economies with higher pre-pandemic e-commerce shares, exacerbating the digital divide across economies. Overall, the latest data suggest that these spikes in online spending shares are dissipating at the aggregate level, though there is variation across industries. In particular, the share of online spending in professional services and recreation has fallen below its pre-pandemic trend, but we observe a longer-lasting shift to digital in retail and restaurants.

In particular, women, youth, and urban consumers used e-commerce proportionally more during the pandemic, especially for services. Using a unique proprietary dataset on credit card transactions, we test conjectures about consumers’ behavior (based on fear, hoarding, or learning) during Covid. Overall, e-commerce share reverted to its pre-Covid trend as the pandemic waned. However, some consumers with lower pre-Covid e-commerce usage tend to permanently use more e-commerce, supporting the conjecture of “learning by locking” for these individuals.

While, globally, there has been an increase in the share of e-commerce in total retail sales, there are variations in e-commerce adoption across countries and the difference is obtrusive when one compares developed countries and emerging market economies. This paper undertakes a comparative assessment of e-commerce adoption by the G20 countries and, in doing so, it benchmarks the G20 members across different indicators that determine e-commerce adoption. Based on secondary data, the paper presents some stylized facts, discusses the regulatory scenario with respect to e-commerce in G20 countries and identifies key constraints to e-commerce adoption in the comparatively poor performers. It is found that, overall, most emerging market economies are not very well prepared to support e-commerce adoption. Rather, compared to the developed countries, emerging market economies perform poorly on indicators related to access and use of digital technology, financial inclusion, postal reliability, and electronic security. The paper found that the emerging market economies are severely affected by inadequate infrastructure, digital illiteracy, and low use of digital payments by enterprises. Whereas there is no dearth of regulations on e-commerce business, nevertheless a uniform approach for regulating e-commerce operations is missing in the case of some countries. Moreover, different countries have different positions with respect to data privacy and protection. The paper recommends that G20 members should work together to bridge the adoption gap, enhance micro, small and medium enterprises (MSMEs) participation in e-commerce through enhanced financial assistance, build cooperation for adopting common standards, and encourage countries to adopt national policies with the vision to promote e-commerce.

The note shows that the pandemic accelerated digitalization and triggered a partial catch-up by less digitalized entities in advanced economies. Higher digitalization levels shielded substantially productivity and hours worked during the crisis. However, the extent to which the pandemic-induced digitalization led to structural change in the economy is less clear. Less digitalized sectors have rebounded more strongly, albeit after stronger declines, and while workers in digital occupations were more shielded from the crisis, there does not appear to be a structural change in the composition of labor demand. Meanwhile, shifts in labor supply are more likely to be permanent, driven by the increase in working from home.

Despite the fact that the spread of coronavirus (COVID-19) cases in India has had some impact on the online food ordering segments, it has come as a boon for the e-commerce companies as more individuals favour buying goods, especially grocery, staples, vegetables and other daily needs from online platforms.Consumer demand for non-essential products with e-commerce firms has expanded after the government lifted the ban on the sale of such products by e-tailers.Forrester Research reported that although demand for products, particularly laptops, books and smartphones, are expected to see an uptick, deliveries by e-commerce firms initially will take one to two weeks given the operational challenges, including inadequate availability of manpower.E-commerce can help preserve jobs during the crisis. Two different scenarios were developed (I) asking participants about their behavior during the COVID-19 pandemic and (II) asking participants about their behavior in a pandemic and restriction free environment in 2024. In order to elaborate potential effects, a research model was derived based on a conceptual framework investigating the long-term adherence of behavioral changes combined with item relationships regarding the sustained usage of services. The data was derived through online questionnaires. Afterwards, the conducted data was operationalized and elaborated through multiple (M)ANOVA. The key findings were that the satisfaction levels for both online shopping as well as for the digital services significantly decreased in scenario II. According to the research model this allows the conclusion that a sustained usage is negatively affected. Therefore, the observed acceleration of online shopping could potentially slow down and return to average growth levels. The reduction of satisfaction levels was supported by a correlation reduction of the frequency of use and money spent items which confirmed the reduction of online shopping as well as the usage of digital services. For the retail and e-commerce industry the findings allow strategic implications to prepare for the post pandemic consumer behavior. Consumers will potentially carry their positive experiences with them and translate those into future expectations towards retail and e-commerce.
