Although results have been mixed, existing literature has shown positive effects of vocational education on various social outcomes. In this paper, I intend to examine the effect of vocational education on income and employment outcomes in Namibia. Specifically, I test the hypotheses that vocational education: i) increases the probability of employment; and ii) increases income levels. Using baseline and follow-up survey data from the Millennium Challenge Corporation (MCC), I study the effects of vocational education on income and employment, controlling for demographic characteristics and economic conditions. My hypotheses are partially supported; although participants in the MCC program were more likely to be employed, this effect was not consistent across different measures of vocational training. Moreover, vocational education did not have a significant effect on income levels. These results highlight the importance of tailoring training programs to participants’ needs for future studies.

Book excerpt: Higher education graduates with work experience enter the labour market more smoothly. This paper analyses how work experience from vocational education and training (VET) affects labour market outcomes after higher education. To account for selection into VET we use the regional enrolment rate as an instrument for upper-secondary VET. Results suggest that work experience gained during VET leads to significantly higher wages one year after graduation from higher education and less search time for first employment, but does not significantly lower the probability of an internship in the post-graduation year. However, these positive effects do not persist: the effect is no longer robustly significant for wages, unemployment, or employment position after five years. The effect operates through the human capital, social network, and screening channels, not the signalling channel. Our results suggest that upper-secondary VET is a good choice, not the second-best, for individuals planning on higher education.

Book excerpt: Vocational education often is ignored during discussions of secondary education reform even though it accounts for between 25 percent and 79 percent of upper secondary enrollment in the former centrally-planned countries of the European Union. Based on information, data, and feedback from most of these countries, this paper develops a set of propositions about vocational education reform, not with a view to prescribing a detailed "one-size-fits-all" strategy, but rather it derives some principles that continued reform of vocational education could take into account, to the benefit of fiscal ef.

Book excerpt: A collection of the theories, practices, and policies of vocational education and training written by international experts The Wiley Handbook of Vocational Education and Training offers an in-depth guide to the theories, practices, and policies of vocational education and training (VET). With contributions from a panel of leading international scholars, the Handbook contains 27 authoritative essays from a wide range of disciplines. The contributors present an integrated analysis of the complex and dynamic field of VET. Drawing on the most recent research, thinking, and practice in the field, the book explores the key debates about the role of VET in the education and training systems of various nations. The Handbook reveals how expertise is developed in an age of considerable transformation in work processes, work organization, and occupational identities. The authors also examine many of the challenges of vocational education and training such as the impact of digital technologies on employment, the demand for (re)training in the context of extended working lives, the emergence of learning regions and skill ecosystems, and the professional development of vocational teachers and trainers. This important text: Offers an original view of VET’s role in both the initial and continuing development of expertise Examines the theories and concepts that underpin international perspectives and explores the differences about the purposes of VET Presents various models of learning used in VET, including apprenticeship, and their relationship with general education Explores how VET is shaped in different ways by the political economy of different countries Reviews how developments in digital technologies are changing VET practice Discusses the challenges for universities offering higher vocational education programs Draws on both recent research as well as historical accounts Written for students, researchers, and scholars in the fields of educational studies, human resource development, social policy, political economy, labor market economics, industrial relations, sociology, The Wiley Handbook of Vocational Education and Training offers an international perspective on the topic of VET.

Book excerpt: Some scholars argue that education systems across the western world are becoming increasingly similar due to the influence of transnational discourses and organizations. Others believe that education is the panacea for all problems of social cohesion. After all, aren't the well-educated usually more tolerant, civically engaged and trusting than the poorly educated? This book critically examines both claims. It finds that western countries still differ markedly on key aspects of their education systems and that these differences reflect distinct political traditions and different responses to a set of competing normative and political principles. The findings further suggest that raising the average education level is unlikely to be an effective strategy for promoting social cohesion. Instead, more promising are policies targeting the opposite ends of the lifelong learning continuum: universalizing pre-school education and care and promoting adult education with a pronounced second chance character.

Book excerpt: This study uses longitudinal data from the Household, Income and Labour Dynamics in Australia (HILDA) survey to study the long-run effects of completing vocational education and training (VET) on a set of labour market outcomes (employment, wages, earnings, hours and occupational status). It uses two novel approaches. First, it uses fixed effects regression methods to estimate effects from acquiring new qualifications. Second, it measures effects of acquiring qualifications at lower, the same and at higher levels than previously attained. This is important, since one half of the VET qualifications observed being completed in the HILDA data are at the same or lower levels. The use of fixed effects generates estimates that differ from those found previously in the literature, at least by gender. Here, the estimated improvements in outcomes for females following the completion of a VET qualification are often larger than they are for males. In the longer term, these results point to considerable stability in estimated effects â significant effects apparent in the first year after course completion tend to remain evident up to five years later. Completed qualifications that are not higher than those already held by individuals do not consistently improve the labour market outcomes studied here, but may provide other benefits. [Abstract].

Book excerpt: Using longitudinal data from the Swiss Household Panel to zoom in on continuity and change in the life course, this open access book describes how the lives of the Swiss population have changed in terms of health, family circumstances, work, political participation, and migration over the last sixteen years. What are the different trajectories in terms of mobility, health, wealth, and family constellations? What are the drivers behind all these changes over time and in the life course? And what are the implications for inequality in society and for social policy? The Swiss Household Panel is a unique ongoing longitudinal survey that has followed a large sample of Swiss households since 1999. The data provide the rare opportunity to go beyond a snapshot of contemporary Swiss society and give insight into the processes in people’s lives and in society that lie behind recent developments.
