Available in PDF, EPUB and Kindle. Book excerpt: The success or failure of empires, nation-states, and city-states often rests on the relationship between bureaucracy and politicians. In this provocative and timely volume, editor Ali Farazmand examines the myriad relationships between politicians and bureaucrats and how they affect modern governance. This book is organized around the major themes of professionalism, bureaucracy, governance, and the relationship between career bureaucrats/higher civil servants and political appointees/politicians under presidential and parliamentary systems. After introducing the basic elements of bureaucracies in Part I, the book discusses the relations between bureaucrats and politicians in presidential systems in Part II as well as in parliamentary systems in Part III. This original and up-to-date book will fill a gap in the literature on the relationship between bureaucrats and politicians in modern governance and public administration. It can be used as a primary or supplementary text at the undergraduate and graduate level for those interested in public administration, comparative public policy, political science, and government.

Download or read book Critical Leadership written by Paul Evans and published by Routledge. This book was released on 2013-06-07 with total page 270 pages. Available in PDF, EPUB and Kindle. Book excerpt: Critical approaches to leadership studies have sought to challenge the normative position of leadership as residing solely within the formal leader and have gone as far as to undermine the traditionally held assumption of leadership as a "real" phenomenon. The book offers a critical account of the nature of leadership and management in modern organizations. Specifically it examines the forces that affect the influence relationships between leaders and followers in public sector organizational settings and thus, how these relationships inform social influence processes. Although the book focuses on the case of a public sector organization in the UK, the findings are placed in the context of both leadership theory and research across the globe and the dissemination of 'new public management' worldwide. By acknowledging the criticisms concerning the weaknesses of conventional or mainstream leadership study and through the adoption of a critical perspective, Critical Leadership provides a deep and rich interpretation of the empirical material on leadership, thus making an outstanding contribution to the current literature.

Download or read book A Two Way Street written by George A. Krause and published by University of Pittsburgh Pre. This book was released on 2010-11-23 with total page 221 pages. Available in PDF, EPUB and Kindle. Book excerpt: One of the central questions of political science has been whether politicians control the bureaucracy, or whether the bureaucracy possesses independent authority from democratic institutions of government. Relying on advanced statistical techniques and case studies, George Krause argues instead for a dynamic system of influence—one allowing for two-way interaction among the president, congress, and bureaucratic agencies. Krause argues that politicians and those responsible for implementing policy respond not only to each other, but also to events and conditions within each government institution as well as to the larger policy environment. His analysis and conclusions will challenge conventional theoretical and empirical wisdom in the field of administrative politics and public bureaucracy.

Book Synopsis A Government of Strangers by : Hugh Heclo
Download or read book A Government of Strangers written by Hugh Heclo and published by Brookings Institution Press. This book was released on 2011-10-01 with total page 289 pages. Available in PDF, EPUB and Kindle. Book excerpt: How do political appointees try to gain control of the Washington bureaucracy? How do high-ranking career bureaucrats try to ensure administrative continuity? The answers are sought in this analysis of the relations between appointees and bureaucrats that uses the participants' own words to describe the imperatives they face and the strategies they adopt. Shifting attention away form the well-publicized actions of the President, High Heclo reveals the little-known everyday problems of executive leadership faced by hundreds of appointees throughout the executive branch. But he also makes clear why bureaucrats must deal cautiously with political appointees and with a civil service system that offers few protections for broad-based careers of professional public service. The author contends that even as political leadership has become increasingly bureaucratized, the bureaucracy has become more politicized. Political executives—usually ill-prepared to deal effectively with the bureaucracy—often fail to recognize that the real power of the bureaucracy is not its capacity for disobedience or sabotage but its power to withhold services. Statecraft for political executives consists of getting the changes they want without losing the bureaucratic services they need. Heclo argues further that political executives, government careerists, and the public as well are poorly served by present arrangements for top-level government personnel. In his view, the deficiencies in executive politics will grow worse in the future. Thus he proposes changes that would institute more competent management of presidential appointments, reorganize the administration of the civil service personnel system, and create a new Federal Service of public managers.
