Ridgway Center for International Security Studies (Center for Latin American Studies and Office of the Provost) have conducted two conferences: The first was entitled "Drug Trafficking, Violence, and Instability in Mexico, Colombia, and the Caribbean: Implications for U.S. National Security," and the second was "Violent Armed Groups: A Global Challenge." Keynote speakers for the first conference were: Bruce Bagley, Professor and Chair, Department of International Studies, University of Miami and Director, University of Miami's Center of Latin American Studies, who addressed "What Can the Mexican State Do to Combat Organized Crime?"; and Jorge Chabat, Professor/Investigator, Centro de Investigación y Docencia Económicas (Center for Research and Teaching in Economics), who discussed "The Drug War in Mexico: Dilemmas and Options." Speakers for the second conference included Dr. Robert Mandel, Professor of International Affairs at Lewis & Clark College, and John Robb, author of the book Brave New War. Dr. Mandel addressed "Global Security Upheaval: Armed Non-State Groups as Stability Enhancers," and Mr. Robb addressed "The Bazaar of Violence." The conference sponsors found the presentations at the two conferences to be sufficiently complementary to combine them in a series of monographs under the main title of Violent Armed Groups. Specific monographs within the series will have subtitles encompassing groups of works selected from among the presentations by the four keynote speakers and over 40 panelists. The introduction to this first monograph, "Drug Trafficking, Violence, and Instability," will serve to: (1) introduce the series by providing general conceptions of the global security challenges posed by violent armed groups; (2) identify the issues of greatest import to scholars studying the phenomenon; and, (3) emphasize the need for the U.S. Government to understand variations in the challenges it faces from a wide range of potential enemies. In this first report, Dr. Phil Williams and Dr. Vanda Felbab-Brown provide the strategic context for the series and highlight many of the issues that will be addressed in more detail by authors of subsequent monographs in the series. SSI is pleased to offer this report in fulfillment of its mission to assist U.S. Army and Department of Defense senior leaders and strategic thinkers in understanding the key issues of the day.

Rather, they stem from structural conditions that vary from country to country and from era to era. In The Politics of Drug Violence, Angelica Dur n-Mart nez shows how variation in drug violence results from the complex relationship between state power and criminal competition. Drawing on remarkably extensive fieldwork, this book compares five cities that have been home to major trafficking organizations for the past four decades: Cali and Medell n in Colombia, and Ciudad Ju rez, Culiac n, and Tijuana in Mexico. Book excerpt: This study analyses the changing nature of U.S.-Mexican national security issues, with a focus on narcotrafficking, the growing militarization of Mexico's counterdrug and police institutions, the danger of spreading guerrilla war, and the prospects of political and economic instability. The conclusion is that Mexico is in the midst of an extended period of transition in which it is extremely vulnerable to disruption on several different fronts simultaneously. While the economy has largely recovered from the 1994-95 peso crisis, it remains both fragile and volatile. Although much progress has been achieved in democratization, there is still a long way to go. Both political and criminal violence are growing. A new guerrilla group has appeared which may prove to be more troublesome than the Zapatistas. At the same time, the drug cartels are increasingly targeting law enforcement officers for assassination. In response to this growing lawlessness, the Mexican government has turned to the military for support in the struggles against narcotrafficking, insurgency, and common crime. Law enforcement is being increasingly militarized. While the immediate benefits of the strategy make it tempting, the costs and risks are considerable, especially as they relate to the growing vulnerability of the armed forces to corruption, the increased likelihood of human rights violations, and the potential for undermining Mexican democracy. Unless a major longterm effort is made to foster police and judicial reform, militarization may turn out to be a semipermanent feature of the emerging new political system. Within this context, the author argues that the United States should provide, and encourage other governments to provide, Mexico with the assistance it needs to strengthen civilian institutions and gradually reverse the militarization process. Meanwhile, care should be taken to make sure that U.S. counternarcotics aid is used for the purposes intended. When human rights violations, electoral fraud, or other abuses occur, the United States should forcefully exert its influence, but primarily through private diplomacy rather than public demonstrations like the annual certification ritual. Indeed, the author suggests that certification has become counterproductive and should be abolished.

Book excerpt: Drug trafficking is viewed as a primary threat to citizen security and U.S. interests in Latin America and the Caribbean despite decades of anti-drug efforts by the United States and partner governments. The production and trafficking of popular illicit drugs--cocaine, marijuana, opiates, and methamphetamine--generates a multi-billion dollar black market in which Latin American criminal and terrorist organizations thrive. These groups challenge state authority in source and transit countries where governments are often fragile and easily corrupted. Mexican drug trafficking organizations (DTOs) largely control the U.S. illicit drug market and have been identified by the U.S. Department of Justice as the 'greatest organized crime threat to the United States.' Drug trafficking-related crime and violence in the region has escalated in recent years, raising the drug issue to the forefront of U.S. foreign policy concerns. Since the mid-1970s, the U.S. government has invested billions of dollars in anti-drug assistance programs aimed at reducing the flow of Latin American-sourced illicit drugs to the United States. Most of these programs have emphasized supply reduction tools, particularly drug crop eradication and interdiction of illicit narcotics, and have been designed on a bilateral or subregional level. Many would argue that the results of U.S.-led drug control efforts have been mixed. Temporary successes in one country or sub-region have often led traffickers to alter their cultivation patterns, production techniques, and trafficking routes and methods in order to avoid detection. As a result of this so-called 'balloon effect, ' efforts have done little to reduce the overall availability of illicit drugs in the United States. In addition, some observers assert that certain mainstays of U.S.-funded counterdrug programs, particularly aerial spraying to eradicate drug crops, have had unintended social and economic consequences. The Obama Administration has continued U.S. support for Plan Colombia and the Mérida Initiative, but is gradually broadening the focus of those aid packages to address the societal and institutional effects of the drug trade and related criminality and violence, rather than mainly funding supply control efforts. Newer programs like the Caribbean Basin Security Initiative (CBSI) include more of an emphasis on rule of law, anti-corruption, and community and youth development programs. In order to complement these international efforts, President Obama and his top advisers have acknowledged the role that U.S. drug demand has played in fueling the drug trade in the region and requested increased funding for prevention and treatment programs. The 111th Congress has influenced U.S. drug control policy in Latin America by appropriating certain types and levels of funding for counterdrug assistance programs in P.L. 111-8, P.L. 111-32, and P.L. 111-117. Congress has also conditioned the provision of antidrug funding on the basis of human rights and other reporting requirements. It has sought to ensure that counterdrug programs are implemented in tandem with judicial reform, anti-corruption, and human rights programs. Several bills address counternarcotics issues in the region, including House-passed H.R. 2410 (Berman), House-passed H.R. 2134 (Engel) and S. 3172 (Menendez). Congress has been active in evaluating drug assistance programs through multiple oversight hearings. This report provides an overview of the drug flows in the Americas and U.S. antidrug assistance programs in the region. It also raises some policy issues for Congress to consider as it exercises oversight of U.S. antidrug programs and policies in the Western Hemisphere.
