Book excerpt: National Drug Control Strategy, which is prepared by the White House Office of National Drug Control Policy (ONDCP), is to reduce illicit drug use in the United States. One of the strategy's priorities is to disrupt the illicit drug marketplace. To this end, since fiscal year 2000, the United States has provided about $397 million to support Mexican counternarcotics efforts. According to the Department of State (State), much of the illicit drugs consumed in the United States flows through or is produced in Mexico. GAO examined (1) trends in Mexican drug production and trafficking since calendar year 2000 and (2) U.S. counternarcotics support for Mexico since fiscal year 2000. This testimony is based on a recently issued report (GAO-07-1018) that addresses these issues.

Available in PDF, EPUB and Kindle. Book excerpt: This concise, up-to-date volume compiles information and materials documenting illicit drugs and their use from multiple perspectives. Illicit drug use is a deeply embedded characteristic of most societies, resulting in illness, death, crime and violence, terrorism, imprisonment, property confiscation—and massive allocations of government resources. Illicit Drugs provides comprehensive information for those seeking to understand the nature and scope of this far-reaching problem, as well as major issues of concern and debate surrounding it. Organized thematically, the book begins with an overview of illicit drug use and abuse, including its history and risk factors. The scope of illicit drug use in the United States is covered, including conditions that encourage the practice, costs, related policies and programs, and prevention and treatment considerations. The book looks at populations at risk, including children and youth, women, older adults, and racial and ethnic minorities. International aspects of illicit drugs, such as production, trafficking, and consumption are also examined.

Available in PDF, EPUB and Kindle. Book excerpt: This text provides an integrated view of post-9/11 security concerns over the United States's shared border with Mexico and Canada in regards to terrorism, unauthorized migration, drug and arms smuggling, and other illegal trade. The challenges facing U.S. Customs and Border Patrol are daunting. There are 19,841 miles of American land and water boundaries to protect, and 95,000 miles of shoreline and defined air space subject to homeland security surveillance. Additionally, the booming drug trade across the U.S.-Mexico border, combined with the ever-increasing number of migrants wanting to reach our land of opportunity, has resulted in a grim death toll: more than 5,000 known migrant deaths have occurred along the U.S.-Mexico border during 1995–2008, and in 2009, an estimated 9,635 Mexicans were killed in drug-related violence, with 2,573 people killed in Ciudad Juarez alone. U.S. Border Security focuses on the contrast between border security before and after the 9/11 terrorist attacks. This text also examines the controversial topics of illegal immigration, counterterrorism, drug and weapons trafficking, human smuggling, the impact of border security on the movement of people and goods, and the effect of the war on terrorism on civil and human rights.

Book excerpt: Mexico is a country in crisis. Capitalizing on weakened public institutions, widespread unemployment, a state of lawlessness and the strengthening of links between Mexican and Colombian drug cartels, narcotrafficking in the country has flourished during the post-1982 neoliberal era. In fact, it has become one of Mexico's biggest source of revenue, as well as its most violent, with over 12,000 drug-related executions in 2011 alone. In response, Mexican president Felipe Calderón, armed with millions of dollars in US military aid, has launched a crackdown, ostensibly to combat organised crime. Despite this, human rights violations have increased, as has the murder rate, making Ciudad Juárez on the northern border the most dangerous city on the planet. Meanwhile, the supply of cocaine, heroin, marijuana and methamphetamine has continued to grow. In this insightful and controversial book, Watt and Zepeda throw new light on the situation, contending that the 'war on drugs' in Mexico is in fact the pretext for a US-backed strategy to bolster unpopular neoliberal policies, a weak yet authoritarian government and a radically unfair status quo.
