Book excerpt: The medical research landscape in the United States is supported by a variety of organizations that spend billions of dollars in government and private funds each year to seek answers to complex medical and public health problems. The largest government funder is the National Institutes of Health (NIH), followed by the Department of Defense (DoD). Almost half of DoD's medical research funding is administered by the Congressionally Directed Medical Research Programs (CDMRP). The mission of CDMRP is to foster innovative approaches to medical research in response to the needs of its stakeholdersâ€"the U.S. military, their families, the American public, and Congress. CDMRP funds medical research to be performed by other government and nongovernmental organizations, but it does not conduct research itself. The major focus of CDMRP funded research is the improved prevention, diagnosis, and treatment of diseases, injuries, or conditions that affect service members and their families, and the general public. The hallmarks of CDMRP include reviewing applications for research funding using a two-tiered review process, and involving consumers throughout the process. Evaluation of the Congressionally Directed Medical Research Programs Review Process evaluates the CDMRP two-tiered peer review process, its coordination of research priorities with NIH and the Department of Veterans Affairs, and provides recommendations on how the process for reviewing and selecting studies can be improved.

Book excerpt: This authoritative handbook surveys the full breadth and depth of SEA, bringing together a range of international perspectives and insights on the theoretical, methodological and institutional dimensions and practical issues of the field. It then subjects this conventional wisdom to a critical reappraisal, looks at the vast lessons of experience and offers new ideas and interpretations as to where the field is going. The volume is organized into six major sections, beginning with an introduction and overview of the development of the field and a framework for evaluating SEA good practice. Part I comprises a review of SEA frameworks in leading countries (Australia, Canada, New Zealand and the USA), the European Union and developing regions (Africa, Asia, Latin America and Newly Independent States). Part II reviews SEA practice in several major sectors (energy, minerals, transport, water, development assistance and coastal zone management). Part III addresses the linkages between SEA and other comparable tools such as spatial planning and environmental management. Part IV probes key cross-cutting issues in SEA, including how to address cumulative and trans-boundary effects. Part V identifies ways and means of SEA process and capacity development, focusing on how to improve and upgrade the theory and practice of the field. Part VI examines the shift from conventional SEA towards more integrative approaches, drawing on experience and examples from a number of countries. Published with IAIA

Book excerpt: The report evaluates the plan to monitor and assess the condition of Florida's Everglades as restoration efforts proceed. The report finds that the plan is well grounded in scientific theory and principals of adaptive management. However, steps should be taken to ensure that information from those monitoring the ecology of the Everglades is readily available to those implementing the overall restoration effort. Also, the plan needs to place greater consideration on how population growth and land-use changes will affect the restoration effort and vice versa.

Book excerpt: During the past decade and a half, the National Research Council, through its Committee on National Statistics, has carried out a number of studies on the application of statistical methods to improve the testing and development of defense systems. These studies were intended to provide advice to the Department of Defense (DOD), which sponsored these studies. The previous studies have been concerned with the role of statistical methods in testing and evaluation, reliability practices, software methods, combining information, and evolutionary acquisition. Industrial Methods for the Effective Testing and Development of Defense Systems is the latest in a series of studies, and unlike earlier studies, this report identifies current engineering practices that have proved successful in industrial applications for system development and testing. This report explores how developmental and operational testing, modeling and simulation, and related techniques can improve the development and performance of defense systems, particularly techniques that have been shown to be effective in industrial applications and are likely to be useful in defense system development. In addition to the broad issues, the report identifies three specific topics for its focus: finding failure modes earlier, technology maturity, and use of all relevant information for operational assessments.

Book excerpt: The high cost of aviation fuel has resulted in increased attention by Congress and the Air Force on improving military aircraft fuel efficiency. One action considered is modification of the aircraft's wingtip by installing, for example, winglets to reduce drag. While common on commercial aircraft, such modifications have been less so on military aircraft. In an attempt to encourage greater Air Force use in this area, Congress, in H. Rept. 109-452, directed the Air Force to provide a report examining the feasibility of modifying its aircraft with winglets. To assist in this effort, the Air Force asked the NRC to evaluate its aircraft inventory and identify those aircraft that may be good candidates for winglet modifications. This reportâ€"which considers other wingtip modifications in addition to wingletsâ€"presents a review of wingtip modifications; an examination of previous analyses and experience with such modifications; and an assessment of wingtip modifications for various Air Force aircraft and potential investment strategies.

This book was released on 2011-05-19 with total page 60 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Department of Defense, through the Assembled Chemical Weapons Alternatives program, is currently in the process of constructing two full-scale pilot plants at the Pueblo Chemical Depot in Colorado and the Blue Grass Army Depot in Kentucky to destroy the last two remaining inventories of chemical weapons in the U.S. stockpile. These two storage sites together account for about 10 percent of the original U.S. chemical agent stockpile that is in the process of being destroyed in accordance with the international Chemical Weapons Convention treaty. Unlike their predecessors, these facilities will use neutralization technologies to destroy agents contained within rockets, projectiles, and mortar rounds, requiring the use of specially designed equipment. As part of its focus on safe operation of the planned facilities, the Program Manager for Assembled Chemical Weapons Alternatives asked the National Research Council (NRC) to conduct a study to offer guidance on the application of process safety metrics at the Pueblo Chemical Depot and Blue Grass Army Depot. Process safety is a disciplined framework for managing the integrity of operating systems, processes and personnel handling hazardous substances, and operations by applying good design principles, engineering, and operating practices. Process Safety Metrics at the Blue Grass and Pueblo Chemical Agent Destruction Pilot Plants discusses the use of leading and lagging process safety metrics that could provide feedback on the effectiveness of controls to mitigate risks and minimize consequences of potential incidents. The book makes several recommendations that will facilitate the development and application of process safety metrics at both sites.

Available in PDF, EPUB and Kindle. Book excerpt: Americans have adopted a reform agenda for their schools that calls for excellence in teaching and learning. School officials across the nation are hard at work targeting instruction at high levels for all students. Gaps remain, however, between the nation's educational aspirations and student achievement. To address these gaps, policy makers have recently focused on the qualifications of teachers and the preparation of teacher candidates. This book examines the appropriateness and technical quality of teacher licensure tests currently in use, evaluates the merits of using licensure test results to hold states and institutions of higher education accountable for the quality of teacher preparation and licensure, and suggests alternatives for developing and assessing beginning teacher competence. Teaching is a complex activity. Definitions of quality teaching have changed and will continue to change over time as society's values change. This book provides policy makers, teacher testers, and teacher educators with advice on how to use current tests to assess teacher candidates and evaluate teacher preparation, ensuring that America's youth are being taught by the most qualified candidates.

Book excerpt: The Multifunction Phased Array Radar (MPAR) is one potentially cost-effective solution to meet the surveillance needs and of several agencies currently using decades-old radar networks. These agencies including the National Oceanic and Atmospheric Administration s (NOAA) National Weather Service (NWS), the Federal Aviation Administration (FAA), the Department of Defense (DOD) and the Department of Homeland Security (DHS) have many and varied requirements and possible applications of modern radar technology. This book analyzes what is lacking in the current system, the relevant capabilities of phased array technology, technical challenges, cost issues, and compares possible alternatives. Both specific and overarching recommendations are outlined.
