Book excerpt: Under provisions of the Surplus Facilities Management Program (SFMP), the US Department of Energy, Chicago Operations Office, proposes to provide funding for Surveillance and Maintenance (S & M) and subsequent Decontamination and Decommissioning (D & D) of fifteen facilities and associated premises belonging to Battelle Columbus Division. The fifteen facilities are contaminated as a result of nuclear research and development activities conducted over a period of approximately 43 years for DOE and its predecessor agencies--the Energy Research and Development Administration (ERDA), the Atomic Energy Commission (AEC) and the Manhattan Engineer District (MED). The proposed action includes continuation of ongoing S & M as well as a D & D of the facilities. The S & M activities include a continued environmental monitoring program to maintain assurance that radioactive contamination has not escaped to the surrounding environment; regularly scheduled inspection and maintenance of health, safety, and radiation protection equipment and instrumentation; a program of health physics surveillance monitoring, personnel dosimetry, and equipment and instrumentation maintenance and calibration; and emergency planning, training, and drills. The so- called dismantlement D & D mode is the proposed alternative for D & D of these facilities. For the facilities in question this will generally involve dismantlement and/or removal of equipment; decontamination of building structures; and restoration of the buildings. The decontamination will reduce contamination to levels consistent with unrestricted use of the facilities.

Book excerpt: The Nuclear Regulatory Commission (NRC) is conducting an enhanced participatory rulemaking to establish radiological criteria for the decommissioning of NRC licensed facilities. The NRC obtained comments on the scope, issues, and approaches through a series of workshops (57 FR 58727), Generic Environmental Impact Statement (GEIS) scoping meetings (58 FR 33570), a dedicated electronic bulletin board system (58 FR 37760), and written submissions. A summary of workshop and scope-meeting comments was published as NUREG/CR-6156. On February 2, 1994, the Commission published in the Federal Register (59 FR 4868) a notice that the NRC staff had prepared a ''staff draft'' proposed rule on radiological criteria for decommissioning. Copies of the staff draft were distributed to the Agreement States, participants in the earlier meetings, and other interested parties for comment. This report summarizes the comments identified from the 96 docketed letters received on the staff draft. No analysis or response is included in this report. The comments reflect a broad spectrum of viewpoints. Two subjects on which the commenters were in general agreement were (1) that the enhanced participatory rulemaking should proceed, and (2) that the forthcoming GEIS and guidance documents are needed for better understanding of the draft rule.

Specific information activities that RAPIC performs to support the DOE's programs and the D and D community include: maintaining a computerized bibliographic database containing about 4500 annotated citations (about 2000 on D and D) and a database of 1800 contacts involved with remedial action work at radioactively contaminated sites; publishing an annual bibliography, ''Nuclear Facility Decommissioning and Site Remedial Actions, A Selected Bibliography, '' ORNL/EIS-154 (six volumes published); maintaining a document repository and providing copies of requested publications; and performing manual and computerized searches of the technical literature. The most significant RAPIC function is serving as a focal point for D and D information. With the extensive resources at its command, RAPIC is in a unique position to provide a comprehensive information base to the D and D community. Once deactivated, the facility is kept in its stable condition by means of a methodical surveillance and maintenance (S & M) program, pending ultimate decontamination and decommissioning (D & D). Deactivation work involves a range of tasks, such as removal of hazardous material, elimination or shielding of radiation fields, partial decontamination to permit access for inspection, installation of monitors and alarms, etc. it is important that the end point of each of these tasks be established clearly and in advance, for the following reasons: (1) End points must be such that the central element of the deactivation objective - to achieve stability - is unquestionably achieved. (2) Much of the deactivation work involves worker exposure to radiation or dangerous materials. This can be minimized by avoiding unnecessary work. (3) Each task is, in effect, competing for resources with other deactivation tasks and other facilities. By assuring that each task is appropriately bounded, DOE's overall resources can be used most fully and effectively.
