This book was released on 2021-07-15 with total page 47 pages. Available in PDF, EPUB and Kindle. Book excerpt: The World Health Organization (WHO) and other global nutrition and health agencies recommend nutrition actions throughout the life-course in order to address malnutrition in all its forms. In this report, we examined how Bhutan’s nutrition policies and programs addressed recommended nutrition actions, determinants, and outcomes. We reviewed population-based surveys to assess the availability of data on nutrition actions, nutrition outcomes, and the determinants of these outcomes; we also assessed the data availability in administrative data systems for selected nutrition actions and outcomes. Our policy review identified a total of 53 recommended nutrition actions; of which, 48 were applicable in Bhutan; of those, Bhutan’s nutrition policies addressed 46 and programs addressed 41. Nutrition actions that were not included in current policies and programs were: iron and folic acid (IFA) supplementation and deworming during preconception, food supplementation for malnourished lactating women, and IFA supplementation during early childhood. Policies addressed four actions for which there were no programs to implement it: daily IFA supplementation and deworming during preconception, advice about weight gain after weighing during pregnancy, outpatient management of severe acute malnutrition (SAM) and management of moderate acute malnutrition (MAM) during early childhood. National strategies and plans recognized and aimed to address all key determinants of nutrition except coverage under social protection schemes. National strategies and plans showed an intention to track progress of all other nutrition outcome indicators except underweight among non-pregnant women 15 to 49 years, overweight among school children and adolescents five to 19 years, and hypertension among adults. Of 41 actions that Bhutan’s policies and programs addressed, our data review found that population-based surveys contained data on only 17 actions; similarly, out of 15 actions we reviewed in the administrative data systems, data was available on seven actions. Data was not available from population-based surveys on a number of indicators, including those related to IFA supplementation, deworming, and food supplementation during adolescence; calcium supplementation, deworming, weight monitoring, and counseling during pregnancy; newborn care during delivery and the postnatal period; and infant and young child feeding (IYCF), growth monitoring, immunization, identification and management of SAM and MAM during early childhood. Population-based surveys contained data on 18 of 20 indicators on immediate and underlying determinants. Data on dietary diversity among pregnant women and on coverage of households under social protection schemes were not available in either the administrative data systems or the population-based surveys. The population-based surveys contained data on all nutrition outcomes except overweight among adolescents. In conclusion, Bhutan’s policy landscape for nutrition is robust. The gaps in availability of data for tracking progress on nutrition are large, however, and much greater than are the gap in policies and programs for addressing recommended actions. Future population-based surveys and modifications of other data systems should aim to fill the identified data gaps for nutrition action and outcome indicators.

Book excerpt: In recognition of its 20th anniversary, The IBM Center for the Business of Government offers a retrospective of the most significant changes in government management during that period and looks forward over the next 20 years to offer alternative scenarios as to what government management might look like by the year 2040. Part I will discuss significant management improvements in the federal government over the past 20 years, based in part on a crowdsourced survey of knowledgeable government officials and public administration experts in the field. It will draw on themes and topics examined in the 350 IBM Center reports published over the past two decades. Part II will outline alternative scenarios of how government might change over the coming 20 years. The scenarios will be developed based on a series of envisioning sessions which are bringing together practitioners and academics to examine the future. The scenarios will be supplemented with short essays on various topics. Part II will also include essays by winners of the Center’s Challenge Grant competition. Challenge Grant winners will be awarded grants to identify futuristic visions of government in 2040. Contributions by Mark A. Abramson, David A. Bray, Daniel J. Book excerpt: In 2015, building on the advances of the Millennium Development Goals, the United Nations adopted Sustainable Development Goals that include an explicit commitment to achieve universal health coverage by 2030. However, enormous gaps remain between what is achievable in human health and where global health stands today, and progress has been both incomplete and unevenly distributed. In order to meet this goal, a deliberate and comprehensive effort is needed to improve the quality of health care services globally. Crossing the Global Quality Chasm: Improving Health Care Worldwide focuses on one particular shortfall in health care affecting global populations: defects in the quality of care. This study reviews the available evidence on the quality of care worldwide and makes recommendations to improve health care quality globally while expanding access to preventive and therapeutic services, with a focus in low-resource areas. Crossing the Global Quality Chasm emphasizes the organization and delivery of safe and effective care at the patient/provider interface. This study explores issues of access to services and commodities, effectiveness, safety, efficiency, and equity. Focusing on front line service delivery that can directly impact health outcomes for individuals and populations, this book will be an essential guide for key stakeholders, governments, donors, health systems, and others involved in health care.

Book excerpt: This Open Access book provides a practical guide to the creation of sustainable enterprise value and implementation of the principles of stakeholder capitalism for corporate boards and management teams. The authors argue that business leadership is on the threshold of a new era driven by major shifts in technology, society, political economy and climate change. They set this transition in international and historical context and outline a comprehensive leadership agenda for fully integrating environmental, social, governance (ESG) and data stewardship risks and opportunities into corporate governance, strategy, reporting and partnerships. This systematic approach is illustrated with good practices by leading companies and includes an explanation of how sustainability reporting is making the leap into formal accounting standards set by the same body that oversees international financial accounting standards and what companies should do to prepare. The book's combination of scholarly analysis and practical guidance make it a valuable resource for anyone seeking to navigate the new business context, whether from the perspective of a board director, C-suite executive, manager, policymaker, scholar or student. This is an open access book.

Available in PDF, EPUB and Kindle. Book excerpt: This groundbreaking book powerfully humanizes the little-known urban workers who have been left behind in China’s single-minded drive to modernize. Dorothy Solinger traces the origins of their plight to the mid-1990s, when the Chinese government found that state-owned factories were failing in large numbers in the face of market reforms just as the country was about to enter the World Trade Organization. Under these circumstances, leaders urged firms to lay off tens of millions of previously lifetime-employed, welfare-secure, under-educated, middle-aged employees. As these dislocated people were left without any source of livelihood, the regime settled on a tiny welfare effort, the Minimum Livelihood Guarantee (dibao), to provide some support and, most important from the viewpoint of the leadership, to keep them quiet so that enterprise reform could proceed peacefully. Solinger explores the induced urban poverty that resulted and relates the painful struggle for survival of these discarded laborers. She also details the history and workings of the dibao and its missteps, as well as changes in policy over time. Drawing on dozens of interviews, this book brings to life the urban workers who have been relegated to obsolescence, isolation, and invisibility by China’s quest for modernity.

The previous assessment was conducted in 2015, therefore the current assessment follows after the recommended time period between the two assessments. Furthermore, the scope and objectives of the reforms initiated and implemented in the intervening period makes tracking the change in the PFM system needed and meaningful. The assessment was conducted by the International Monetary Fund and the World Bank, with the Ministry of Finance and other relevant country institutions being the primary beneficiaries of the assessment.

Book excerpt: Comprehensive Preparedness Guide (CPG) 101 provides guidelines on developing emergency operations plans (EOP). It promotes a common understanding of the fundamentals of risk-informed planning and decision making to help planners examine a hazard or threat and produce integrated, coordinated, and synchronized plans. The goal of CPG 101 is to make the planning process routine across all phases of emergency management and for all homeland security mission areas. This Guide helps planners at all levels of government in their efforts to develop and maintain viable all-hazards, all-threats EOPs. Accomplished properly, planning provides a methodical way to engage the whole community in thinking through the life cycle of a potential crisis, determining required capabilities, and establishing a framework for roles and responsibilities. It shapes how a community envisions and shares a desired outcome, selects effective ways to achieve it, and communicates expected results. Each jurisdiction's plans must reflect what that community will do to address its specific risks with the unique resources it has or can obtain.
