Book excerpt: As part of a broad program of research and analysis on the Middle East and Asia, on January 28, 2003, RAND called together a group of renowned experts with knowledge in the fields of Islamic law, constitution writing, and democracy, and with specific country and regional expertise. The task was to identify ways in which the constitution of Afghanistan could help put the country on the path to a strong, stable democracy characterized by good governance and rule of law, in which Islam, human rights, and Afghanistan's international obligations were respected. The group was to keep in mind the realities of Afghanistan's current situation and draw from the experiences of other countries, with the aim of identifying practical ideas, particularly about the treatment of Islam in the constitution. The following document offers ideas to those involved in the drafting of the new constitution for Afghanistan.
Book Synopsis Afghanistan: Politics, Elections, and Government Performance by :
Download or read book Afghanistan: Politics, Elections, and Government Performance written by and published by DIANE Publishing. This book was released on 2009 with total page 31 pages. Available in PDF, EPUB and Kindle. Book excerpt: In the context of a review of U.S. strategy in Afghanistan during September-November 2009, the performance and legitimacy of the Afghan government figured prominently. In his December 1, 2009, speech announcing a way forward in Afghanistan, President Obama stated that the Afghan government would be judged on performance, and "The days of providing a blank check are over." The policy statement was based, in part, on an assessment of the security situation furnished by the top commander in Afghanistan, General Stanley McChrystal, which warned of potential mission failure unless a fully resourced classic counterinsurgency strategy is employed. That counterinsurgency effort is deemed to require a legitimate Afghan partner. The Afghan government's limited writ and widespread official corruption are believed by U.S. officials to be helping sustain a Taliban insurgency and complicating international efforts to stabilize Afghanistan. At the same time, President Hamid Karzai has, through compromise with faction leaders, been able to confine ethnic disputes to political competition, enabling his government to focus on trying to win over those members of the ethnic Pashtun community that support Taliban and other insurgents.

Available in PDF, EPUB and Kindle. Book excerpt: How, despite the enormous investment of blood and treasure, has the West's ten-year intervention left Afghanistan so lawless and insecure? The answer is more insidious than any conspiracy, for it begins with a profound lack of understanding of the rule of law, the very thing that most dramatically separates Western societies from the benighted ones in which they increasingly intervene. This volume of essays argues that the rule of law is not a set of institutions that can be exported lock, stock and barrel to lawless lands, but a state of affairs under which ordinary people and officials of the state itself feel it makes sense to act within the law. Where such a state of affairs is absent, as in Afghanistan today, brute force, not law, will continue to rule.

Book Synopsis The Fragmentation of Afghanistan by : Barnett R. Rubin
Download or read book The Fragmentation of Afghanistan written by Barnett R. Rubin and published by Yale University Press. This book was released on 2002-01-01 with total page 436 pages. Available in PDF, EPUB and Kindle. Book excerpt: This monumental book examines Afghan society in conflict, from the 1978 communist coup to the fall of Najibullah, the last Soviet-installed president, in 1992. This edition, newly revised by the author, reflects developments since then and includes material on the Taliban and Osama bin Laden. It is a book that now seems remarkably prescient. Drawing on two decades of research, Barnett R. Rubin, a leading expert on Afghanistan, provides a fascinating account of the nature of the old regime, the rise and fall of the People’s Democratic Party of Afghanistan, and the troubled Mujahidin resistance. He relates all these phenomena to international actors, showing how the interaction of U.S. policy and Pakistani and Saudi Arabian interests has helped to create the challenges of today. Rubin puts into context the continuing turmoil in Afghanistan and offers readers a coherent historical explanation for the country’s social and political fragmentation. Praise for the earlier edition: "This study is theoretically informed, empirically grounded, and gracefully written. Anyone who wants to understand Afghanistan’s troubled history and the reasons for its present distress should read this book.” —Foreign Affairs "This is the book on Afghanistan for the educated public.” —Political Science Quarterly
Book Synopsis The Hardest Place by : Wesley Morgan

Available in PDF, EPUB and Kindle. Book excerpt: COLBY AWARD WINNER • “One of the most important books to come out of the Afghanistan war.”—Foreign Policy “A saga of courage and futility, of valor and error and heartbreak.”—Rick Atkinson, author of the Liberation Trilogy and The British Are Coming Of the many battlefields on which U.S. troops and intelligence operatives fought in Afghanistan, one remote corner of the country stands as a microcosm of the American campaign: the Pech and its tributary valleys in Kunar and Nuristan. The area’s rugged, steep terrain and thick forests made it a natural hiding spot for local insurgents and international terrorists alike, and it came to represent both the valor and futility of America’s two-decade-long Afghan war. Drawing on reporting trips, hundreds of interviews, and documentary research, Wesley Morgan reveals the history of the war in this iconic region, captures the culture and reality of the conflict through both American and Afghan eyes, and reports on the snowballing missteps—some kept secret from even the troops fighting there—that doomed the American mission. The Hardest Place is the story of one of the twenty-first century’s most unforgiving battlefields and a portrait of the American military that fought there.
