Book excerpt: In 1997, New York City adopted a mammoth watershed agreement to protect its drinking water and avoid filtration of its large upstate surface water supply. Shortly thereafter, the NRC began an analysis of the agreement's scientific validity. The resulting book finds New York City's watershed agreement to be a good template for proactive watershed management that, if properly implemented, will maintain high water quality. However, it cautions that the agreement is not a guarantee of permanent filtration avoidance because of changing regulations, uncertainties regarding pollution sources, advances in treatment technologies, and natural variations in watershed conditions. The book recommends that New York City place its highest priority on pathogenic microorganisms in the watershed and direct its resources toward improving methods for detecting pathogens, understanding pathogen transport and fate, and demonstrating that best management practices will remove pathogens. Other recommendations, which are broadly applicable to surface water supplies across the country, target buffer zones, stormwater management, water quality monitoring, and effluent trading.

Book excerpt: As environmental problems continue to pose a threat to the well-being of people all over the world, achieving pollution control through innovative methods and at a lower cost becomes very attractive. However, cost-effectiveness and technical rationality are often at odds with political goals and policy traditions. Lada V. Kochtcheeva analyzes the introduction of flexible laws and regulations in both air and water quality policies in the United States and the Russian Federation from the 1960s to the present, and highlights the replacement of command and control systems with flexible instruments such as incentive programs, tradable permits, and pollution charges. With its rich comparative institutional analysis, the book contributes to the debate on institutional dynamism, policy innovation, and new modes of regulation, while simultaneously addressing the processes and attributes of good governance.

Available in PDF, EPUB and Kindle. Book excerpt: Only a fraction of this country’s land can be farmed or developed. What happens to the land that is not economically viable? Until a few years ago, the value of such property would have remained flat, with little prospect of appreciating. Today, however, the Federal government has created a huge incentive to turn this land into moneymaking assets. Green Wealth explains how newly enacted laws can benefit those who invest in environmentally reconstituted land development. The Feds, along with many state governments, now allow for the creation of individual environmental “banks,” which are established by converting unproductive property into new wetlands, endangered species reserves, water storage reservoirs, and a host of other types of environmentally protected land. Credits are then issued to the landowners—credits that can be sold to developers seeking to build on previously protected properties. As building continues in one place, new environmentally sound acreage is created in another. Now you can perform an environmentally responsible service and make a highly profitable investment at the same time.

Book excerpt: Tapping Water Markets is about the past, present, and future of water markets. It compares water markets with political water allocation, documents the growth of water markets, and explores the ways in which water markets can be improved and implemented further. This book provides up-to-date information of where and why water shortages are occurring and where and why water markets are evolving to resolve conflicting water uses. Though the main focus is on the United States, it includes examples from other parts of the world to show how water markets are beginning to thrive. It contains institutional detail that is accessible to people who are not economic or hydrologic experts, and comes alive with numerous examples and case studies of water markets. The book begins with an analysis of water institutions as they have varied over time and location. It then covers a range of discrete water management topics including surface water allocation, groundwater management, environmental flows, and water quality trading. The book concludes with predictions about the future of water scarcity and the ability of water markets to shape that future more positively.

Available in PDF, EPUB and Kindle. Book excerpt: Is there potential for a U.S. regulatory system that is more efficient and effective? Or is the future likely to involve 'paralysis by analysis'? Improving Regulation considers the challenges faced by the regulatory system as society and technology change, and our knowledge about the effects of our activities on human and planetary health becomes more sophisticated. While considering the difficulty in linking regulatory design and performance, Improving Regulation makes the case for empowering regulatory analysis. Studying applications as diverse as fire protection, air and water pollution, and genetics, its contributors examine the strategies of different stakeholders in today's complex policymaking environment. With a focus on the behavior of institutions and people, they consider the impact that organizational politics, science, technology, and performance have on regulation. They explore the role of technology in creating and reducing uncertainty, the costs of control, the potential involvement of previously unregulated sectors, and the contentious public debates about fairness and participation in regulatory policy. Arguing that the success of many regulations depends upon their acceptance by the public, Fischbeck, Farrow, and their contributors offer extensive, inductive evidence on the art of regulatory analysis. The resulting book provides 'real world' examples of regulation, and a demonstration of how to synthesize analytical skills with a knowledge of physical and social processes.
