Now the goal is a federal civilian workforce reduction of 12 percent by the year 2000. This pioneering study looks at the management of workforce reductions in the public sector both in theory and in practice. Three case studies -- of the Defense Logistics Agency, the Bureau of Reclamation, and the Food and Drug Administration -- illustrate the organizational, managerial, and human dimensions of attempting to improve performance with reduced resources. The author draws on extensive interviews with senior executives and middle managers in the three agencies; at the General Accounting Office, the Office of Personnel Management, and the National Performance Review; the Senior Executives Association and the Federal Managers Association; and scholars and researchers. In a larger sense, this work pushes the boundaries of knowledge concerning organizational change and makes a significant contribution to organization theory. It offers important new insights not only for public sector managers but for organization theorists and management specialists whose work on downsizing has been presumed but not shown to be applicable to the public sector.

Book excerpt: Pursuant to a congressional request, GAO reviewed federal workforce downsizing, focusing on the projected costs and savings from federal workforce buyouts and reductions-in-force (RIF) over a 5-year period. GAO found that: (1) employee buyouts could produce over $60,000 more in net savings over 5 years than RIF for each vacated position because buyouts can be used at higher grade levels that generate more savings in salaries and benefits when downsized; (2) if federal agencies separate retirement-eligible employees who do not displace lower-grade employees, RIF could produce about $29,000 more in net savings over 5 years than buyouts; (3) displacing employees in the same competitive areas but lower-tenure groups or with less service within the same tenure groups reduces RIF savings because those savings represent the salaries and benefits of lower-grade employees; (4) savings from buyouts or RIF could be reduced if the vacated positions are refilled or privatized; (5) federal agencies may need more buyouts than RIF to achieve their downsizing targets because normal attrition slows prior to buyouts; (6) buyouts avoid or reduce the non-economic adverse effects of RIF, such as reduced diversity, decreased productivity, and lower morale; and (7) buyouts may help federal agencies improve diversity, since buyouts typically affect older white males.

Book excerpt: Although buyouts of up to $25,000 helped federal agencies shrink the federal workforce by almost 230,500 employees (10.5 percent) between January 1993 and March 1996, some agencies report that the downsizing has stretched them too thin, causing work backlogs, a loss of institutional memory, and skill imbalances. Such consequences could have been avoided had agencies done adequate strategic and workforce planning, which would have increased the likelihood that employees with needed skills and training were retained. In general, agency officials viewed the buyouts as an effective downsizing tool, allowing them to reach their downsizing goals with minimal use of reductions-in-force. The buyouts also permitted agencies to downsize without disproportionately affecting the representation of women and minorities. The largest share of the buyouts was paid to employees who took regular or early retirements. GAO's analysis of separation trends suggests that some employees may have delayed their departures in order to receive buyouts.
