The primary goal is to meet the Tank Farms acceptance criteria. Tank Farms will not accept waste without extensive characterization sample data. Process and lab wastes are sampled for suitability prior to routing to Tk-D8. The samples are helpful in tracking the amount of chemical constituents to determine treatment and are required to maintain Pu inventory and criticality prevention limitations. Likewise, the waste is sampled prior to inter-tank transfers. The revised Waste Analysis Plan for 241-2 (WAP) contains current facility, process and waste descriptions. The WAP lists the Double Shell Tank (DST) system acceptance criteria, sampling parameters and required analyses. The characterization data on historical process wastes was deleted. A section on the Tank Farms waste approval procedural process was added to describe the steps necessary and documentation required to transfer waste to the DST system. Failure to collect proper samples will result in Tank Farms' refusal to accept PFP waste until proper sampling conditions are met. This will use up unnecessary time and resources but not place the plant in a hazardous position.

This report and its appendices serve as the TCR for double-shell tank 241-AW-105. The objectives of this report are to use characterization data in response to technical issues associated with tank 241-AW-105 waste; and to provide a standard characterization of this waste in terms of a best-basis inventory estimate. The response to technical issues is summarized in Section 2.0, and the best-basis inventory estimate is presented in Section 3.0. Recommendations regarding safety status and additional sampling needs are provided in Section 4.0. Supporting data and information are contained in the appendices. This report supports the requirements of the Hanford Federal Facility Agreement and Consent Order milestone Characterization. information presented in this report originated from sample analyses and known historical sources. While only the results of a recent sampling event will be used to fulfill the requirements of the data quality objectives (DQOs), other information can be used to support or question conclusions derived from these results. Historical information for tank 241-AW-105 is provided in Appendix A, including surveillance information, records pertaining to waste transfers and tank operations, and expected tank contents derived from a process knowledge model. The recent sampling event listed, as well as pertinent sample data obtained before 1996, are summarized in Appendix B along with the sampling results. The results of the 1996 grab sampling event satisfied the data requirements specified in the sampling and analysis plan (SAP) for this tank. In addition, the tank headspace flammability was measured, which addresses one of the requirements specified in the safety screening DQO. The statistical analysis and numerical manipulation of data used in issue resolution are reported in Appendix C. Appendix D contains the evaluation to establish the best basis for the inventory estimate and the statistical analysis performed for this evaluation. A bibliography that resulted from an in-depth literature search of all known information sources applicable to tank 241-AW-105 and its respective waste types is contained in Appendix E.A majority of the documents listed in Appendix E may be found in the Tank Characterization and Safety Resource Center.

The River Protection Project (RPP) has adopted the data quality objective (DQO) process used by the U.S. Environmental Protection Agency (EPA) (EPA 1994a) and implemented by RPP internal procedure (Banning 1999a) to identify the information and data needed to address safety issues. This DQO document is based on several documents that provide the technical basis for inputs and decision/action levels used to develop the decision rules that evaluate the transfer of wastes. A number of these documents are presently in the process of being revised. This document will need to be revised if there are changes to the technical criteria in these supporting documents. This DQO process supports various documents, such as sampling and analysis plans and double-shell tank (DST) waste analysis plans. This document identifies the type, quality, and quantity of data needed to determine whether transfer of supernatant can be performed safely. The requirements in this document are designed to prevent the mixing of incompatible waste as defined in Washington Administrative Code (WAC) 173-303-040. Waste transfers which meet the requirements contained in this document and the Double-Shell Tank Waste Analysis Plan (Mulkey 1998) are considered to be compatible, and prevent the mixing of incompatible waste.

Book excerpt: A primary objective of the Hanford Tank Initiative (HTI) project is to develop methods to estimate the inventory of residual waste in single-shell and double-shell tanks. A second objective is to develop methods to determine the boundaries of waste that may be in the waste plume in the vadose zone. This document presents statistical sampling plans that can be used to estimate the inventory of analytes within the residual waste within a tank. Sampling plans for estimating the inventory of analytes within the waste plume in the vadose zone are also presented. Inventory estimates can be used to classify the residual waste with respect to chemical and radiological hazards. Based on these estimates, it will be possible to make decisions regarding the final disposition of the residual waste. Four sampling plans for the residual waste in a tank are presented. The first plan is based on the assumption that, based on some physical characteristic, the residual waste can be divided into disjoint strata, and waste samples obtained from randomly selected locations within each stratum. The second plan is that waste samples are obtained from randomly selected locations within the waste. The third and fourth plans are similar to the first two, except that composite samples are formed from multiple samples. Common to the four plans is that, in the laboratory, replicate analytical measurements are obtained from homogenized waste samples. The statistical sampling plans for the residual waste are similar to the statistical sampling plans developed for the tank waste characterization program. In that program, the statistical sampling plans required multiple core samples of waste, and replicate analytical measurements from homogenized core segments. A statistical analysis of the analytical data, obtained from use of the statistical sampling plans developed for the characterization program or from the HTI project, provide estimates of mean analyte concentrations and confidence intervals on the mean. In addition, the statistical analysis provides estimates of spatial and measurement variabilities. The magnitude of these sources of variability are used to determine how well the inventory of the analytes in the waste have been estimated. This document provides statistical sampling plans that can be used to estimate the inventory of the analytes in the residual waste in single-shell and double-shell tanks and in the waste plume in the vadose zone.

Tank 241-AN-102 is one of seven double-shell tanks located in the AN Tank Farm in the Hanford Site 200 East Area. The tank was hydrotested in 1981, and when the water was removed, a 6-inch heel was left. Tank 241-AN-102 began receiving waste from tank 241-SY-102 beginning in 1982. The tank was nearly emptied in the third quarter of 1983, leaving only 125 kL (33 kgal) of waste. Between the fourth quarter of 1983 and the first quarter of 1984, tank 241-AN-102 received waste from tanks 241-AY-102, 241-SY-102, 241-AW-105, and 241- AN-101. The tank was nearly emptied in the second quarter of 1984, leaving a heel of 129 kL (34 kgal). During the second and third quarters of 1984, the tank was filled with concentrated complexant waste from tank 241-AW-101. Since that time, only minor amounts of Plutonium-Uranium Extraction (PUREX) Plant miscellaneous waste and water have been received; there have been no waste transfer to or from the tank since 1992. Therefore, the waste currently in the tank is considered to be concentrated complexant waste. Tank 241-AN-102 is sound and is not included on any of the Watch Lists.

Waste from the older single-shell tanks is being transferred to the newer double-shell tanks (DSTs). Therefore, the integrity of the DSTs must be maintained until the waste from all tanks has been retrieved and transferred to the WTP. To help maintain the integrity of the DSTs over the life of the project, specific chemistry limits have been established to control corrosion of the DSTs. These waste chemistry limits are presented in the Technical Safety Requirements (TSR) document HNF-SD-WM-TSR-006, Sec. 5 . IS, Rev 2B (CHG 200 I). In order to control the chemistry in the DSTs, the Chemistry Control Program will require analyses of the tank waste. This document describes the Data Quality Objective (DUO) process undertaken to ensure appropriate data will be collected to control the waste chemistry in the DSTs. The DQO process was implemented in accordance with Data Quality Objectives for Sampling and Analyses, HNF-IP-0842, Rev. Ib, Vol. IV, Section 4.16, (Banning 2001) and the U.S. Environmental Protection Agency EPA QA/G4, Guidance for the Data Quality Objectives Process (EPA 1994), with some modifications to accommodate project or tank specific requirements and constraints.
