Available in PDF, EPUB and Kindle. Book excerpt: From Recipients to Donors examines the emergence, or re-emergence, of a large number of nations as partners and donors in international development, from global powers such as Brazil, China and India, to Gulf states such as Saudi Arabia, to former socialist states such as Poland and Russia. The impact of these countries in international development has grown sharply, and as a result they have become a subject of intense interest and analysis. This unique book explores the range of opportunities and challenges this phenomenon presents for poorer countries and for development policy, ideology and governance. Drawing on the author's rich original research, whilst expertly condensing published and unpublished material, From Recipients to Donors is an essential critical analysis and review for anyone interested in development, aid and international relations.

Available in PDF, EPUB and Kindle. Book excerpt: The first edition of this work, which was included in Eugene Sheehy's Guide to Reference Books (10th ed.), became an indispensable snapshot of the state of librarianship and publishing around the world. This revised edition, an update and expansion of the original volume, offers almost 1,000 entries compared to the 644 entries of the first edition. Included are entries detailing the book trade in individual countries, biographical profiles, quotations about books and librarianship, and representations of book people in fiction and postage stamps. This revised edition also provides much new information on topics such as Latin terminology, job search strategies, and awards and grants. The heart of the volume is an alphabetical listing of countries from around the world. Each entry provides valuable data about the political and economic condition of the country, illiteracy rate, and ratio of library holdings to inhabitants. More specific information is then provided about the number of libraries and their holdings, the number of publishers, and the number of books and newspapers published per year. Libraries of special note are indicated. The rest of the volume contains fascinating information on quotations about books and librarians, biographical sketches of book people, and representations of book-related topics in creative works. This new edition also provides a guide to Latin terms used in the book world, information on job search strategies for librarians, library awards and grants, and helpful advice for librarians and supervisors.

Book excerpt: As more providers commit to support locally led development – whereby local actors have agency in framing, design, delivery, learning and accountability – this peer learning synthesis report provides a comprehensive overview of their efforts and strives to develop a common understanding and definition of locally led development co-operation. Building on existing practices, the report analyses to what extent providers’ systems can enhance or hinder the agency of local actors, looking in particular at policies, financing mechanisms, partnerships, and management processes. Rather than prescribing a singular pathway, it emphasises the importance of context-specific, sequenced, and locally defined approaches. Pathways Towards Effective Locally Led Development Co-operation: Learning by Example is a useful read for policymakers, practitioners and anyone committed to more equitable and effective development co-operation.

Available in PDF, EPUB and Kindle. Book excerpt: In 1993, the United Nations sponsored national elections in Cambodia, signaling the international community's commitment to the rehabilitation and reconstruction of what was, by any measure, a shattered and torn society. Cambodia's economy was stagnant. The education system was in complete disarray: Students had neither pens nor books, teachers were poorly trained, and classrooms were literally crumbling. Few of the individuals and organizations responsible for financing, planning, and implementing Cambodia's post-election development thought it necessary to ask why the country's economy and society were in such a parlous state. The mass graves scattered throughout the countryside provided an obvious explanation. The appalling state of the education system, many argued, could be directly attributed to the fact that among the 1.7 million victims of Pol Pot's holocaust were thousands of students, teachers, technocrats, and intellectuals. In this exacting and insightful examination of the crisis in Cambodian education, David M. Ayres challenges the widespread belief that the key to Cambodia's future development and prosperity lies in overcoming the dreadful legacy of Khmer Rouge. He seeks to explain why Cambodia has struggled with an educational crisis for more that four decades (including the years before the Khmer Rouge came to power in 1975) and thus casts the net of his analysis well beyond Pol Pot and his accomplices. Drawing on an extensive range of sources, Ayres clearly shows that Cambodia's educational dilemma--the disparity between the education system and the economic, political, and cultural environments, which it should serve--can be explained by setting education within its historical and cultural contexts. Themes of tradition, modernity, change, and changelessness are linked with culturally entrenched notions of power, hierarchy, and leadership to clarify why education funding is promised but rarely delivered, why schools are built where they are not needed, why plans are enthusiastically embraced but never implemented, and why contracts and agreements are ignored almost immediately after they are signed. Anatomy of a Crisis will be compulsory reading for anyone with an interest in education and development issues, as well as Cambodian society, culture, politics, and history.

Book excerpt: An anti-tourist guide that debunks San Diego's sunshine myth for locals and visitors alike. For fourteen million tourists each year, San Diego is the fun place in the sun that never breaks your heart. But America's eighth-largest city has a dark side. Behind Sea World, the zoo, the Gaslamp District, and the beaches of La Jolla hides a militarized metropolis, boasting the West Coast's most stratified economy and a tumultuous history of municipal corruption, virulent antiunionism, political repression, and racial injustice. Though its boosters tirelessly propagate an image of a carefree beach town, the real San Diego shares dreams and nightmares with its violent twin, Tijuana. This alternative civic history deconstructs the mythology of "America's finest city." Acclaimed urban theorist Mike Davis documents the secret history of the domineering elites who have turned a weak city government into a powerful machine for private wealth. Jim Miller tells the story from the other side: chronicling the history of protest in San Diego from the Wobblies to today's "globalphobics." Kelly Mayhew, meanwhile, presents the voice of paradise's forgotten working people and new immigrants. The texts are vividly enhanced by Fred Lonidier's photographs.
