Book excerpt: In this careful and thorough study of a Canadian field which has been relatively untouched in recent years, Dr. Brecher records and comments on the development of monetary and fiscal thinking in Canada in the inter-war period, and its impact on public policy in the federal sphere. Examining Canadian opinion about economic theory during this time, the author draws on four fields of thought: that of government and other public officials; of businessmen, such as bankers, and their views on what should be done about the depression; of the "radical group", such as those prominent in the formation of the CCF and Social Credit parties; and of economists, prominent in the universities. Dr. Brecher points out in his preface that his inquiry is rooted in the conviction that the problems associated with cyclical fluctuations remain sufficiently complex to make an understanding of the developments of the twenties and thirties an indispensable condition for effective stabilization policy. He finds the twenties distinguished only in the superficial and imperfect diagnosis of and remedial suggestions for unemployment, made chiefly by a relatively small handful of thinkers associated with the Progressive and United Farmers movements, then emerging in the West. It was the thirties which, under the impact of the depression, witnessed the first real stirrings of careful economic analysis in cyclical terms, and of statistical techniques for measuring the value of annual productive activity and income receipts in the Dominion. The author has attempted to appraise the evolution of the Canadian policy of monetary and fiscal stabilization within the thought environment in which it was conceived and implemented, and on the basis of the standards set by modern income-employment theory.

Book excerpt: Over the two decades following the Second World War, the policy that would create "a nation of immigrants," as Canadian multiculturalism is now widely understood, was debated, drafted, and implemented. The established narrative of postwar immigration policy as a tepid mixture of altruism and national self-interest does not fully explain the complex process of policy transformation during that period. In The Least Possible Fuss and Publicity Paul Evans recounts changes to Canada's postwar immigration policy and the events, ideas, and individuals that propelled that change. Through extensive primary research in the archives of federal departments and the parliamentary record, together with contemporary media coverage, the correspondence of politicians and policy-makers, and the statutes that set immigration policy, Evans reconstructs the formation of a modern immigration bureaucracy, the resistance to reform from within, and the influence of racism and international events. He shows that political concerns remained uppermost in the minds of policy-makers, and those concerns – more than economic or social factors – provided the major impetus to change. In stark contrast to today, legislators and politicians strove to keep the evolution of the national immigration strategy out of the public eye: University of Toronto law professor W.G. Friedmann remarked in a 1952 edition of Saturday Night, "In Canada, both the government and the people have so far preferred to let this immigration business develop with the least possible fuss and publicity." This is the story, told largely in their own words, of politicians and policy-makers who resisted change and others who saw the future and seized upon it. The Least Possible Fuss and Publicity is a clear account of how postwar immigration policy transformed, gradually opening the border to groups who sought to make Canada home.

Stovel examines the changes in that country's balance of payments and balance of trade from confederation to the present day, including as part of his examination historical, statistical, and theoretical points of view. The author also reexamines critically--and finds himself in sharp disagreement with--Jacob Viner's classic in the field, Canada's Balance of International Indebtedness, 1900-1913, which has long been considered the definitive analysis of the subject. Developing in Part I an eclectic theory of international balance of payments, and in Part II concentrating on the Canadian balance of trade and balance of payments in relation to economic developments preceding World War I, Stovel carefully prepares the foundation for a critique of Viner's analysis of the period 1900-1913. Discussing the inadequacy of the Mill-Taussig theory and its empirical verification, and observing the extent to which the newer theoretical developments have afforded increased understanding, Stovel criticizes Viner's statistics and the use to which they were put. He delineates with telling clarity the mutual interaction of many elements in cyclical growth development, as opposed to the oversimplified and inadequate causal links of the earlier theory. In addition to the wealth of analysis of the earlier period, the author investigates the interwar period, with the postwar boom and the depression of the thirties, presenting a careful analysis of the structural changes in the balance of payments during this period as well as indicating the change in Canada's relation to the United States and Great Britain. The concluding section of the book deals with the period following World War II, and the author indicates the possible lessons to be learned from Canada's experiences and the improvements in government policy that have taken place, especially with respect to exchange rates.
