Book excerpt: The coroner's report into the tragic case of Clare Wood, who was murdered by her former partner in Greater Manchester in 2009, recommended that "consideration should be given to the disclosure of such convictions and their circumstances to potential victims in order that they can make informed choices about matters affecting their safety and that of their children." Following public consultation, The Home Office trialled a one year pilot in 2012 in four police force areas - Gwent, Wiltshire, Greater Manchester and Nottinghamshire - to test a disclosure process within existing police legislative powers to share information and to ensure that appropriate risk assessments and safeguards are in place. It tested two processes: the 'Right to Ask', where a disclosure request is triggered by a member of the public directly contacting the police about a partner, and the 'Right to Know', where a disclosure request is triggered by police or partner agencies based on information that an individual is at risk of harm from their partner. This report sets out the findings from the assessment of the pilot. It investigated how the process was working in practice and the lessons for any wider adoption. The assessment was not designed to consider the impact on domestic abuse victims or the cost-effectiveness of the scheme.
