Book excerpt: After the withdrawal of the Allied Occupation forces, many Japanese political leaders sought for their country a larger and more independent role in world affairs. Thus, the newly installed Hatoyama Government made known its desire for normal diplomatic relations with both the Soviet Union and the (Communist) Republic of china--a goal that became a major Party slogan. The subsequent negotiations for a peace agreement with the Soviet Union precipitated intense domestic political controversy, n part because the issue represented the first major act of foreign policy to be proposed by the government since the restoration of national independence; as such, it attracted many politicians who were just then emerging or reemerging after the Allied purge of pre-war and wartime political leaders. The battle was waged with little concern for the central question of national policy; instead, the main attraction was political--party and factional--power. The two-year conflict, which continued until the conclusion of an agreement with the Soviet Union in 1956, determined many of the characteristic and permanent features that the Japanese political order has displayed since that time. Hence the interest that attaches to this study, which analyzes the political elements affecting the course of negotiations with Russia: public opinion, political parties, private pressure groups, and the formal institutions of government. Mr. Hellmann's perceptive appraisal of the action and interaction of these elements leads to conclusions that challenge many commonly held assumptions about the nature of the Japanese political system, particularly those assumptions concerning the influence of business groups. Since his perspective on the entire political process affecting the negotiations with the Soviet Union is sufficiently broad to permit him to draw parallels with comparable processess in Western nations, the book should interest student of comparative and international politics as well as those concerned with the widening role of Japan in East Asian politics. In Identity Politics Inside Out, Lisel Hintz teases out the complex link between identity politics and foreign policy using an in-depth study of Turkey. Rather than treating national identity as cause or consequence of a state's foreign policy, she repositions foreign policy as an arena in which contestation among competing proposals for national identity takes place. Drawing from a broad array of sources in popular culture, social media, interviews, surveys, and archives, she identifies competing visions of Turkish identity and theorizes when and how internal identity politics becomes externalized. Hintz examines the establishment of Republican Nationalism in the wake of imperial collapse and examines failed attempts made by those challenging its Western-oriented, anti-ethnic, secularist values with alternative understandings of Turkishness. Few, however, have articulated precisely how or why it matters. In this significant book, Helen Milner lays out the first fully developed theory of domestic politics, showing exactly how domestic politics affects international outcomes. In developing this rational-choice theory, Milner argues that any explanation that treats states as unitary actors is ultimately misleading. She describes all states as polyarchic, where decision-making power is shared between two or more actors (such as a legislature and an executive). Milner constructs a new model based on two-level game theory, reflecting the political activity at both the domestic and international levels. She illustrates this model by taking up the critical question of cooperation among nations. Milner examines the central factors that influence the strategic game of domestic politics. She shows that it is the outcome of this internal game--not fears of other countries' relative gains or the likelihood of cheating--that ultimately shapes how the international game is played out and therefore the extent of cooperative endeavors. The interaction of the domestic actors' preferences, given their political institutions and levels of information, defines when international cooperation is possible and what its terms will be. Several test cases examine how this argument explains the phases of a cooperative attempt: the initiation, the negotiations at the international level, and the eventual domestic ratification. The book reaches the surprising conclusion that theorists--neo-Institutionalists and Realists alike--have overestimated the likelihood of cooperation among states.
